The minutes of the Planning and Zoning Commission Meetings held
June 4 and August 6, 1996, were presented for approval. Dick
Bybee moved to approve the minutes of June 4 and August 6, 1996,
as written without change, and the motion was seconded by Kevin
Murray. The voting was unanimous in favor. The motion carried.

The first item of business was a preliminary inquiry by Jay
Johnson regarding additional townhouse development. The
Johnsons are considering purchase of about fifty acres of
property from Lawrence Ricks. The property is east of Ammon
Road and north of 17th Street. It is contiguous with City of
Ammon north from Jennie Jean Estates. The Ricks family may
decide not to sell, but the idea was presented to Planning and
Zoning to feel out if such a development would receive favorable
consideration from Ammon. If the idea develops positively,
Johnson will request for annexation and initial zoning.
Probably about fifteen acres would be planned for townhouse
development. The project would connect to Iona Bonneville
sewer, and the water would connect to Ammon's system by
extending a line on the north side of 17th Street from Ammon
Road. The Commission discussed whether the City has an adequate
supply of water for another subdivision and whether there would
be mandatory water and sewer hookups for adjacent properties.
Public Works Director David Wadsworth explained about the sewer
lines and the water distribution lines. It may involve
considerable expense to connect to the water from Ammon Road
because it would necessitate cutting into the new Ammon Road
approach area. Jay Johnson plans to research water connection
ideas with Engineer Benton and to come back if he negotiates
a purchase with the Ricks family.
