MINUTES
The Work Session meeting was called to order by Quinn Simmons at 7:00 in the City Building at 2135 South Ammon
Road, Ammon, Idaho.

Discussion Items:
Comprehensive Plan Review: The Commission broke into two groups with the community volunteers.
Group A
consisted of Tom Hunsaker, Quinn Simmons, and Rick Butler from the Commission and Margie Zirker and
Richard Lundberg from the community volunteers. Group A discussed Natural Resources and Special Areas and
Hazardous Areas.
Natural Resources section: The two streams should be named (Sand Creek and Little Sand Creek). A new figure
should be added in the form of a map showing where the two streams are located.
Ron explained Progressive Irrigation controls most of the canal system in Ammon. We recently learned the City of
Ammon itself owns Sand Creek, and thus Sand Creek is subject to Flood District 1 control, only. Other than access to
Sand Creek the canal companies do not have jurisdiction over Sand Creek.
The sub-committee recommends changing the first sentence of the first paragraph from “… natural resources are not a
major concern” to “…natural resources are limited”.
Special Areas or Sites section: Although this is not a City responsibility, the sub-committee sees a need to establish an
Ammon Heritage Society. The sub-committee recommends the creation of a policy stating that the City will work with
the heritage or historical society in preserving and documenting historic places and information.
The sub-committee recommends this section be more specific concerning special areas and sites in the City.
The sub-committee recommends the last sentence be changed from “would be considered” to “could be considered”,
and that this last sentence be included in the heritage society policy.

Hazards Identified section, Floods and Slips subsection: The sub-committee recommended changing two sentences:
“The primary source of such flooding is the runoff from the foothills east of town. During periods of winter thaw when
the ground is still frozen and the snow is melting, the runoff can be considerably more than normal.”
The sub-committee recommended expanding the sentence stating: “Mudslides or slipping of land in the foothills is a
possibility as development occurs and again should be addressed with each new proposed development in the foothills”
by expanding the initial words to “Mudslides, slipping of land, soil creepage, and soil movements in the foothills …”.
Energy and Community Design section: the sub-committee discussed various names that would be better for this
section. The final recommendation is to change it to something along the lines of “Leadership in Energy and
Environmental Design”.
The sub-committee recommends dropping the first two sentences in the Introduction. The sub-committee also
recommended changing the part of the last sentence of the Introduction that reads “aesthetically pleasing and
environmentally sound” to “aesthetically pleasing and functionally sound”.
After discussing various aspects of wind turbines, the sub-committee recommended adding an item addressing the
impact from energy producers such as wind turbines.
Group B
consisted of Cindy Donavan, Kurt Roland and Steve Richards of the Commission and Karma Brinkman, Leo
Eaton and Harold Graehl from the community volunteers. Group B discussed Recreational Topics:
1. Changes to inventory listing for parks
2. Amenities in Woodland Hills starting in 2010
3. Updated figure 12
4. Crossroad addresses or frontage addresses to all parks
5. Inconsistency in verbiage between Recreation Standards and Analysis of needs per capita verses
acreage.
6. Population #’s aren’t accurate
7. Need better definitions in section of community
8. Have Ken check paragraphs about Tennis Courts and Playfields
9. Are there enough youth baseball fields and are there any adult ball fields
Call for Adjournment:
CommissionerRick Butler motioned to adjourn. Commissioner Cindy Donavan seconded. All in favor, the
motion passed.
The meeting adjourned at 8:45 p.m.
