CITY OF AMMON PLANNING AND ZONING COMMISSION October 5, 2005 MINUTES The meeting was called to order by Chairman Doug Willden at 7:00 p.m. in the City Building at 2135 South Ammon Road, Ammon, Idaho Members Present: Doug Willden, Chairman Tom Hunsaker Robert Gustafson Rodney Allen Greg Maeser Jarin Hammer, Vice Chair Steve Crandall Dana Kirkham Richard Jaussi Citv Officials Present: Ron Folsom, Planning Director Bruce Rose, City Administrator Bill Manwill, City Engineer Gay Lemming, Deputy Clerk Members Absenl: Cindy Donovan Maxine Hardy Steve Crandall led the Pledge of Allegiance to the Flag. Minutes Aueust 3. 2005 and September 7, 2005: Tom Hunsaker motioned to approve the August 3 and September 7, 2005, Minutes with corrections noted. Bob Gustafson seconded. All in favor, the motion carried. Public Hearines: None Action Hems: S2M Sitc Plan - Lincoln Industrial Park: City Planning Dircctor Ron Folsom presented slides showing the proposed site plan and vicinity. The property is located on 14'h North in the Lincoln Industrial Park. The Commission discussed the proposed site plan. Greg Maeser motioned to approve the S2M Site Plan as presented. Richard Jaussi seconded. All in favor, the motion carried. Cobblestone Division #2 Final Plat: City Planning Director Ron Folsom presented slides showing the general vicinity and location oflhe property. The property is localed north of I" Street, south and east of sande reek and west oflhe Fox Hollow Addition to the City of Ammon. The Commission discussed the proposed final plat. Jarin Hammer motioned to recommend the City Council approve lhe Cobblestone Division #2 Final Plat. Dana Kirkham seconded. All in favor, the motion carried. Cortland Ridec Division #2 Finall'lal: City Planning Director Ron Folsom presented slides showing the general vicinity and location of the property. The property is located south of Township Road in the Woodland Hills addition to the City of Ammon. Camille Clifford, 5556 South 45'h East, addressed the Commission. Ms. Clifford voiced her concern that the development will create problems with the drainage of irrigation water through and trom her property. Planning & Zoning 10/05/2005 - I . . . Allan Cunningham, 1020 Lincoln Road, of Mountain River Engineering answered the Commission's questions regarding the drainage issue and the plat. The developer is aware that lhey have to make provisions for the drainage. The improvement drawings will reflect how the issue is being addressed. The water must be diverted through the storm drainage system. Robert Montgomery, 5652 South 45" East, askcd if it would be possible to run the water back into the ditch instead of the storm drains. Mr. Montgomery was informed that regulations prohibit drainage through a subdivision back into the irrigation system. The Commission discussed lhe proposed final plat. Tom Hunsaker motioned to recommend lhe City Council approve the Cortland Ridge Division #2 Final Plat with the provision lhat the improvement drawings show how the run-off water is being handled. Bob Guslafson seconded. All in favor, the motion carried. DISCUSSION ITEMS: Proposed Title 10 Revisions: The Commission discussed proposed revisions to Title 10. Specifically: . Changing lhe minimum side yard set back rcquiremenl in the R-I zone rrom 7 Y, feet with a combined total of 20 feet to 8 feet with a combined 10 total 20 feet; . Restricting the total combined square footage of all buildings in a development in the RSC zone to a maximum of 10,000 square feel; . ClarifYing the 30 foot set back rrom and adjacent to any public street in the C-I zone; . Deleting bill-boards as an allowed use in the HC-I zone; . Clarification of allowance of a large animal veterinary hospital and bill-boards by conditional use permit in the GC zone; . Removing the requirement that the Planning and Zoning Chairman and one Commission Member sign off on sile plans and assigning the site plan review responsibility to staff members . Modernizing double rrontage set back requirements. . Addition of small veterinary hospilal to the allowed uses and addition of set back requirement language in the PB zone. .
