Cindy Donovan led the Pledge of Allegiance. Members Present: Quinn Simmons, Chairman Tom Hunsaker Cindy Donovan Rick Butler Greg Maeser Scott Wessel Steve Richards Robert Taylor Absent/Excused: Kurt Roland City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming, Deputy Clerk MINUTES: None PUBLIC HEARINGS: None ACTION ITEMS: 1. Final Plat – Ammon Park Center – Division #4: Ron explained this property is located next to Ace Hardware. Dallin Mortimer, 1645 Woodruff Park (Comfort Construction) says the utilities have been put in and the street that will be coming off Ammon Rd will not change from where they originally planned. Tom wanted to know how far Market Place is from Cabellaro. Lance said it’s not that far, but it is further than it was. Planning & Zoning 2-3-10Page 1 of 2 Commissioner Maeser motioned for approval of the final plat for Ammon Park Center # 4, following technical staff review. Commissioner Wessel seconded the motion. All in favor - the motion passed. th 2. Site Plan – Ammon Park Center, 3379 E 17 St: Ron explained the site plan has changed a little. They have 12 parking places in excess of the minimum required for retail operations; therefore, parking is not an issue. Dallin Mortimer, 1645 Woodruff Park, Idaho Falls stated there are 7 units planned. The landscaping will be consistent with what is in front of Ace Hardware and Walgreens. The width of the road on Market Place will change, so the site plan will be adjusted somewhat. Commissioner Richards motioned for approval of the site plan for Ammon Park Center # 4, subject to technical review by staff. Commissioner Butler seconded the motion. All in favor - the motion passed. DISCUSSION ITEMS: 1. Regular Meeting – February 17, 2010 - Comp Plan w Citizen Volunteers: There was discussion on how the meeting would be handled with the extra constituents that will be participating. Wind Mills: 2. Prior to a meeting on windmills, it was recommended by the City Council to have the windmill people come and talk to them, so we can have a better idea of what we are dealing with. They have given estimates that savings with a windmill could be up to 70 or 80 percent of the current bill. REPORTS: 1. City Council Actions: Ron discussed what happened at the City Council January meetings. Council has asked that Public Works clear the snow off of sidewalks adjacent to arterial roads. 2. City of Idaho Falls Planning and Zoning Actions: Commissioner Donovan had no report. 3. Bonneville County Planning and Zoning Actions: Commissioner Hunsaker stated that wild bees are history. People in the county would like to have an ordinance to allow beehives on residential properties. There are also plans for the southwest corner of York Road and Yellowstone Highway to become industrial. Call for Adjournment: Commissioner Wessel motioned to adjourn the meeting. Commissioner Maeser seconded the motion. All in favor – the motion passed.
