Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES Chairman Scott Wessel opened the meeting at 7:00 p.m. in the City Building at 2135 South Ammon Road, Ammon, Idaho. Commissioner Steve Richards led the Pledge of Allegiance. Members Present: Scott Wessel, Chairman Tom Hunsaker Cindy Donovan Rick Butler Steve Richards Robert Taylor City Officials Present: Ron Folsom, Planning Director Gay Leming, Deputy Clerk Members Absent: Greg Maeser Josh Cunningham Rob Jagielski MINUTES: June 5, 2013: Commissioner Cindy Donovan moved to approve the minutes, as presented. Commissioner Robert Taylor seconded the motion. All in favor – the motion passed. PUBLIC HEARINGS: None ACTION ITEMS: None DISCUSSION ITEMS: 1. Stillwater at Ammon Ranch Development Presentation: Ron explained that because the presentation will eventually involve a public hearing, the only thing the Commission can do is tell him if you like it or not. You don’t have to make a motion at 12 Planning and Zoning Minutes 07.03.2013 Page of this time, but you can make a motion to accept a master plan. Ron said he wanted to be clear that the Commission is not approving anything at this time. Michael Wright 17026 San Antonio Rose Court, Rancho Santa Fe, California 92067.Michael said there were approximately 59 acres approved in 1997 by a development agreement which included the use of approximately 230 mobile homes, 24 townhomes, and 7 acres commercial. They feel this is a gateway into the City of Ammon and feel it would be better used as a mix use which he believes will be a better fit. Mr. Wright went on to note the different uses they thought would be a good fit for the area. Peter Olsen, 4167 Cloud View Drive, Salem, Oregon explained how the presentation shows that most of this property is not in the flood plain, but there is a small portion that is in the flood plain. They plan to create a defined channel so there will be no flooding. Commissioner Cindy Donovan moved to approve the concept of the mixed use development Still Water Ranch. Commissioner Robert Taylor seconded the motion. Five in favor, one opposed (Commissioner Rick Butler does not like the multi - family dwellings) – The motion passed. Ron explained that recently there was a change in the Land Use Planning Act; it used to refer directly to findings and facts, but it no longer refers to findings and facts. Ron said that City Attorney Scott Hall never felt that we had to do separate findings and facts and he felt the minutes we prepared were detailed enough to clarify. Ron said the only issue we ran into as we review through this is that we have to report to the City Council in most cases before the Commission has had an opportunity to approve their minutes. Ron explained how the Commission would handle public hearings in the future. It is as follows: The Commission will make a motion to report to the Council specific reasons for approving or not approving any specific land action request. The motion should be clear that the motion is for the reporting to Council as determined by the Planning and Zoning Commission. That part of the Commission meeting will be transcribed verbatim into a report given to the City Council as the Planning and Zoning Commission recommendation to the Council regarding the request. REPORTS: 1. City Council Actions – Ron Folsom : Nothing to report. 2.City of Idaho Falls Planning and Zoning Actions – Cindy Donovan: Reported that the city of Idaho Falls is now allowing indoor gun ranges in the I&M-1 zone. 3.Bonneville County Planning and Zoning Actions – Tom Hunsaker: Nothing to report. Call for Adjournment: Commissioner Steve Richards moved to adjourn. Commissioner Rick Butler seconded the motion. All in favor – The motion passed.
