Hall, Councilmember David E. Benton, Engineer David Wadsworth, Public Works Aleen C. Jensen, City Clerk Barbara J. Ellis, City Office The Pledge of Allegiance to the Flag was led by Elaine McGary. . The minutes of the Planning and Zoning Commission Meeting held October 1, 1996, were presented for approval. Ron Folsom moved to approve the minutes of October 1, 1996, as written, and the motion was seconded by Russell Bennion. The voting was unanimous in favor. The motion carried. The first item of business was a preliminary proposal by Rich and Maxine Hardy to change the zone on the Idaho Traffic Safety property, 3400 East Sunnyside Road, from C-l to HC-l. Maxine Hardy explained they have been thinking about building storage for some of their own things and about building some storage units. In reviewing the zoning ordinances, they could not decide if what they are doing and what they are thinking of doing fits into the C-l zone. Hardys own about a five acre parcel. They understand C-l does not allow outside storage. They want to get everything they can under storage, but some equipment is large and very difficult to store. They would feel more comfortable with storing some of their things and building a fence around the difficult items. Basically they want to comply with what they are doing, so they are considering requesting a rezone to HC-l. . Commission members discussed the proposal. A rezone to HC- 1 may benefit Hardys, but it opens the door for other uses, it starts a precedence in the area, and it focuses on spot zoning. The question was asked if there was something Hardys want to do that can not fit in a C-l zone but what would fit in the HC-l zone. They would like a fenced compound to use for some of their equipment. Other storage facilities have been
