THE DAY BEFORE THE SCHEDULED MEETING TO ARRANGE ASSISTANCE Next Ordinance Number: 635 Ammon City Council 03/24/2020Page 1 of 4 CITY OF AMMON, BONNEVILLE COUNTY, IDAHO Resolution 2020-005R ARESOLUTION DECLARING A LOCAL Disaster EMERGENCY WHEREAS, there is an imminent threat to the public health and safety of residents of theCITY OF AMMON,IDAHO, as the result of the COVID-19outbreak (also referred to as the beginning March 13, 2020; and WHEREAS,the Governor for the State of Idaho and President of United States have declared said outbreak anemergencyfor the State of Idaho and the United States;and WHEREAS,Bonneville County has also declared the outbreak and WHEREAS,the World Health Organization has declared said outbreak a pandemic;and WHEREAS,said virushas been found to be highly communicable between carriers of the virus and those with whom they have social interaction;and WHEREAS, the potential likelihood for widespread transmission of the COVID-19 virus in the CITY OF AMMONis high; and WHEREAS, citizens, visitors, and private and public entities oftheCITY OF AMMONare potentially affected by the COVID-19 pandemic; and WHEREAS,social distancing has proven effective for purposes of reducing and eliminating spread of said virus;and WHEREAS, thepotential spread of COVID-19 to the citizens of theCITY OF AMMONwill likely result in strained resources within our local healthcare infrastructure, municipalities, political subdivisions, school districts, nonprofit charities, and the business community; and WHEREAS,City of Ammonoffices continue to receive direction from the State of Idaho regarding the operation and closure of state functions performed at local levels, all of which encourage social distancing; and WHEREAS, a disaster emergency as defined in Section 46-1002, Idaho Code, is in existence in theCITY OF AMMON,due to the imminentthreat to life and well-being; including local provide necessary income, goods, and servicesunder these circumstances; and WHEREAS, Section 46-1011, Idaho Code, authorizes the Mayor oftheCITY OF AMMON, Idaho to declare a disaster emergency to authorize the furnishing of aid and assistance,and Ammon City Council 03/24/2020Page 2 of 4 activate all applicable disaster emergency plansthereunder. NOW THEREFORE, be it resolved, and declared by theMayor of theCITY OF AMMON, as follows: 1.A disaster emergency is hereby declared to exist withintheCITY OF AMMON, created by COVID-19, causing an imminent threat to life and well-being, for a period of 30 days from the date of this Declaration,renewable upon a determination of need at a later date. 2.These conditions require the activation of the response and recovery aspects of all applicable local disaster emergency plans. 3.Such disaster may require State emergency assistance to supplement local efforts to protect life and well-being, preserve the essential functionsof government, and alleviate the damage to the local economy in a multi-agency, coordinated effort to mitigate, avert, and lessen the threat and impact of the disaster. 4. the Mayor also makes certain admonitions to the public also B 5.Pursuant to I.C. §46-1011, this Emergency shall be abated unless ratified by a majority of the City Councilwithin seven (7) days of the date of this Declaration. th Adopted this 20day of March2020, by the Mayor of the City of Ammon. CITY OF AMMON ___________________________________ Mayor ATTESTED: ___________________________________ City Clerk Ammon City Council 03/24/2020Page 3 of 4 B 1.The Mayor of the City of Ammonmakesthe following admonitions to the PUBLIC in City of Ammonuntil this emergency is abated: a.Members of the general public (excepting employees) areencouraged to stay away from public buildings owned by City of Ammon, except on an as needed basis; b.Members of the general public are encouraged to practice proper social distancing, to use proper hand sanitation, and to avoid unnecessary travel, in order to slow the spread of the virus; c.For those essential functions the public usually conducts at the City ofAmmon buildings, the public is encouraged to reach out to the applicable city department by telephone or electronic means to identify which services may be provided remotely(via phone, mail, internet, etc.). Due to potential caller volume, each city department is encouraged to prepare a list of those remote services available that can be quickly and easily disseminated to the public.
