Work Session July 15, 2009 REPORTS: 1.City Council Actions 2.City of Idaho Falls Planning and Zoning Actions – Cindy Donovan 3.Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES The meeting was called to order by Chairman Tom Hunsaker at 7:06 p.m. in the City Building at 2135 South Ammon Road, Ammon, Idaho. Quinn Simmons led the Pledge of Allegiance. Members Present : Tom Hunsaker, Chairman Cindy Donavan Rick Butler Quinn Simmons Scott Wessel Russell Slack City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming, Deputy Clerk Absent Members: Greg Maeser Steve Richard MINUTES: June 3, 2009 Scott motioned to accept the minutes with minor grammatical changes. Russell Slack seconded the motion. All in favor – the motion passed. PUBLIC HEARINGS: None ACTION ITEMS: 1. Site Plan – Ammonside – Division 3, Block 1, Lot 3: This has been submitted to City staff for review. Alan Cunningham, 1020 Lincoln Road stated there are joint accesses into the property with multiple accesses onto Hitt Rd. Ron stated at this time, there is no master plan for this property. They are waiting for an anchor store, before they create the master plan. The plan is to only have one access into Wendy’s sharing with Zion’s Bank. There is ample parking for this project. PLANNING & ZONING MINUTES 7-1-09 Page 1 of 2 Commissioner Simmons motioned approval of site plan, following technical review from staff. Commissioner Donavan seconded the motion. All in favor – the motion passed. 2. Impact Area – Proposal to Bonneville County: Ron explained what the impact area is and why there is a need for expansion. Cities and Counties are mandated to negotiate an impact area. Within the impact area the County will enforce City standards. Most of the impact area is going around the Sewer District. The biggest change is on the Southern boundary. In the past, an agreement was made with Idaho Falls that Ammon would not jump Hitt Rd. thth The new regional sewer line will be coming from approximate 97 S. near Holmes and running northeast to 65 S. There needs to be capability, for the residents and property owners, in that area to connect to the regional sewer line and the regional authority needs to be able to offer this service to help pay for the project. Tonight we need a motion from Planning & Zoning for recommendation or denial of the proposed impact area. Commissioner Slack motioned to approve the impact area proposal to Bonneville County, as presented. Commissioner Butler seconded. All in favor - the motion passed. DISCUSSION ITEMS: 1. Work Session July 15, 2009: Ron asked the Commission to set aside this date for the Commission to work on the comprehensive map, since the text is mostly completed. REPORTS: 1. City Council Actions: Ron updated the Commission on the actions Council did in the month of June. 2. City of Idaho Falls Planning and Zoning Actions: Commissioner Donovan stated there was nothing to report. 3. Bonneville County Planning and Zoning Actions: Commissioner Hunsaker told about discussion on how many bees can be put on a property. CALL FOR ADJOURNMENT: Commissioner Slack motioned for adjournment. Commissioner Wessel seconded. All in favor – the meeting adjourned.
