Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES Members Present: Tom Hunsaker Steve Richards Rick Butler Cindy Donovan Robert Taylor Rob Jagielski City Officials Present: Ron Folsom, Planning Director Lance Bates, City Engineer Gay Leming, Deputy Clerk Members Absent: Scott Wessel Josh Cunningham Greg Maeser CALL TO ORDER: Cindy Donovan opened the meeting at 7:00 p.m. at the City Hall building located at 2135 South Ammon Road. Commissioner Rob Jagielski led the Pledge of Allegiance. Commissioner Cindy Donovan moved to amend the agenda to include the motion for Chairman and Vice Chairman. Commissioner Richard Butler seconded. All in favor - the motion passed. Election: Commissioner Cindy Donovan moved to nominate Commissioner Steve Richards as Chairman. Commissioner Robert Taylor seconded. All in favor – the motion passed. 12 Planning and Zoning Minutes 01.08.2014 Page of Commissioner Robert Taylor moved to nominate Commissioner Cindy Donovan as Vice Chairman. Commissioner Tom Hunsaker seconded. All in favor the - motion passed. MINUTES: November 6, 2013 and December 4, 2013: The minutes were tabled until the February 2014 Commission meeting. PUBLIC HEARINGS: None ACTION ITEMS: None DISCUSSION ITEMS: 1. Chapter 19 – Uses and future changes: Commissioner Hunsaker prepared a list splitting current uses allowed in the RSC zone into low impact on residences vs. destination stores. Ron believes that if we have this zone, no other commercial zone should be allowed to have residential use. The Commission will come up with a different name for this zone, but it will not be called a multi - use zone. The zone should be restrictive, and be appealing to the eye to go along with the area that is already developed; size such as counter space, sound levels, exterior lighting, on and off street parking, number of employees, and indoor seating for food establishments should restricted. Discussion ensued regarding whether to take out specific types of businesses that currently can be put in this zone and how developers can build in the development. The Commission will review and write down their suggestions so at the next meeting they can discuss ideas. REPORTS: 1. City Council Actions – Ron Folsom reported what happened in the Council meetings for the month of December and for the first week of January. 2. City of Idaho Falls Planning and Zoning Actions – Cindy Donovan – Nothing to report. 3. Bonneville County Planning and Zoning Actions – Tom Hunsaker – Nothing to report. Call for Adjournment: Commissioner Robert Taylor moved to adjourn. Commissioner Richard Butler seconded. All in favor – the motion passed.
