Steve Richards led the Pledge of Allegiance. Members Present: Steve Richards, Vice Chairman Cindy Donavan Rick Butler Greg Maeser Robert Taylor Tom Hunsaker Scott Wessel City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming, Deputy Clerk Absent Members: Quinn Simmons, Chairman Kurt Roland MINUTES: September 1, 2010 Minutes: Commissioner Scott Wessel motioned to accept the minutes, as presented. Commissioner Greg Maeser seconded. All in favor – the motion passed. October 6, 2010 Minutes: Commissioner Robert Taylor motioned to accept the minutes, as presented. Commissioner Rick Butler seconded. All in favor – the motion passed. PUBLIC HEARINGS: None ACTION ITEMS : None Planning and Zoning Minutes 11-3-10 Page 1 of 2 DISCUSSION ITEMS: 1. Discuss land use acreage information: Ron distributed information concerning the different land uses throughout the City and how much of the land is undeveloped. 2. Discuss accessory dwellings on lots: Ron asked the Commission to think about whether it should be allowed to let residential owners have secondary dwellings, attached or unattached, for family guests or for rent, as long as, the owner of the property lives in one of the dwellings and all utilities are billed to the owner of said property. He requested that they think it over and they would discuss it at a later date after the Commission has had time to research the subject. 3. Discuss wind power: Ron would like the Commission to think about wind turbines, once again. He feels the Commission needs to make a decision as to whether we are going to allow them at all in certain zones, probably by lot size, or deny them entirely. Ron feels we should clarify the final decision in the Code, which would require a public hearing. The Commission will discuss this at a later date after they have had time to think about it. Fringe property annexations and infrastructure 4. : Ron explained the language he was encouraging to add to the comprehensive plan. The language would state when a request for annexation comes in for property that is on the fringe of the city boundary, the developer be required to pay for all extensions of City services to the new property (if it is determined to allow annexation), including over-sizing of lines to allow for future growth. This would eliminate the expense that the City currently takes on to over-size the lines. 5. Discuss pocket residential: This applies to lots that owners would like to sub-divide, but do not have enough street frontage to be able to be sub-divided under the current ordinance. These lots are deep and their owners would like to sub-divide the front from the back and put another house on the back half. There needs to be discussion on what type of an access we would require to the property in the back, not only for the back property owner, but also for fire and other services. REPORTS: 1. City Council Actions - Ron explained the issues City Council dealt with in the month of October. 2. City of Idaho Falls Planning and Zoning Actions – Cindy Donovan stated she had nothing to report. 3. Bonneville County Planning and Zoning Actions – Tom Hunsaker stated the family cemetery for the Vandersloot Family was approved. A request for an oil well near Grays Lake was tabled. There were more requests for additional wind turbines. CALL FOR ADJOURNMENT: Commissioner Scott Wessel motioned to adjourn. Commissioner Greg Maeser seconded. All in favor – the motion passed.
