(HDD). Contractor to supply all equipment and laborto HDD, install water line and manage the
mud produced by this process. The City will providethe pipe fused and ready to pull into place,
pothole all utility crossings, do the tie-in to theexisting mainline and have an area to dispose of
the mud. The City will be doing a temporary waterbypass in order to shut off the old main line
during the boring and tie-in process.
1.2SUBMITTAL REQUIREMENTS
The City of Ammon will accept Rawson Street WaterLIne Bore Project bids at the office of the
City Engineer, 3451 S. Ard Dr, Ammon, ID 83406 until10:00 AM local time on Tuesday, June 29,
2021. Electronic or Hardcopy proposals are accepted.Electronic copies shall be emailed to the
City Engineer, Tracy Bono, attbono@cityofammon.usby the deadline listed in this paragraph.

3.0CONSTRUCTION PLAN AND TIMELINES
A preconstruction meeting will be held prior to finalcontract award. Insurance, performance
and payment bonds will be required for a signed contract.Construction to begin July 26, 2021
and completion by August 6, 2021. This allows a 10-workingday construction schedule. It is

4.0SUBMITTAL CONTENT:
Submittals are to include the following information:Firm name, address, telephone and fax
numbers, e-mail address, proof of Idaho Public WorksContractors license including license
class, proof of ability to obtain performance andpayment bond.
5.0CONTRACT CONSIDERATIONS
Upon selection, the City of Ammon, Idaho intends tonegotiate terms of a Technical Services
Agreement with the firm(s) to serve the best interestsof the City. The City is not under any
obligation to award a contract.
6.0Term of Agreement
The term of the agreement is to be a limited exclusiveservices agreement for a period of one
(1) year.
7.0Insurance
The Proposer will indemnify and save harmless theCity, its officers, and employees from and
against any and all suits, actions, legal proceedings,claims, demands, damages, costs, expenses,

performance of this contract. The City will not beresponsible for the negligence of the
Proposer, or any of its agents, employees, or customers.
The Proposer shall procure and maintain for the durationof the contract, insurance for all
claims for injuries to persons or damages to property,which may arise from or in conjunction
with the performance of the work hereunder by theProposer, his agents, representatives,
employees, or sub-contractors. The cost of such insuranceshall be borne by the Proposer and a
Certificate of Insurance evidencing that such insurancehas been procured and is in force will be
forwarded to the City before commencement of workhereunder. Said insurance shall be
maintained during the entirety of said contract termand shall name the City of Ammon as an
additional insured on said policy.

Summary of Analysis
1.Amendments to this Title are based mostly on the removalof the requirement for Council to
approve all new or renewing businesses. This practicehas not been completed since 2013 when
staff was able to handle the processes.
2.Additionally, Chapter 3 amendments remove the proceduresfor a hearing related to approving
alcohol licensing, an outdated process.
3.Repeal of Chapter 14 requiring background checks andlicenses for bartenders
