City Finance Director Jennifer Belfield stated the department heads and city council worked
collaboratively. The budget is solid and in line with the comprehensive plan and looks good.

PUBLIC COMMENT:
Sally - 2195 Midway - came before council tonight to follow up on the fencing for the pickleball court
and the speed bumps. The Sheriff's Department is doing a great job and we really appreciate them. Also
wanted to fall through with the softball/pickleball court. She would like it turned into a softball field. She
has noticed there is a big sand hill across from Sandhill Gold Course, that might be a nice area for a
pickleball court. Feels closing the park at 10pm would be a great benefit. State parks close at 10pm. City
Administrator Austin gave an update, we did hear from a few of your other neighbors, 20 total. The
Mayor and Council has decided to keep the courts open until 11pm through the Summer, starting
September 1st the lights will go off at 10 pm. This might be permanent. Mayor Powell said there has
been discussion about the speed bumps, they are very hard on the snow plows but we are looking at
possibly something that could be temporary. City Administrator Austin we are giving more thought about
where pickleball courts could go in the future.
Jared- 477 Eastwood Circle - Wants to know if the City is aware of the motocross going on up and down
the streets throughout the neighborhood. Concerned about safety and the nuisance. There are dozens of
kids that are speeding through the neighborhoods, popping wheelies. It is not safe. Mayor Powell said
the City will see what they can do, he thanked Jared for coming to the Council meeting. Mayor Powell
asked if the neighborhood has a Home Owners Association, Jared stated no. Sgt. Miller encouraged
calling when it is going on, so a deputy can come out. A lot of the kids are first time offenders, we talk to
the parents and present it as a safety concern. Please call the non-emergency number for BCSO.
ACTION ITEMS:
1. Consideration of Resolution 2026-017- Two Year Street Levy - (Micah Austin, City
Administrator)
City Administrator Austin stated this resolution officially notifies Bonneville County that we would like
this added to the Ballot for the November 3rd election. The due date is August 28th. We are ahead of
schedule and that was on purpose in case any corrections are needed. This resolution would add the
language to renew the street levy and tell voters how much for $100,000 assessed value they would pay.
This is a reduction from the previous levy for $100,000 assessed value from the previous amount.
There is a delay from when it passed in 2024 as to when the City actually receives the money. We just
received that money. If it does fail in November we can bring it back in May. Mayor Powell stated in the
meantime City Engineer Stewart and Public Works Director Rick Gehrke are putting together a list of
projects that would be done to present to the public.
Council President Wessel asks about the discount for the homeowners exemption. City Administrator
Austin stated that the homeowners exemption by $125,000. Finance Director Belfield stated the amount

is figured on the taxable amount of the City, the homeowner’s exemption is already considered. Last year
the value of the City of Ammon was just over $2.3 Billion. This year we are just over $2.5 Billion.
City Attorney Scott Hall please check with the Secretary of the State for the wording, they can walk you
through it. He is concerned about how it reads. A statement that makes it clear that it is a reduction, not
in addition to.

2. Consideration of DocuPet Pet Licensing Agreement - (Clarissa Jones, Code Enforcement Director)
Code Enforcement Director Clarissa Jones presented the DocuPet Licensing Agreement. She gave an
overview of the benefits of switching to the online system, including reducing staff time and enhancing
features for the community. There is a one time set up fee of $3,495 USD OR $4,995.00/one time for an
additional jurisdiction (Bonneville County) at time of launch, with the implementation fee to be divided
between Ammon and Bonneville County. (This cost is reduced and will require an update to our license
ordinance to include a 365-day renewal cycle instead of current calendar year). This fee covers
custom site creation, data import, and tag graphics. There is a monthly maintenance fee of
$79.99 and $1.75 per physical mailing (email notifications incur no per-unit fee). Splitting between the
City of Ammon and Bonneville County is still in conversation. Council President Wessel asks if this is in
the budget or if the money would have to be taken from somewhere else. The money is in the budget.

City Planner Donovan stated this and the next three items including this one are to basically wrap up
what was approved on July 2, 2026. Donovan presented the Findings of Fact and Conclusions of Law for
consideration.

DISCUSSION ITEMS:

Council Member Sid Hamberlin-Sewer district is doing well, ahead on the project. Had a few
expensive break downs lately, but we had the budget. Everything is looking good.
Mayor Powell-Thanked everyone for Ammon Days, it was great. The ribbon cutting for the
playground was good. It was all well done. Appreciate all the staff. He received lots of positive
comments.
Council Member Oswald - loved balloon glow, also loves the new McCowin Park playground,
daughter and grandkids love it.
City Planner Donovan - We will be addressing some of the concerns at the Traffic Commission
next week, the speed bumps and traffic concerns.
Sgt Miller-Ammon days was great, only 3 lost kids, all reunited within a few minutes.
City Clerk Dahm - Working on putting together all the photos that were taken during Ammon
Days to be able to share those with the public.
Code Enforcement Director Clarissa Jones - The East Idaho Spay and Neuter Coalition fundraiser,
Drool in the Pool is coming up -free microchips will be offered during the event.
Rick- last two days EPA was here, a couple small findings, employees did a great job. The EPA was

really impressed with our system and overall procedures. I really appreciate Nathan Riblett, he is
a great hand to have.

1. Presentation from the College of Eastern Idaho (CEI) - (Dr. Lori Barber, President of the College
of Eastern Idaho)
Dr. Lori Barber-President- gave a brief overview of the night’s presentation, and introduced Dr. Angela
Sackett and Mary Stevenson.
Dr. Angela Sackett- Vice President of Academic and Student Affairs- Dr. Sackett gave an overview of the
academic programs being offered, as well as student affairs and college life. She emphasized that the
college is still very much a career technical education center. However, the college now focuses in
addition to making sure the students' credits are transferable so they can go onto a four year
anniversary. In the Fall of 2026 upcoming programs are Dental Hygiene, Engineering, and Cybersecurity.
Fall of 2027 new programs offered are Operations Management, and Agriculture Technology. Student
services include the tutoring center and the college & career readiness program. The college will also be
focusing on AI and offering training courses including Foundational AI and AI in Tutoring.
Mary Stevenson - Associate Vice President of K14 & Rural Initiatives-
Scott Hall asked about the building on Energy Way that was gifted to the college, he asks what is being
done with the building currently, as well as what it is currently being called. Dr. Barber stated it is called
The Idaho Training Center, a lot of INL training and other industry specific training is done in that
building. We have also rented the building across the street that is our professional development
building. Between the two buildings there is a lot going on and they are almost always full.
Ms. Stevenson oversees the high school programs, dual credit programs and rural outreach. She explains
how CEI partners with local schools. Early College is dual credits, they are taking high school credits and
receiving college credits as well. 3.1 Million students across the nation take dual credits. The average
student in Idaho takes about 9 credits while in high school. We have roughly 250-350 students that take
classes directly on campus per semester. Those who take dual credits save roughly 2.4 million in tuition.
The newest program is the Applied Stem Institute, money was received from Battelle to make this
possible. We are starting a math program called Math Momentum, we will also start 9-12 week
academies with direction from INL. We also have a shorter academy starting in September for AI.
Students will leave the academy with college credits. Students should talk with advisors to make sure
they are navigating with success. A private school transfer might be a different path, certain credits will
not transfer.
Dr. Lori Barber - Talked about how CEI is Connecting Education to Industry, the main mission is
Affordable Education, Workforce-Ready, and Community Impact. CEI’s focus is Students, Workforce and
Community. CEI is growing quickly, in 2018 enrollment was 1,301 students and in 2025 it was 4,561. 90%
of CEI graduates stay and work in Idaho. She spoke about the ribbon cutting at the new Battelle Energy
Alliance Future Tech Building in Partnership with Frontier Credit Union. She requested the City to speak
with Legislators to help distribute additional funding to CEI, to get a bump in the General Fund
allocation.
2. Conducting a Rate Study to Update Connection Fees and Utility Service Rates in the Water and
Wastewater Utilities - (Morgan Stewart, City Engineer)
City Administrator Austin stated he had a meeting today with Tyrell Clark and Colter Hollingshead with
Keller. City Administrator Austin let the council know that the current connection fees for water are
$1400 and sewer is $1300. To the best of his knowledge those fees are at least 15 years old. We are

discussing this tonight because the study is expensive, however, the task order was $110,700.00. After
meeting with Keller today and expressing concerns about the cost, they were able to reduce the costs by
11% down to $99,530.00. The reason they can do it at this cost, is because they already have an
established background with our water and wastewater systems. The reduction has to do with public
outreach, the city will handle all that. We have three other projects Keller is currently working on. The
City and Keller will also be combining the meetings down to one meeting a week, that will address all the
projects.
Council Member Fullmer asks if there is a set number of hours that this study will take. Mr. Hollingshead
stated it will roughly take 600-800 hours. Mayor Powell asks if Keller has enough bodies to do all these
tasks at the same time. Mr. Hollingshead stated that as a company Keller has 250 employees to lean on
and share work load with.
City Engineer Morgan Stewart stated, this will update our connection fees and monthly user rates, for
water and wastewater. Mayor Powell asks Keller if they make recommendations and give different
options on how to best increase the fee structure. Tyrell Clark stated yes we make several different types
of recommendations including different structuring. City Council Member Fullmer asked if this touched
the pressurized irrigation system. City Administrator Micah Austin stated no, however that will need to
be done in the future. Mayor Powell stated we don’t want to miss out on the next construction season
and asked if the City will have final numbers to be able to implement before then. Mr. Clark stated yes
the target is for the March meeting to have final numbers.
Attorney Scott Hall stated he didn’t like the language which stated the draft numbers will be ready for
the March deadline. He would like it to read final numbers. Mr. Hollingshead stated they put that
language in case the City doesn’t provide all the information requested in a timely manner, however,
they don’t see that being a problem and will be happy to update the language and get the revised copy
over first thing in the morning.
3. Presentation of 2027/2028 Streets Levy and Public Works Project Priorities - (Morgan Stewart,
City Engineer and Rick Gehrke, Public Works Director)
Mayor Powell stated that the City has been working hard on how to present the Street Levy for the
upcoming ballot. City Administrator Austin, City Engineer Stewart and Public Works Director Gehrke
present preliminary findings. City Engineer Stewart stated they have gone through street projects that
are urgent that need to be done within the next five years. Those projects are Ammon & 49th, Central
Ave., Western, Chip Seal/surface treatments, Peterson Park, Eagle Drive, Eagle Pointe Drive, and 17th
and Curlew/17th Overlay. City Engineer Stewart showed how the projects would be done through 2027,
2028 and 2029. City Engineer Stewart stated they only budgeted for $1 million per year to give a little bit
of a buffer, when you are tearing up roads you never know what you could find.
Public Works Director Rick Gehrke presented a map showing the roads in Ammon and their rating scale.
All roads in Ammon have a max life span of 20 years. Some are less than that. The streets were evaluated
by IWorQs. City Engineer Stewart stated all the roads were evaluated.
City Administrator Austin stated we only need to go into Execute Session if any council members have
questions on the hiring of Weston Davis as City Attorney or on the interviews and selection process.
No one had any questions, no executive session was needed.

Miscellaneous
Micah Austin stated next Wednesday August 19th the City will have our annual benefits meeting. Look
for an email from Rebecca Osai, if you want to attend. Previously the City has offered $400 a month to
those who had other qualifying insurance and opted out of the City insurance. However, this year that
amount goes up to $500 a month and Council Members are now eligible for that opt out amount,
previously they were not.
City Planner Donovan stated Idaho Falls had their worksession about the Starter Home Subdivisions, they
have decided that they are going to do a committee. Heather McBride and Heidi Boyle have accepted
and will sit on that committee. The City of Ammon will put together a committee with two P&Z
Commissioners, Two City Council Members, as well as Cindy and Heather so we can work on it on our
side. Idaho Falls hopes to have everything figured out by Labor Day. Cindy and Heather are also going to
the APA Idaho meeting, this year is a joining meeting with Montana. It is Sept. 9th-11th. The Starter
Home Subdivisions will be a big piece of the conversation.

Section 13: This ordinance is hereby declared to be severable. Should any portion of this ordinance
be declared invalid by a court of competent jurisdiction, the remaining provisions shall continue in full
force and effect and shall be read to carry out the purpose(s) of the ordinance before the declaration of
partial invalidity.
Section 14: This ordinance shall take effect and be in full force upon its passage, approval and
publication in one issue of the Post Register, a newspaper of general circulation in the area of the Ammon
Lighting Districts, and the official newspaper of the City of Ammon.
PASSED under suspension of rules upon which a roll call vote was taken and duly enacted an Ordinance

Staff Recommendation
- Staff recommends awarding the contracts to the lowest responsive responsible bidder as noted
below.
Summary of Analysis
1. Background on the CIPP Process:
● During the course of routine O&M inspections, PW staff found multiple areas of
non-compliant sanitary sewer lines in older neighborhoods.
● Areas were found to be either void of suitable sanitary sewer structure or had
longitudinally displaced joints; either of which require replacement or a rehabilitation by
means of CIPP.
● The CIPP methodology for rehabilitation repairs have been time tested and found to be a
cost effective work around versus replacing failed infrastructure pipe.
● The CIPP process is a part of the “trenchless technologies” which in essence is essentially
re-sleeving an existing in-place-pipe with a ~¼” polymer lining all around the entire
interior pipe perimeter at whatever length desired.
2. After evaluating the system and determining that CIPP would be an effective solution, staff
published an RFP, according to State Code, that advertised for three different projects.
3. Publication Dates for the CIPP RFP were: and at the newspaper of Jul 7, 2026 Jul 14, 2026
record Post Register. The RFPs were also posted on the city website.
4. Scope of Projects advertised in RFP:
● CIPP Project #1 Scope = 1669’ LF of 8” sewer pipe re-lining.
● CIPP Project #2 Scope = 813’ LF of 8” sewer pipe re-lining.
● CIPP Project #3 Scope = 749’ LF of 18” sewer pipe re-lining.
5. Results of bids:
● CIPP Project #1: (5) bidders, prices ranged from $125,985 - $154,675.

ADVERTISEMENT FOR BIDS
PROJECT TITLE: 2026 CIPP Project 1
Separate sealed BIDS for CITY OF AMMON 2026 CIPP Project 1 will be received by the City of
Ammon at 2135 South Ammon Road, Ammon, Idaho 83406, until 10 AM local time on July 22,
2026 and then at said office publicly opened and read aloud.
Work to be completed includes: Installation of CIPP liner in designated sewer segments,
cleaning of sewer lines as necessary, reinstatement of service laterals, post-installation CCTV
inspection, and bypass pumping if required. All work to be done in compliance with the 2025
Idaho Standards for Public Works Construction, Division 500 section 509.
The BID DOCUMENT PACKET may ONLY be obtained electronically from the City Clerk,
Joanna Dahm at jdahm@cityofammon.us. The packets will be available July 7, 2026.
In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis
consistent with the bid package. The Owner will also consider whether the bidder is a
responsible bidder.
Before a contract will be awarded for work contemplated herein, the Owner will conduct such
investigation as is necessary to determine the performance record and ability of the apparent
low bidder to perform the size and type of work specified under this Contract. Upon request, the
Bidder shall submit such information as deemed necessary by the Owner to evaluate the
Bidder’s qualifications.
All bids must be signed and accompanied by evidence of authority to sign.
Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers
check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be
forfeited to the City of Ammon as liquidated damages should the successful bidder fail to enter
into contract in accordance with their proposal as specified in the Instructions to Bidders.
All contractors submitting bids are required to have a valid Idaho Public Works Contractors
License and to include the license number on the Bid Form where indicated.
The City of Ammon reserves the right to reject any or all proposals, waive any nonmaterial
irregularities in the bids received, and to accept the proposal deemed most advantageous to the
best interest of the City of Ammon.

ARTICLE 1 – BID RECIPIENT
1.01 This Bid is submitted to:

means, methods, techniques, sequences, and procedures of construction to be employed by

additional or supplementary examinations, investigations, explorations, test, studies and data
concerning conditions (surface, subsurface and Underground Facilities) at or contiguous to
the Site which may affect cost, progress, or performance of the Work or which relate to any
aspect of the means, methods, techniques, sequences, and procedures of construction to be
employed by Bidder, including applying the specific means, methods, techniques, sequences,
and procedures of construction expressly required by the Bidding Documents to be employed
by Bidder safety precautions and programs incident thereto.
G. Based on the information and observations referred to in Paragraph 3.01.E above, Bidder
does not consider that further examinations, investigations, explorations, tests, studies, or
data are necessary for the determination of this Bid for performance of the Work at the
price(s) bid and within the times required, and in accordance with the other terms and
conditions of the Bidding Documents.
H. Bidder is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Bidding Documents.
I. Bidder has given Engineer written notice of all conflicts, errors, ambiguities, or discrepancies
that Bidder has discovered in the Bidding Documents, and the written resolution thereof by
Engineer is acceptable to Bidder.
I. The Bidding Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for the performance of the Work for which this Bid is submitted.
ARTICLE 4 – BIDDER’S CERTIFICATION
4.01 Bidder certifies that:
A. This Bid is genuine and not made in the interest of or on behalf of any undisclosed individual
or entity and is not submitted in conformity with any collusive agreement or rules of any
group, association, organization, or corporation;
B. Bidder has not directly or indirectly induced or solicited any other Bidder to submit a false or
sham Bid;
C. Bidder has not solicited or induced any individual or entity to refrain from bidding; and
D. Bidder has not engaged in corrupt, fraudulent, collusive, or coercive practices in competing
for the Contract. For the purposes of this Paragraph 4.01.D:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of anything of value
likely to influence the action of a public official in the bidding process;

or without the knowledge of Owner, a purpose of which is to establish bid prices at
artificial, non-competitive levels; and
4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons
or their property to influence their participation in the bidding process or affect the
execution of the Contract.

ARTICLE 6 – TIME OF COMPLETION
6.01 Bidder agrees that the Work will be substantially complete and will be completed and ready for
final payment in accordance with Paragraph 14.07 of the General Conditions on or before the
dates or within the number of calendar days indicated in the Agreement.
6.04 Bidder accepts the provisions of the Agreement as to liquidated damages.

STANDARD FORM OF AGREEMENT
BETWEEN OWNER AND CONTRACTOR FOR CONSTRUCTION
CONTRACT (STIPULATED PRICE)
THIS AGREEMENT is by and
between THE CITY OF AMMON (“Owner”) and
(“Contractor”).
Owner and Contractor hereby agree as follows:
WORK
1.01 Contractor shall complete all Work as specified or indicated in the Contract Documents. The
Work is generally described as follows:
Installation of CIPP liner in designated sewer segments, cleaning of sewer lines as necessary,
reinstatement of service laterals, post-installation CCTV inspection, and bypass pumping if
required. All work to be done in compliance with the 2025 Idaho Standards for Public Works
Construction, Division 500 section 509.
THE PROJECT
1.02 The Project for which the Work under the Contract Documents may be the whole or only a part
is generally described as follows:

ENGINEER
3.01 The Project has been designed by City of Ammon. (Engineer), which is to act as Owner’s
representative, assume all duties and responsibilities, and have the rights and authority assigned
to Engineer in the Contract Documents in connection with the completion of the Work in
accordance with the Contract Documents.
CONTRACT TIMES
4.01 Time of the Essence
A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Not Used

A. The Work contracted will have the following time schedule for substantial completion after
the date when Contract times commence to run as provided in Paragraph 2.03 of the General
Conditions, and completed and ready for final payment in accordance with Paragraph 14.07
of the General Conditions.
The work may start on August 1, 2026 and must be completed by September 30th, 2026.
The Contractor can choose when to perform the work in this window. A one week start
notice is required prior to starting work.
4.04 Liquidated Damages
A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above
and that Owner will suffer financial loss if the Work is not completed within the times
specified in Paragraph 4.03 above, plus any extensions thereof allowed in accordance with
Article 12 of the General Conditions. The parties also recognize the delays, expense, and
difficulties involved in proving in a legal or arbitration proceeding the actual loss suffered by
Owner if the Work is not completed on time. Accordingly, instead of requiring any such
proof, Owner and Contractor agree that as liquidated damages for delay (but not as a
penalty), Contractor shall pay Owner $500.00 for each calendar day that expires after the
time specified in Paragraph 4.03 above for Substantial Completion until the Work is
substantially complete. After Substantial Completion, if Contractor shall neglect, refuse, or
fail to complete the remaining Work within the Contract Time or any proper extension
thereof granted by Owner, Contractor shall pay Owner $500.00 for each calendar day that
expires after the time specified in Paragraph 4.03 above for completion and readiness for
final payment until the Work is completed and ready for final payment.
ARTICLE 5 – CONTRACT PRICE
5.01 Owner shall pay Contractor for completion of the Work in accordance with the Contract
Documents an amount in current funds equal to the sum of the amounts determined pursuant to
Paragraphs 5.01.A, 5.01.B, and 5.01.C below:

ARTICLE 6 – PAYMENT PROCEDURES
6.01 Submittal and Processing of Payments
A. Contractor shall submit Applications for Payment in accordance with Article 14 of the
General Conditions. Applications for Payment will be processed by Engineer as provided in
the General Conditions.

6.02 Progress Payments; Retainage
A. Owner shall make progress payments on account of the Contract Price on the basis of
Contractor’s Applications for Payment on or about the 5th day of each month during
performance of the Work as provided in Paragraph 6.02.A.1 below. All such payments will
be measured by the schedule of values established as provided in Paragraph 2.07.A of the
General Conditions (and in the case of Unit Price Work based on the number of units
completed) or, in the event there is no schedule of values, as provided in the General
Requirements.
1. Prior to Substantial Completion, progress payments will be made in an amount equal to
the percentage indicated below but, in each case, less the aggregate of payments
previously made and less such amounts as Engineer may determine or Owner may
withhold, including but not limited to liquidated damages, in accordance with Paragraph
14.02 of the General Conditions.
a. 95 percent of Work completed (with the balance being retainage); and
b. 95 percent of cost of materials and equipment not incorporated in the Work (with the
balance being retainage).
B. Upon Substantial Completion, Owner shall pay an amount sufficient to increase total
payments to Contractor to 100 percent of the Work completed, less such amounts as Engineer
shall determine in accordance with Paragraph 14.02.B.5 of the General Conditions and less
200 percent of Engineer’s estimate of the value of Work to be completed or corrected as
shown on the tentative list of items to be completed or corrected attached to the certificate of
Substantial Completion. If, at substantial completion, the character and progress of the work
has been satisfactory, the OWNER may, at the OWNER’S sole discretion, reduce the amount
of retainage being held.
6.03 Final Payment
A. Upon final completion and acceptance of the Work in accordance with Paragraph 14.07 of
the General Conditions, Owner shall pay the remainder of the Contract Price as
recommended by Engineer as provided in said Paragraph 14.07.
ARTICLE 7 – INTEREST
7.01 All moneys not paid when due as provided in Article 14 of the General Conditions shall bear
interest at the rate of five percent per annum.
ARTICLE 8 – CONTRACTOR’S REPRESENTATIONS
8.01 In order to induce Owner to enter into this Agreement, Contractor makes the following
representations:
A. Contractor has examined and carefully studied the Contract Documents and the other related
data identified in the Bidding Documents.

B. Contractor has visited the Site and become familiar with and is satisfied as to the general,
local, and Site conditions that may affect cost, progress, and performance of the Work.
C. Contractor is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, and performance of the Work.
D. Not Used
E. Contractor has considered the information known to Contractor; information commonly
known to contractors doing business in the locality of the Site; information and observations
obtained from visits to the Site; the Contract Documents; and the Site-related reports and
drawings identified in the Contract Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Contractor, including any specific means, methods, techniques, sequences, and procedures of
construction expressly required by the Contract Documents; and (3) Contractor’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 8.01.E above, Contractor
does not consider that further examinations, investigations, explorations, tests, studies, or
data are necessary for the performance of the Work at the Contract Price, within the Contract
Times, and in accordance with the other terms and conditions of the Contract Documents.
G. Contractor is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Contract Documents.
H. Contractor has given Engineer written notice of all conflicts, errors, ambiguities, or
discrepancies that Contractor has discovered in the Contract Documents, and the written
resolution thereof by Engineer is acceptable to Contractor.
I. The Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performance and furnishing of the Work.
J. The Contractor is an appropriately licensed public works contractor per Section 54-1902
(Idaho Code).
K. Contractor shall comply with all Laws and Regulations applicable to the performance of the
Work. Except where otherwise expressly required by applicable Laws and Regulations,
neither Owner nor Engineer shall be responsible for monitoring Contractor’s compliance
with any Laws or Regulations.

ARTICLE 10 – MISCELLANEOUS
10.01 Terms
A. Terms used in this Agreement will have the meanings stated in the General Conditions and
the Supplementary Conditions.
10.02 Assignment of Contract
A. No assignment by a party hereto of any rights under or interests in the Contract will be
binding on another party hereto without the written consent of the party sought to be bound;
and, specifically but without limitation, moneys that may become due and moneys that are
due may not be assigned without such consent (except to the extent that the effect of this
restriction may be limited by law), and unless specifically stated to the contrary in any
written consent to an assignment, no assignment will release or discharge the assignor from
any duty or responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to
be valid and binding upon Owner and Contractor, who agree that the Contract Documents
may be reformed to replace such stricken provision or part thereof with a valid and
enforceable provision that comes as close as possible to expressing the intention of the
stricken provision.
10.05 Contractor’s Certifications
A. Contractor certifies that it has not engaged in corrupt, fraudulent, collusive, or coercive
practices in competing for or in executing the Contract. For the purposes of this Paragraph
10.05:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of any thing of
value likely to influence the action of a public official in the bidding process or in the
Contract execution;
2. “fraudulent practice” means an intentional misrepresentation of facts made (a) to
influence the bidding process or the execution of the Contract to the detriment of Owner,
(b) to establish Bid or Contract prices at artificial non-competitive levels, or (c) to
deprive Owner of the benefits of free and open competition;

3. “collusive practice” means a scheme or arrangement between two or more Bidders, with
or without the knowledge of Owner, a purpose of which is to establish Bid prices at
artificial, non-competitive levels; and

or their property to influence their participation in the bidding process or affect the
execution of the Contract.
ARTICLE 11 – MISCELLANEOUS
11.01 Taxes
A. Contractor shall pay all use tax on items supplied by the City.

PROJECT TITLE: 2026 CIPP Project 2
Separate sealed BIDS for CITY OF AMMON 2026 CIPP Project 1 will be received by the City of
Ammon at 2135 South Ammon Road, Ammon, Idaho 83406, until 10 AM local time on July 22,
2026 and then at said office publicly opened and read aloud.
Work to be completed includes: Installation of CIPP liner in designated sewer segments,

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis

investigation as is necessary to determine the performance record and ability of the apparent
low bidder to perform the size and type of work specified under this Contract. Upon request, the

A. This Bid is genuine and not made in the interest of or on behalf of any undisclosed individual

ARTICLE 6 – TIME OF COMPLETION
6.01 Bidder agrees that the Work will be substantially complete and will be completed and ready for
final payment in accordance with Paragraph 14.07 of the General Conditions on or before the
dates or within the number of calendar days indicated in the Agreement.

STANDARD FORM OF AGREEMENT
BETWEEN OWNER AND CONTRACTOR FOR CONSTRUCTION
CONTRACT (STIPULATED PRICE)
THIS AGREEMENT is by and
between THE CITY OF AMMON (“Owner”) and
(“Contractor”).
Owner and Contractor hereby agree as follows:
WORK
1.01 Contractor shall complete all Work as specified or indicated in the Contract Documents. The
Work is generally described as follows:
Installation of CIPP liner in designated sewer segments, cleaning of sewer lines as necessary,
reinstatement of service laterals, post-installation CCTV inspection, and bypass pumping if
required. All work to be done in compliance with the 2025 Idaho Standards for Public Works
Construction, Division 500 section 509.
THE PROJECT
1.02 The Project for which the Work under the Contract Documents may be the whole or only a part
is generally described as follows:

ENGINEER
3.01 The Project has been designed by City of Ammon. (Engineer), which is to act as Owner’s
representative, assume all duties and responsibilities, and have the rights and authority assigned
to Engineer in the Contract Documents in connection with the completion of the Work in
accordance with the Contract Documents.
CONTRACT TIMES
4.01 Time of the Essence
A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Not Used

A. The Work contracted will have the following time schedule for substantial completion after
the date when Contract times commence to run as provided in Paragraph 2.03 of the General
Conditions, and completed and ready for final payment in accordance with Paragraph 14.07
of the General Conditions.
The work may start on August 1, 2026 and must be completed by September 30th, 2026.
The Contractor can choose when to perform the work in this window. A one week start
notice is required prior to starting work.
4.04 Liquidated Damages
A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above
and that Owner will suffer financial loss if the Work is not completed within the times
specified in Paragraph 4.03 above, plus any extensions thereof allowed in accordance with
Article 12 of the General Conditions. The parties also recognize the delays, expense, and
difficulties involved in proving in a legal or arbitration proceeding the actual loss suffered by
Owner if the Work is not completed on time. Accordingly, instead of requiring any such
proof, Owner and Contractor agree that as liquidated damages for delay (but not as a
penalty), Contractor shall pay Owner $500.00 for each calendar day that expires after the
time specified in Paragraph 4.03 above for Substantial Completion until the Work is
substantially complete. After Substantial Completion, if Contractor shall neglect, refuse, or
fail to complete the remaining Work within the Contract Time or any proper extension
thereof granted by Owner, Contractor shall pay Owner $500.00 for each calendar day that
expires after the time specified in Paragraph 4.03 above for completion and readiness for
final payment until the Work is completed and ready for final payment.
ARTICLE 5 – CONTRACT PRICE
5.01 Owner shall pay Contractor for completion of the Work in accordance with the Contract
Documents an amount in current funds equal to the sum of the amounts determined pursuant to
Paragraphs 5.01.A, 5.01.B, and 5.01.C below:

ARTICLE 6 – PAYMENT PROCEDURES
6.01 Submittal and Processing of Payments
A. Contractor shall submit Applications for Payment in accordance with Article 14 of the
General Conditions. Applications for Payment will be processed by Engineer as provided in
the General Conditions.

6.02 Progress Payments; Retainage
A. Owner shall make progress payments on account of the Contract Price on the basis of
Contractor’s Applications for Payment on or about the 5th day of each month during
performance of the Work as provided in Paragraph 6.02.A.1 below. All such payments will
be measured by the schedule of values established as provided in Paragraph 2.07.A of the
General Conditions (and in the case of Unit Price Work based on the number of units
completed) or, in the event there is no schedule of values, as provided in the General
Requirements.
1. Prior to Substantial Completion, progress payments will be made in an amount equal to
the percentage indicated below but, in each case, less the aggregate of payments
previously made and less such amounts as Engineer may determine or Owner may
withhold, including but not limited to liquidated damages, in accordance with Paragraph
14.02 of the General Conditions.
a. 95 percent of Work completed (with the balance being retainage); and
b. 95 percent of cost of materials and equipment not incorporated in the Work (with the
balance being retainage).
B. Upon Substantial Completion, Owner shall pay an amount sufficient to increase total
payments to Contractor to 100 percent of the Work completed, less such amounts as Engineer
shall determine in accordance with Paragraph 14.02.B.5 of the General Conditions and less
200 percent of Engineer’s estimate of the value of Work to be completed or corrected as
shown on the tentative list of items to be completed or corrected attached to the certificate of
Substantial Completion. If, at substantial completion, the character and progress of the work
has been satisfactory, the OWNER may, at the OWNER’S sole discretion, reduce the amount
of retainage being held.
6.03 Final Payment
A. Upon final completion and acceptance of the Work in accordance with Paragraph 14.07 of
the General Conditions, Owner shall pay the remainder of the Contract Price as
recommended by Engineer as provided in said Paragraph 14.07.
ARTICLE 7 – INTEREST
7.01 All moneys not paid when due as provided in Article 14 of the General Conditions shall bear
interest at the rate of five percent per annum.
ARTICLE 8 – CONTRACTOR’S REPRESENTATIONS
8.01 In order to induce Owner to enter into this Agreement, Contractor makes the following
representations:
A. Contractor has examined and carefully studied the Contract Documents and the other related
data identified in the Bidding Documents.

B. Contractor has visited the Site and become familiar with and is satisfied as to the general,
local, and Site conditions that may affect cost, progress, and performance of the Work.
C. Contractor is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, and performance of the Work.
D. Not Used
E. Contractor has considered the information known to Contractor; information commonly
known to contractors doing business in the locality of the Site; information and observations
obtained from visits to the Site; the Contract Documents; and the Site-related reports and
drawings identified in the Contract Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Contractor, including any specific means, methods, techniques, sequences, and procedures of
construction expressly required by the Contract Documents; and (3) Contractor’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 8.01.E above, Contractor
does not consider that further examinations, investigations, explorations, tests, studies, or
data are necessary for the performance of the Work at the Contract Price, within the Contract
Times, and in accordance with the other terms and conditions of the Contract Documents.
G. Contractor is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Contract Documents.
H. Contractor has given Engineer written notice of all conflicts, errors, ambiguities, or
discrepancies that Contractor has discovered in the Contract Documents, and the written
resolution thereof by Engineer is acceptable to Contractor.
I. The Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performance and furnishing of the Work.
J. The Contractor is an appropriately licensed public works contractor per Section 54-1902
(Idaho Code).
K. Contractor shall comply with all Laws and Regulations applicable to the performance of the
Work. Except where otherwise expressly required by applicable Laws and Regulations,
neither Owner nor Engineer shall be responsible for monitoring Contractor’s compliance
with any Laws or Regulations.

ARTICLE 10 – MISCELLANEOUS
10.01 Terms
A. Terms used in this Agreement will have the meanings stated in the General Conditions and
the Supplementary Conditions.
10.02 Assignment of Contract
A. No assignment by a party hereto of any rights under or interests in the Contract will be
binding on another party hereto without the written consent of the party sought to be bound;
and, specifically but without limitation, moneys that may become due and moneys that are
due may not be assigned without such consent (except to the extent that the effect of this
restriction may be limited by law), and unless specifically stated to the contrary in any
written consent to an assignment, no assignment will release or discharge the assignor from
any duty or responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to
be valid and binding upon Owner and Contractor, who agree that the Contract Documents
may be reformed to replace such stricken provision or part thereof with a valid and
enforceable provision that comes as close as possible to expressing the intention of the
stricken provision.
10.05 Contractor’s Certifications
A. Contractor certifies that it has not engaged in corrupt, fraudulent, collusive, or coercive
practices in competing for or in executing the Contract. For the purposes of this Paragraph
10.05:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of any thing of
value likely to influence the action of a public official in the bidding process or in the
Contract execution;
2. “fraudulent practice” means an intentional misrepresentation of facts made (a) to

PROJECT TITLE: 2026 CIPP Project 3
Separate sealed BIDS for CITY OF AMMON 2026 CIPP Project 1 will be received by the City of
Ammon at 2135 South Ammon Road, Ammon, Idaho 83406, until 10 AM local time on July 22,
2026 and then at said office publicly opened and read aloud.
Work to be completed includes: Installation of CIPP liner in designated sewer segments,

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis

investigation as is necessary to determine the performance record and ability of the apparent
low bidder to perform the size and type of work specified under this Contract. Upon request, the
Bidder shall submit such information as deemed necessary by the Owner to evaluate the
Bidder’s qualifications.
All bids must be signed and accompanied by evidence of authority to sign.
Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers

identified in the Bidding Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by

procedures of construction expressly required by the Bidding Documents; and (3) Bidder’s

Bidder has obtained and carefully studied (or assumes responsibility for having done so) all
additional or supplementary examinations, investigations, explorations, test, studies and data
concerning conditions (surface, subsurface and Underground Facilities) at or contiguous to
the Site which may affect cost, progress, or performance of the Work or which relate to any
aspect of the means, methods, techniques, sequences, and procedures of construction to be
employed by Bidder, including applying the specific means, methods, techniques, sequences,
and procedures of construction expressly required by the Bidding Documents to be employed
by Bidder safety precautions and programs incident thereto.
G. Based on the information and observations referred to in Paragraph 3.01.E above, Bidder
does not consider that further examinations, investigations, explorations, tests, studies, or
data are necessary for the determination of this Bid for performance of the Work at the
price(s) bid and within the times required, and in accordance with the other terms and
conditions of the Bidding Documents.
H. Bidder is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Bidding Documents.
I. Bidder has given Engineer written notice of all conflicts, errors, ambiguities, or discrepancies
that Bidder has discovered in the Bidding Documents, and the written resolution thereof by
Engineer is acceptable to Bidder.
I. The Bidding Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for the performance of the Work for which this Bid is submitted.
ARTICLE 4 – BIDDER’S CERTIFICATION
4.01 Bidder certifies that:
A. This Bid is genuine and not made in the interest of or on behalf of any undisclosed individual
or entity and is not submitted in conformity with any collusive agreement or rules of any
group, association, organization, or corporation;
B. Bidder has not directly or indirectly induced or solicited any other Bidder to submit a false or
sham Bid;
C. Bidder has not solicited or induced any individual or entity to refrain from bidding; and
D. Bidder has not engaged in corrupt, fraudulent, collusive, or coercive practices in competing
for the Contract. For the purposes of this Paragraph 4.01.D:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of anything of value
likely to influence the action of a public official in the bidding process;

ARTICLE 6 – TIME OF COMPLETION

STANDARD FORM OF AGREEMENT
BETWEEN OWNER AND CONTRACTOR FOR CONSTRUCTION
CONTRACT (STIPULATED PRICE)
THIS AGREEMENT is by and
between THE CITY OF AMMON (“Owner”) and
(“Contractor”).
Owner and Contractor hereby agree as follows:
WORK
1.01 Contractor shall complete all Work as specified or indicated in the Contract Documents. The
Work is generally described as follows:
Installation of CIPP liner in designated sewer segments, cleaning of sewer lines as necessary,
reinstatement of service laterals, post-installation CCTV inspection, and bypass pumping if
required. All work to be done in compliance with the 2025 Idaho Standards for Public Works
Construction, Division 500 section 509.
THE PROJECT
1.02 The Project for which the Work under the Contract Documents may be the whole or only a part
is generally described as follows:

ENGINEER
3.01 The Project has been designed by City of Ammon. (Engineer), which is to act as Owner’s
representative, assume all duties and responsibilities, and have the rights and authority assigned
to Engineer in the Contract Documents in connection with the completion of the Work in
accordance with the Contract Documents.
CONTRACT TIMES
4.01 Time of the Essence
A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Not Used

A. The Work contracted will have the following time schedule for substantial completion after
the date when Contract times commence to run as provided in Paragraph 2.03 of the General
Conditions, and completed and ready for final payment in accordance with Paragraph 14.07
of the General Conditions.
The work may start on August 1, 2026 and must be completed by September 30th, 2026.
The Contractor can choose when to perform the work in this window. A one week start
notice is required prior to starting work.
4.04 Liquidated Damages
A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above
and that Owner will suffer financial loss if the Work is not completed within the times
specified in Paragraph 4.03 above, plus any extensions thereof allowed in accordance with
Article 12 of the General Conditions. The parties also recognize the delays, expense, and
difficulties involved in proving in a legal or arbitration proceeding the actual loss suffered by
Owner if the Work is not completed on time. Accordingly, instead of requiring any such
proof, Owner and Contractor agree that as liquidated damages for delay (but not as a
penalty), Contractor shall pay Owner $500.00 for each calendar day that expires after the
time specified in Paragraph 4.03 above for Substantial Completion until the Work is
substantially complete. After Substantial Completion, if Contractor shall neglect, refuse, or
fail to complete the remaining Work within the Contract Time or any proper extension
thereof granted by Owner, Contractor shall pay Owner $500.00 for each calendar day that
expires after the time specified in Paragraph 4.03 above for completion and readiness for
final payment until the Work is completed and ready for final payment.
ARTICLE 5 – CONTRACT PRICE
5.01 Owner shall pay Contractor for completion of the Work in accordance with the Contract
Documents an amount in current funds equal to the sum of the amounts determined pursuant to
Paragraphs 5.01.A, 5.01.B, and 5.01.C below:

ARTICLE 6 – PAYMENT PROCEDURES
6.01 Submittal and Processing of Payments
A. Contractor shall submit Applications for Payment in accordance with Article 14 of the
General Conditions. Applications for Payment will be processed by Engineer as provided in
the General Conditions.

6.02 Progress Payments; Retainage
A. Owner shall make progress payments on account of the Contract Price on the basis of
Contractor’s Applications for Payment on or about the 5th day of each month during
performance of the Work as provided in Paragraph 6.02.A.1 below. All such payments will
be measured by the schedule of values established as provided in Paragraph 2.07.A of the
General Conditions (and in the case of Unit Price Work based on the number of units
completed) or, in the event there is no schedule of values, as provided in the General
Requirements.
1. Prior to Substantial Completion, progress payments will be made in an amount equal to
the percentage indicated below but, in each case, less the aggregate of payments
previously made and less such amounts as Engineer may determine or Owner may
withhold, including but not limited to liquidated damages, in accordance with Paragraph
14.02 of the General Conditions.
a. 95 percent of Work completed (with the balance being retainage); and
b. 95 percent of cost of materials and equipment not incorporated in the Work (with the
balance being retainage).
B. Upon Substantial Completion, Owner shall pay an amount sufficient to increase total
payments to Contractor to 100 percent of the Work completed, less such amounts as Engineer
shall determine in accordance with Paragraph 14.02.B.5 of the General Conditions and less
200 percent of Engineer’s estimate of the value of Work to be completed or corrected as
shown on the tentative list of items to be completed or corrected attached to the certificate of
Substantial Completion. If, at substantial completion, the character and progress of the work
has been satisfactory, the OWNER may, at the OWNER’S sole discretion, reduce the amount
of retainage being held.
6.03 Final Payment
A. Upon final completion and acceptance of the Work in accordance with Paragraph 14.07 of
the General Conditions, Owner shall pay the remainder of the Contract Price as
recommended by Engineer as provided in said Paragraph 14.07.
ARTICLE 7 – INTEREST
7.01 All moneys not paid when due as provided in Article 14 of the General Conditions shall bear
interest at the rate of five percent per annum.
ARTICLE 8 – CONTRACTOR’S REPRESENTATIONS
8.01 In order to induce Owner to enter into this Agreement, Contractor makes the following
representations:
A. Contractor has examined and carefully studied the Contract Documents and the other related
data identified in the Bidding Documents.

B. Contractor has visited the Site and become familiar with and is satisfied as to the general,
local, and Site conditions that may affect cost, progress, and performance of the Work.
C. Contractor is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, and performance of the Work.
D. Not Used
E. Contractor has considered the information known to Contractor; information commonly
known to contractors doing business in the locality of the Site; information and observations
obtained from visits to the Site; the Contract Documents; and the Site-related reports and
drawings identified in the Contract Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Contractor, including any specific means, methods, techniques, sequences, and procedures of
construction expressly required by the Contract Documents; and (3) Contractor’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 8.01.E above, Contractor
does not consider that further examinations, investigations, explorations, tests, studies, or
data are necessary for the performance of the Work at the Contract Price, within the Contract
Times, and in accordance with the other terms and conditions of the Contract Documents.
G. Contractor is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Contract Documents.
H. Contractor has given Engineer written notice of all conflicts, errors, ambiguities, or
discrepancies that Contractor has discovered in the Contract Documents, and the written
resolution thereof by Engineer is acceptable to Contractor.
I. The Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performance and furnishing of the Work.
J. The Contractor is an appropriately licensed public works contractor per Section 54-1902
(Idaho Code).
K. Contractor shall comply with all Laws and Regulations applicable to the performance of the

neither Owner nor Engineer shall be responsible for monitoring Contractor’s compliance
with any Laws or Regulations.

ARTICLE 10 – MISCELLANEOUS
10.01 Terms
A. Terms used in this Agreement will have the meanings stated in the General Conditions and
the Supplementary Conditions.
10.02 Assignment of Contract
A. No assignment by a party hereto of any rights under or interests in the Contract will be
binding on another party hereto without the written consent of the party sought to be bound;
and, specifically but without limitation, moneys that may become due and moneys that are
due may not be assigned without such consent (except to the extent that the effect of this
restriction may be limited by law), and unless specifically stated to the contrary in any
written consent to an assignment, no assignment will release or discharge the assignor from
any duty or responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to
be valid and binding upon Owner and Contractor, who agree that the Contract Documents
may be reformed to replace such stricken provision or part thereof with a valid and
enforceable provision that comes as close as possible to expressing the intention of the
stricken provision.
10.05 Contractor’s Certifications
A. Contractor certifies that it has not engaged in corrupt, fraudulent, collusive, or coercive
practices in competing for or in executing the Contract. For the purposes of this Paragraph
10.05:
1. “corrupt practice” means the offering, giving, receiving, or soliciting of any thing of

Contractor and Surety, jointly and severally, bind themselves, their heirs, executors, administrators,
successors, and assigns to Owner for the performance of the Contract, which is incorporated herein by
reference.
1. If Contractor performs the Contract, Surety and Contractor have no obligation under this Bond,
except to participate in conferences as provided in Paragraph 2.1.
2. If there is no Owner Default, Surety’s obligation under this Bond shall arise after:
2.1 Owner has notified Contractor and Surety, at the addresses described in Paragraph 9 below, that
Owner is considering declaring a Contractor Default and has requested and attempted to arrange a
conference with Contractor and Surety to be held not later than 15 days after receipt of such notice
to discuss methods of performing the Contract. If Owner, Contractor, and Surety agree, Contractor
shall be allowed a reasonable time to perform the Contract, but such an agreement shall not waive
Owner’s right, if any, subsequently to declare a Contractor Default; and
2.2 Owner has declared a Contractor Default and formally terminated Contractor’s right to complete
the Contract. Such Contractor Default shall not be declared earlier than 20 days after Contractor
and Surety have received notice as provided in Paragraph 2.1; and
2.3 Owner has agreed to pay the Balance of the Contract Price to:
1. Surety in accordance with the terms of the Contract; or
2. Another contractor selected pursuant to Paragraph 3.3 to perform the Contract.
3. When Owner has satisfied the conditions of Paragraph 2, Surety shall promptly, and at Surety’s
expense, take one of the following actions:
3.1 Arrange for Contractor, with consent of Owner, to perform and complete the Contract; or
3.2 Undertake to perform and complete the Contract itself, through its agents or through independent

3.3 Obtain bids or negotiated proposals from qualified contractors acceptable to Owner for a contract

payment bonds executed by a qualified surety equivalent to the bonds issued on the Contract, and
pay to Owner the amount of damages as described in Paragraph 5 in excess of the Balance of the
Contract Price incurred by Owner resulting from Contractor Default; or
3.4 Waive its right to perform and complete, arrange for completion, or obtain a new contractor, and
with reasonable promptness under the circumstances:
1. After investigation, determine the amount for which it may be liable to Owner and, as soon as
practicable after the amount is determined, tender payment therefor to Owner; or
2. Deny liability in whole or in part and notify Owner citing reasons therefor.
4. If Surety does not proceed as provided in Paragraph 3 with reasonable promptness, Surety shall be
deemed to be in default on this Bond 15 days after receipt of an additional written notice from Owner to
Surety demanding that Surety perform its obligations under this Bond, and Owner shall be entitled to enforce
any remedy available to Owner. If Surety proceeds as provided in Paragraph 3.4, and Owner refuses the
payment tendered or Surety has denied liability, in whole or in part, without further notice Owner shall be
entitled to enforce any remedy available to Owner.

4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons
or their property to influence their participation in the bidding process or affect the
execution of the Contract.
ARTICLE 11 – MISCELLANEOUS
11.01 Taxes

STANDARD FORM OF AGREEMENT
BETWEEN OWNER AND CONTRACTOR FOR CONSTRUCTION
CONTRACT (STIPULATED PRICE)
THIS AGREEMENT is by and between THE CITY OF AMMON (“Owner”) and
Vortex Systems (“Contractor”).
Owner and Contractor hereby agree as follows:
WORK
1.01 Contractor shall complete all Work as specified or indicated in the Contract Documents. The Work
is generally described as follows:
Contractor shall provide all labor, materials, equipment, and traffic control necessary to complete
the Cured-In-Place (CIPP) Sewer Line Rehabilitation work including:
A. Cleaning of sewer lines as necessary prior to lining
B. Installation of CIPP liner in designated sewer segments
C. Reinstatement of service laterals
D. Post-installation CCTV inspection
E. Bypass pumping if required
F. Traffic control and site restoration
G. Disposal of debris and waste materials
THE PROJECT
1.02 The Project for which the Work under the Contract Documents may be the whole or only a part is
generally described as follows:
CIPP Project #1 Scope = 1669’ LF of 8” sewer pipe re-lining.
ENGINEER
3.01 The Project has been designed by City of Ammon. (Engineer), which is to act as Owner’s
representative, assume all duties and responsibilities, and have the rights and authority assigned to
Engineer in the Contract Documents in connection with the completion of the Work in accordance
with the Contract Documents.
CONTRACT TIMES
4.01 Time of the Essence

A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Not Used
4.03 Days to Achieve Substantial Completion and Final Payment
A. The Work contracted will have the following time schedule for substantial completion after
the date when Contract times commence to run as provided in Paragraph 2.03 of the General
Conditions, and completed and ready for final payment in accordance with Paragraph 14.07 of
the General Conditions.
The work will start on or around September 1, 2026 and be completed by October 31, 2026.
Contractor is responsible for coordination of their own efforts to achieve the weather
window as recommended by the manufacturer and the Idaho Standards For Public Works
Construction. The Contractor can choose when to perform the work in this window
provided that it is between M-F 8AM-6PM and Sat/Sun 9AM-6PM; note that Public Works
Dept will not be available outside of the days and times of M-F 8AM-4PM. Contractor
shall attend a pre-construction meeting with the City prior to mobilization and also provide
a two week start notice to the city which is required prior to starting work.
4.04 Liquidated Damages
A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above
and that Owner will suffer financial loss if the Work is not completed within the times specified
in Paragraph 4.03 above, plus any extensions thereof allowed in accordance with Article 12 of
the General Conditions. The parties also recognize the delays, expense, and difficulties
involved in proving in a legal or arbitration proceeding the actual loss suffered by Owner if the
Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and
Contractor agree that as liquidated damages for delay (but not as a penalty), Contractor shall
pay Owner $500.00 for each calendar day that expires after the time specified in Paragraph
4.03 above for Substantial Completion until the Work is substantially complete. After
Substantial Completion, if Contractor shall neglect, refuse, or fail to complete the remaining
Work within the Contract Time or any proper extension thereof granted by Owner, Contractor
shall pay Owner $500.00 for each calendar day that expires after the time specified in
Paragraph 4.03 above for completion and readiness for final payment until the Work is
completed and ready for final payment.
Article 5 – CONTRACT PRICE
5.01 Owner shall pay Contractor for completion of the Work in accordance with the Contract
Documents an amount in current funds equal to the sum of the amounts determined pursuant to
Paragraphs 5.01.A, 5.01.B, and 5.01.C below:

C. For all Work, at the prices stated in Contractor’s Bid, attached hereto as an exhibit.
Article 6 – PAYMENT PROCEDURES
6.01 Submittal and Processing of Payments
A. Contractor shall submit Applications for Payment in accordance with Article 14 of the General
Conditions. Applications for Payment will be processed by Engineer as provided in the General
Conditions.
6.02 Progress Payments; Retainage
A. Owner shall make progress payments on account of the Contract Price on the basis of
Contractor’s Applications for Payment on or about the 5th day of each month during
performance of the Work as provided in Paragraph 6.02.A.1 below. All such payments will be
measured by the schedule of values established as provided in Paragraph 2.07.A of the General
Conditions (and in the case of Unit Price Work based on the number of units completed) or, in
the event there is no schedule of values, as provided in the General Requirements.
1. Prior to Substantial Completion, progress payments will be made in an amount equal to the
percentage indicated below but, in each case, less the aggregate of payments previously
made and less such amounts as Engineer may determine or Owner may withhold, including
but not limited to liquidated damages, in accordance with Paragraph 14.02 of the General
Conditions.
a. 95 percent of Work completed (with the balance being retainage); and
b. 95 percent of cost of materials and equipment not incorporated in the Work (with the
balance being retainage).
B. Upon Substantial Completion, Owner shall pay an amount sufficient to increase total payments
to Contractor to 100 percent of the Work completed, less such amounts as Engineer shall
determine in accordance with Paragraph 14.02.B.5 of the General Conditions and less 200
percent of Engineer’s estimate of the value of Work to be completed or corrected as shown on
the tentative list of items to be completed or corrected attached to the certificate of Substantial
Completion. If, at substantial completion, the character and progress of the work has been
satisfactory, the OWNER may, at the OWNER’S sole discretion, reduce the amount of
retainage being held.
6.03 Final Payment
A. Upon final completion and acceptance of the Work in accordance with Paragraph 14.07 of the
General Conditions, Owner shall pay the remainder of the Contract Price as recommended by
Engineer as provided in said Paragraph 14.07.

Article 7 – INTEREST
7.01 All moneys not paid when due as provided in Article 14 of the General Conditions shall bear
interest at the rate of five percent per annum.
Article 8 – CONTRACTOR’S REPRESENTATIONS
8.01 In order to induce Owner to enter into this Agreement, Contractor makes the following
representations:
A. Contractor has examined and carefully studied the Contract Documents and the other related
data identified in the Bidding Documents.
B. Contractor has visited the Site and become familiar with and is satisfied as to the general, local,
and Site conditions that may affect cost, progress, and performance of the Work.
C. Contractor is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, and performance of the Work.
D. Not Used
E. Contractor has considered the information known to Contractor; information commonly
known to contractors doing business in the locality of the Site; information and observations
obtained from visits to the Site; the Contract Documents; and the Site-related reports and
drawings identified in the Contract Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Contractor, including any specific means, methods, techniques, sequences, and procedures of
construction expressly required by the Contract Documents; and (3) Contractor’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 8.01.E above, Contractor
does not consider that further examinations, investigations, explorations, tests, studies, or data
are necessary for the performance of the Work at the Contract Price, within the Contract Times,
and in accordance with the other terms and conditions of the Contract Documents.
G. Contractor is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Contract Documents.
H. Contractor has given Engineer written notice of all conflicts, errors, ambiguities, or
discrepancies that Contractor has discovered in the Contract Documents, and the written
resolution thereof by Engineer is acceptable to Contractor.
I. The Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performance and furnishing of the Work.
J. The Contractor is an appropriately licensed public works contractor per Section 54-1902
(Idaho Code).

K. Contractor shall comply with all Laws and Regulations applicable to the performance of the
Work. Except where otherwise expressly required by applicable Laws and Regulations,
neither Owner nor Engineer shall be responsible for monitoring Contractor’s compliance
with any Laws or Regulations.
Article 9 – CONTRACT DOCUMENTS
9.01 Contents
A. The Contract Documents consist of the following:
1. This Agreement (pages 1 to 8, inclusive).

Article 10 – MISCELLANEOUS
10.01 Terms
A. Terms used in this Agreement will have the meanings stated in the General Conditions and the
Supplementary Conditions.
10.02 Assignment of Contract
A. No assignment by a party hereto of any rights under or interests in the Contract will be binding
on another party hereto without the written consent of the party sought to be bound; and,
specifically but without limitation, moneys that may become due and moneys that are due may
not be assigned without such consent (except to the extent that the effect of this restriction may
be limited by law), and unless specifically stated to the contrary in any written consent to an
assignment, no assignment will release or discharge the assignor from any duty or
responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to be
valid and binding upon Owner and Contractor, who agree that the Contract Documents may

10.05 Contractor’s Certifications
A. Contractor certifies that it has not engaged in corrupt, fraudulent, collusive, or coercive

establish Bid or Contract prices at artificial non-competitive levels, or (c) to deprive Owner
of the benefits of free and open competition;
3. “collusive practice” means a scheme or arrangement between two or more Bidders, with
or without the knowledge of Owner, a purpose of which is to establish Bid prices at
artificial, non-competitive levels; and
4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons
or their property to influence their participation in the bidding process or affect the

BETWEEN OWNER AND CONTRACTOR FOR CONSTRUCTION
CONTRACT (STIPULATED PRICE)
THIS AGREEMENT is by and between THE CITY OF AMMON (“Owner”) and
Iron Horse (“Contractor”).
Owner and Contractor hereby agree as follows:
WORK
1.01 Contractor shall complete all Work as specified or indicated in the Contract Documents. The Work
is generally described as follows:
Contractor shall provide all labor, materials, equipment, and traffic control necessary to complete
the Cured-In-Place (CIPP) Sewer Line Rehabilitation work including:
A. Cleaning of sewer lines as necessary prior to lining
B. Installation of CIPP liner in designated sewer segments
C. Reinstatement of service laterals
D. Post-installation CCTV inspection
E. Bypass pumping if required
F. Traffic control and site restoration
G. Disposal of debris and waste materials
THE PROJECT
1.02 The Project for which the Work under the Contract Documents may be the whole or only a part is
generally described as follows:
CIPP Project #2 Scope = 813’ LF of 8” sewer pipe re-lining.
ENGINEER
3.01 The Project has been designed by City of Ammon. (Engineer), which is to act as Owner’s
representative, assume all duties and responsibilities, and have the rights and authority assigned to
Engineer in the Contract Documents in connection with the completion of the Work in accordance
with the Contract Documents.
CONTRACT TIMES
4.01 Time of the Essence

A. All time limits for Milestones, if any, Substantial Completion, and completion and readiness
for final payment as stated in the Contract Documents are of the essence of the Contract.
4.02 Not Used
4.03 Days to Achieve Substantial Completion and Final Payment
A. The Work contracted will have the following time schedule for substantial completion after
the date when Contract times commence to run as provided in Paragraph 2.03 of the General
Conditions, and completed and ready for final payment in accordance with Paragraph 14.07 of
the General Conditions.
The work will start on or around September 1, 2026 and be completed by October 31, 2026.
Contractor is responsible for coordination of their own efforts to achieve the weather
window as recommended by the manufacturer and the Idaho Standards For Public Works
Construction. The Contractor can choose when to perform the work in this window
provided that it is between M-F 8AM-6PM and Sat/Sun 9AM-6PM; note that Public Works
Dept will not be available outside of the days and times of M-F 8AM-4PM. Contractor
shall attend a pre-construction meeting with the City prior to mobilization and also provide
a two week start notice to the city which is required prior to starting work.
4.04 Liquidated Damages
A. Contractor and Owner recognize that time is of the essence as stated in Paragraph 4.01 above
and that Owner will suffer financial loss if the Work is not completed within the times specified
in Paragraph 4.03 above, plus any extensions thereof allowed in accordance with Article 12 of
the General Conditions. The parties also recognize the delays, expense, and difficulties
involved in proving in a legal or arbitration proceeding the actual loss suffered by Owner if the
Work is not completed on time. Accordingly, instead of requiring any such proof, Owner and
Contractor agree that as liquidated damages for delay (but not as a penalty), Contractor shall
pay Owner $500.00 for each calendar day that expires after the time specified in Paragraph
4.03 above for Substantial Completion until the Work is substantially complete. After
Substantial Completion, if Contractor shall neglect, refuse, or fail to complete the remaining
Work within the Contract Time or any proper extension thereof granted by Owner, Contractor
shall pay Owner $500.00 for each calendar day that expires after the time specified in
Paragraph 4.03 above for completion and readiness for final payment until the Work is
completed and ready for final payment.
Article 5 – CONTRACT PRICE
5.01 Owner shall pay Contractor for completion of the Work in accordance with the Contract
Documents an amount in current funds equal to the sum of the amounts determined pursuant to
Paragraphs 5.01.A, 5.01.B, and 5.01.C below:

Article 6 – PAYMENT PROCEDURES
6.01 Submittal and Processing of Payments
A. Contractor shall submit Applications for Payment in accordance with Article 14 of the General
Conditions. Applications for Payment will be processed by Engineer as provided in the General
Conditions.
6.02 Progress Payments; Retainage
A. Owner shall make progress payments on account of the Contract Price on the basis of
Contractor’s Applications for Payment on or about the 5th day of each month during
performance of the Work as provided in Paragraph 6.02.A.1 below. All such payments will be
measured by the schedule of values established as provided in Paragraph 2.07.A of the General
Conditions (and in the case of Unit Price Work based on the number of units completed) or, in
the event there is no schedule of values, as provided in the General Requirements.
1. Prior to Substantial Completion, progress payments will be made in an amount equal to the
percentage indicated below but, in each case, less the aggregate of payments previously
made and less such amounts as Engineer may determine or Owner may withhold, including
but not limited to liquidated damages, in accordance with Paragraph 14.02 of the General
Conditions.
a. 95 percent of Work completed (with the balance being retainage); and
b. 95 percent of cost of materials and equipment not incorporated in the Work (with the
balance being retainage).
B. Upon Substantial Completion, Owner shall pay an amount sufficient to increase total payments
to Contractor to 100 percent of the Work completed, less such amounts as Engineer shall
determine in accordance with Paragraph 14.02.B.5 of the General Conditions and less 200
percent of Engineer’s estimate of the value of Work to be completed or corrected as shown on
the tentative list of items to be completed or corrected attached to the certificate of Substantial
Completion. If, at substantial completion, the character and progress of the work has been
satisfactory, the OWNER may, at the OWNER’S sole discretion, reduce the amount of
retainage being held.
6.03 Final Payment
A. Upon final completion and acceptance of the Work in accordance with Paragraph 14.07 of the
General Conditions, Owner shall pay the remainder of the Contract Price as recommended by
Engineer as provided in said Paragraph 14.07.

Article 7 – INTEREST
7.01 All moneys not paid when due as provided in Article 14 of the General Conditions shall bear
interest at the rate of five percent per annum.
Article 8 – CONTRACTOR’S REPRESENTATIONS
8.01 In order to induce Owner to enter into this Agreement, Contractor makes the following
representations:
A. Contractor has examined and carefully studied the Contract Documents and the other related
data identified in the Bidding Documents.
B. Contractor has visited the Site and become familiar with and is satisfied as to the general, local,
and Site conditions that may affect cost, progress, and performance of the Work.
C. Contractor is familiar with and is satisfied as to all federal, state, and local Laws and
Regulations that may affect cost, progress, and performance of the Work.
D. Not Used
E. Contractor has considered the information known to Contractor; information commonly
known to contractors doing business in the locality of the Site; information and observations
obtained from visits to the Site; the Contract Documents; and the Site-related reports and
drawings identified in the Contract Documents, with respect to the effect of such information,
observations, and documents on (1) the cost, progress, and performance of the Work; (2) the
means, methods, techniques, sequences, and procedures of construction to be employed by
Contractor, including any specific means, methods, techniques, sequences, and procedures of
construction expressly required by the Contract Documents; and (3) Contractor’s safety
precautions and programs.
F. Based on the information and observations referred to in Paragraph 8.01.E above, Contractor
does not consider that further examinations, investigations, explorations, tests, studies, or data
are necessary for the performance of the Work at the Contract Price, within the Contract Times,
and in accordance with the other terms and conditions of the Contract Documents.
G. Contractor is aware of the general nature of work to be performed by Owner and others at the
Site that relates to the Work as indicated in the Contract Documents.
H. Contractor has given Engineer written notice of all conflicts, errors, ambiguities, or
discrepancies that Contractor has discovered in the Contract Documents, and the written
resolution thereof by Engineer is acceptable to Contractor.
I. The Contract Documents are generally sufficient to indicate and convey understanding of all
terms and conditions for performance and furnishing of the Work.
J. The Contractor is an appropriately licensed public works contractor per Section 54-1902
(Idaho Code).

A. No assignment by a party hereto of any rights under or interests in the Contract will be binding
on another party hereto without the written consent of the party sought to be bound; and,
specifically but without limitation, moneys that may become due and moneys that are due may
not be assigned without such consent (except to the extent that the effect of this restriction may
be limited by law), and unless specifically stated to the contrary in any written consent to an
assignment, no assignment will release or discharge the assignor from any duty or
responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to be
valid and binding upon Owner and Contractor, who agree that the Contract Documents may
be reformed to replace such stricken provision or part thereof with a valid and enforceable
provision that comes as close as possible to expressing the intention of the stricken provision.

C. There are no Contract Documents other than those listed above in this Article 9.
D. The Contract Documents may only be amended, modified, or supplemented as provided in
Paragraph 3.04 of the General Conditions.
Article 10 – MISCELLANEOUS
10.01 Terms
A. Terms used in this Agreement will have the meanings stated in the General Conditions and the
Supplementary Conditions.
10.02 Assignment of Contract
A. No assignment by a party hereto of any rights under or interests in the Contract will be binding
on another party hereto without the written consent of the party sought to be bound; and,
specifically but without limitation, moneys that may become due and moneys that are due may
not be assigned without such consent (except to the extent that the effect of this restriction may
be limited by law), and unless specifically stated to the contrary in any written consent to an
assignment, no assignment will release or discharge the assignor from any duty or
responsibility under the Contract Documents.
10.03 Successors and Assigns
A. Owner and Contractor each binds itself, its partners, successors, assigns, and legal
representatives to the other party hereto, its partners, successors, assigns, and legal
representatives in respect to all covenants, agreements, and obligations contained in the
Contract Documents.
10.04 Severability
A. Any provision or part of the Contract Documents held to be void or unenforceable under any
Law or Regulation shall be deemed stricken, and all remaining provisions shall continue to be
valid and binding upon Owner and Contractor, who agree that the Contract Documents may
be reformed to replace such stricken provision or part thereof with a valid and enforceable
provision that comes as close as possible to expressing the intention of the stricken provision.
10.05 Contractor’s Certifications
A. Contractor certifies that it has not engaged in corrupt, fraudulent, collusive, or coercive
practices in competing for or in executing the Contract. For the purposes of this Paragraph
10.05:

1. “corrupt practice” means the offering, giving, receiving, or soliciting of any thing of value
likely to influence the action of a public official in the bidding process or in the Contract
execution;
2. “fraudulent practice” means an intentional misrepresentation of facts made (a) to influence
the bidding process or the execution of the Contract to the detriment of Owner, (b) to
establish Bid or Contract prices at artificial non-competitive levels, or (c) to deprive Owner
of the benefits of free and open competition;
3. “collusive practice” means a scheme or arrangement between two or more Bidders, with
or without the knowledge of Owner, a purpose of which is to establish Bid prices at
artificial, non-competitive levels; and
4. “coercive practice” means harming or threatening to harm, directly or indirectly, persons
or their property to influence their participation in the bidding process or affect the
execution of the Contract.
Article 11 – MISCELLANEOUS
11.01 Taxes
H. Contractor shall pay all use tax on items supplied by the City.

Staff Recommendation
- Staff recommends the City Council appoint Weston Davis as the City Attorney for the City of
Ammon.
Summary of Analysis
1. After 39 years of service to our community, Scott Hall is retiring as City Attorney. We thank him
for his years of service and counsel to the City of Ammon, to our community, and to all
employees whose lives he has uplifted.
2. After an extensive recruitment process, the hiring committee recommends Weston Davis as the
City Attorney. Weston has worked with Scott Hall in the same firm for many years.
3. A total of eleven applicants applied for the position from firms all over the region. Four finalists
were interviewed by the hiring committee. The hiring committee was composed of Mayor
Powell, Council Member Heidi Boyle, Council Member Jeff Fullmer, Sean Coletti, April Forrest,
and Micah Austin.
4. Section 1-7-1 of the Ammon Municipal Code requires certain positions to be appointed by the
Mayor with the consent of the City Council. The position of City Attorney is one of those
positions that must be confirmed by the City Council.
5. Mayor Powell, and all involved staff members, recommend appointing Weston Davis as the City
Attorney for the City of Ammon.
Financial Impact
- The City Attorney is a budgeted position and reports to the City Administrator. Since the City
Attorney serves all departments of the City of Ammon, the position is funded by all funds and
operations of the City of Ammon according to the anticipated workload placed on the City
Attorney by each fund, department, and operation.
- The approved compensation for this position align with the budgeted amount for the City
Attorney.
