Chairman Rydalch led the Pledge of Allegiance. MINUTES: December 4, 2019 Commissioner Robert Taylor moved to approve the December 4, 2019 minutes. Commissioner Steve Taylor seconded. Roll Call Vote: Commissioner Robert Taylor – Yes, Commissioner Steve Taylor – Yes, Planning and Zoning Minutes 01.08.2020 Page 2 of 4 Commissioner Danielson – Yes, Commissioner Eslinger – Abstain (was not on the Commission), Commissioner Rydalch – Abstain (Absent), Commissioner Malone – Abstain (absent), and Commissioner Clapp – Abstain (was not on the Commission). The motion passed. PUBLIC HEARINGS: Chairman Malone opened the public hearing. 1. 2020-001 Comprehensive Plan Land Use Map amendment: Donovan provided the following information to the Commission. Recommendation - Staff recommends: approval Summary of Analysis - Amends areas that were labeled incorrectly from previous map - Amends areas within the area of impact to reflect desired zones - Adds schools, cemetery that were missing Notice - Notice published in the Post Register on December 18, 2019 - Notice mailed to 18 public entities on December 17, 2019 Donovan displayed the Comprehensive Plan Map with the corrected areas highlighted. Tom Hunsaker, 2925 Carolyn Lane, the County & City Comprehensive Plan Maps are in alignment. He noted the intersection of 1St and 55th E is a good place for commercial. He is in support of the application. Chairman Malone closed the public hearing and open the discussion. ACTION ITEMS: 1. Election of Chairman: Commissioner Robert Taylor moved to nominate Patrick Malone for Chairman. Commissioner Danielson seconded. Roll Call Vote: Commission Robert Taylor – Yes, Commissioner Danielson – Yes, Commissioner Steve Taylor – Yes, Commissioner Eslinger – Yes, Commissioner Rydalch – Yes, Commissioner Malone – Yes, Commissioner Torman – Yes and Commissioner Clapp – Yes. The motion passed. 2. Election of Vice Chairman: Commissioner Steve Taylor moved to nominate Nick Torman for Vice Chairman. Commissioner Danielson seconded. Action on Comprehensive Plan Land Use Map amendment: Commissioner Steve Taylor moved to recommend approval to City Council the Comprehensive Plan Land Use Map amendment and adding the Ammon Cemetery to the map. Commissioner Robert Taylor seconded. The motion passed. 4. 2020-001 Recommendation on additional public hearing: Commissioner Robert Taylor moved an additional public hearing is not needed on 2020-001. Commissioner Steve Taylor seconded. The motion passed. 5. 2020-001 Adoption of Reasoning Statement: Commissioner Robert Taylor moved to adopt the Reasoning Statement for 2020-001. Commissioner Danielson seconded. Roll Call Vote: Commission Robert Taylor – Yes, Commissioner Danielson – Yes, Commissioner Steve Taylor – Yes, Commissioner Eslinger – Yes, Commissioner Rydalch – Yes, Commissioner Malone – Yes, Commissioner Torman – Yes and Commissioner Clapp – Yes. The motion passed Planning and Zoning Minutes 01.08.2020 Page 3 of 4 Findings for Recommendation: There was not any written testimony submitted. The amendments are corrections to items previously approved. The adoption of Comprehensive Plan Map is in agreement with the Comprehensive Plan, but provides additional details. Testimony provided that changes will align with Bonneville County Comprehensive Plan. 6. Granite Creek Division 2 Final Plat: Donovan provided the following information: Recommendation - Staff recommends: approval Summary of Analysis - Parcel will be built out as single-family detached homes - Preliminary Plat approved in April 2014 Parcel Characteristics - Current zoning: RP-A - Total acreage: 23.678 acres - Units per acre: 1.86 - Average Lot Size: 16,038 Square Feet - Includes 44 total lots - Property is located north of 65th South (York), east of South 25th East (Hitt Road), south of 49th South (Township), west of South 35th East (Ammon Road). Applicant’s Request - Request being presented by Kurt Roland, Eagle Rock Engineering - Approval of final plat showing RP-A lots Kurt Roland, Eagle Rock Engineering, 1331 Fremont Ave, Idaho Falls, Id. There are two access onto 49th S. eventually in future division there will be access onto Hitt Rd. and a 7 acres’ storm water retention pond to be used as a park with playground equipment. Half of the lots in Division #2 are already sold. Commissioner Danielson move to recommend approval of the Granite Creek Division 2 Final Plat, finding it is in compliance with the Comprehensive Plan and meets the City ordinance, subject to technical review. Seconded by Commissioner Torman. The motion passed. DISCUSSION ITEMS: 1. “Fencing” requirement between commercial and residential property: Donovan asked the Commission if the ordinance should be modified to state fencing along a commercial property next to an existing residential lot should be made of brick or concrete lock and not wood or vinyl. The Commission discussed the pros and cons of modifying the ordinance. The Commission wanted residents to feel like they are being heard. They discussed the options of changing the wording of the ordinance or the Commission could deliberate and handle fencing requirements in the motion which would allow the fencing to be addressed case by case, but there needs to be consistency and meet the needs of the property’s use. REPORTS: City Council – Donovan reported on the Dec 19th, January 2nd and the upcoming January 9th City Council meetings. City of Idaho Falls – Donovan said there were not any items from the meeting that impacted the City of Ammon. Street Projects – Donovan reported on the developer’s progress on obtaining easements in the Villas, cameras have been posted at several locations in the City for traffic counts to verify the safety needs are being met for pedestrians and motorists. A roundabout is being discussed for the intersection of Ammon Rd. and S. 49th. Bonneville County – Tom Hunsaker shared points of interest from the last meeting. There were not any items that impacted the City. Parks, Recreation and Trails Commission – Donovan reported a meeting was not held in December. Planning and Zoning Minutes 01.08.2020 Page 4 of 4 Donovan invited the Commission to pick up the information left by Keith Banda pertaining to the Firewise Program for Southern Idaho regarding fire resistant plants and landscaping.
