CITY OF AMMON PLANNING AND ZONING COMMISSION April 5,2006 MINUTES The meeting was called to order by Chairman Cindy Donovan at 7:00 p.m. in the City Building at2135 South Ammon Road, Ammon, Idaho Members Present: Cindy Donovan, Chairman Tom Hunsaker Doug Willden Roben Gustafson Rodney Allen Richard Jaussi Leslie Folsom Tristan John Members Absent: Steve Crandall Greg Maeser Jarin Hammer, Vice Chair Citv Officials Present: Ron Folsom, Planning Director Bruce Rose, City Administrator Bill Manwill, City Engineer Gay Leming, Deputy Clerk Richard Jaussi led the Pledge of Allegiance to the Flag. . Minutes March 1.2006: Incomplete PUBLIC HEARINGS: . Conditional Use Permit Extension - Modular Buildin2s - White Pines Charter School: Notice of the Hearing was published in the Post Register on March 22 and March 29, 2006. Notice of the hearing was also mailed to propeny owners within five hundred (500) feet of the subject propeny and, to other panies of interest. The legal description of the propeny is: I, Block I, Eastern Idaho Commerce Center Division #3. The general location of the propeny is nonh of John Adams Parkway and west of the Tiebreaker Addition to the City of Ammon. Chairman Donovan explained the public hearing process and swore in those individuals interested in testifYing. Dan Ogden, 1799 E. 81 ", Idaho Falls, Idaho, representing White Pines Chaner School, presented the request for extension of the Conditional Use Permit, due to expire in June 2006, to September 1,2007. The extension is needed to allow continuance of classes through the 2006-2007 school year while construction of their permanent facility is completed. Funding for the permanent facility has been secured and, building design is nearing completion. It is anticipated that and plans will be submitted for review by the Ammon Building Depanment by the first of June with bids for construction requesled by July 3, 2006. Several of the modular buildings will be retained on site following the 2006-2007 school year, to be used as storage during final construction phases. Upon completion of the permanent building, all of the modular buildings will be removed from the site. City Planning Director Ron Folsom presented slides of the location and vicinity. Cathy Loemcher, 1558 Wildwood, testified that she is very impressed with the school and that it provides a thorough academic education. The Bus system is working well. In addition, the landscaping is being taken care of by parents. Brian Myers, 3845 Summerwood, testified that he is involved in the Iransponation committee. They are very dedicated to getting this school built. The staff really cares about the students and will get this done. Everyone involved is working hard. Planning & Zoning 04/05/2006 - I . . . There was not any testimony opposed to extension of the Conditional Use Permit Chairman Donovan closed the public hearing. The Commission discussed the request. Leslie Folsom motioned to recommend extension of the Conditional Use Permit to September 30, 2007. Doug Willden seconded. All in favor, the motion carried. Title 10 Revisions: Notice of the Hearing was published in the Post Register on March 22 and March 29, 2006. Chairman Donovan explained the public hearing process and swore in those individuals interested in testifYing. City Planning Director Ron Folsom presented the proposed revisions. There was not any testimony for or against the proposed Title 10 revisions. Chairman Donovan closed the public hearing. ACTION ITEMS: Ammon Park Center Division #1 First Amended Plat: City Planning Director Ron Folsom presented slides of the proposed amended plat and vicinity. Casey Dennen, 3025 Devonwood, of Benton Engineering, presented the proposed plat amendment to the Commission and answered the Commissions questions. The Commission discussed the proposed amended plat. Doug Willden motioned to recommend approval of the Ammon Park Center Division # I First Amended Plat. Bob Gustafson seconded. All in favor, the motion carried. Ammon Park Center Phase I Site Plan: City Planning Director Ron Folsom presented slides of the proposed preliminary site plan and vicinity. The proposed building is to house AnyTime Fitness. The Commission discussed the proposed preliminary site plan. Richard Jaussi motioned to recommend approval of the AnyTime Fitness/Ammon Park Center Phase I Preliminary Site Plan as presented. Doug Willden Seconded. All in favor, the motion carried. Ammonside Division #1 First Amended Plat: City Planning Director Ron Folsom presented slides of the proposed amended plat and vicinity. The plat is of the Zion's bank propeny, the change requested is removal of the deceleration lane. The Commission discussed the proposed amended plat. Rodney Allen motioned to recommend approval of the Amrnonside Division #1 First Amended Plat as presented. Leslie Folsom seconded. All in favor, the motion carried. Title 10 Revisions: Bob Gustafson motion to recommend approval of the Title 10 Revisions as presented. Leslie Folsom seconded. All in favor, the motion carried. DISCUSSION ITEMS: Public Hearin2 Procedures: City Planning Director Ron Folsom reponed on the public hearing procedures recommended by ICRMP Legal Counsel Jerry Mason. Staff is proposing that the Planning and Zoning Commission adopt the procedures to ensure compliance with state statutes regarding public hearings. In addition, Mr. Folsom presented a list of the Public Hearing Application and processing steps that will be followed by the requestor and City staff.
