CITY OF AMMON PLANNING AND ZONING COMMISSION August 6, 1996 Minutes of the Regular Meeting of the Planning and Zoning conunission: The meeting was called to order 7:35 P.M. in the City Building, Idaho. MEMBERS PRESENT: Mark Scrogham, Chairman Roger Stonunel, Vice Chairman Russell Bennion Dick Bybee Kirt Hillam Kevin Murray OTHERS PRESENT: Larry Schuldt by Chairman Mark Scrogham at 2135 South Anunon Road, Anunon, MEMBERS ABSENT: Dixie Cutforth Ron Folsom Elaine McGary CITY OFFICIALS PRESENT: Bruce Ard, Mayor David Wadsworth, Public Works Aleen C. Jensen, City Clerk The Pledge of Allegiance to the Flag was led by Russell Bennion. Approval of the minutes of the Planning and Zoning Commission Meeting held June 4, 1996, was deferred until the next meeting to allow Conunission members an opportunity to study them since the meeting involved considerable action. . The major item of business was to consider the proposed recodification of the zoning ordinances. Changes address the siting of manufactured homes in compliance with legislation to be effective as of July 1, 1996. conunission members discussed how to arrive at their reconunendation. Regarding the siting of manufactured homes, Dick Bybee did not agree with the wording, "The manufactured home shall be placed on an excavated and backfilled permanent foundation and enclosed at the perimeter such that the home is located not more than twelve (12) inches above grade." He suggested that "home" should be changed to floor level to read "that the floor level is not more than twelve (12) inches above grade." This would help to clarify interpretation. There was a question about whether or not there is any way to control the siting area. It was pointed out that the City can not say no to siting. A developer can control by establishing protective covenants for a subdivision. It was decided to assign individual members chapters of Title X Zoning (renumbered from the present Title XI) for review. Each was asked to compare the new chapter with the old chapter, to identify changes, and to prepare to sununarize at the the next Planning and Zoning meeting. Assignments were as follows: .
