Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES The meeting was called to order by Chairman Scott Wessel at 7:00 p.m. in the City Building at 2135 South Ammon Road, Idaho. Quinn Simmons led the Pledge of Allegiance. Members Present: Scott Wessel, Chairman Cindy Donovan Rick Butler Steve Richards Quinn Simmons Kurt Roland Robert Taylor Tom Hunsaker City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming. Deputy Clerk Absent Members: Greg Maeser 12 Planning and Zoning Minutes 5-2-12 Page of MINUTES: March 7, 2012: Commissioner Tom Hunsaker moved to accept the minutes as presented. Commissioner Quinn Simmons seconded the motion. Six in favor, City Donovan and Robert Taylor abstained because they were absent, – the motion passed. PUBLIC HEARINGS: Chairman Scott Wessel opened the public hearing and explained the hearing process to the public. No written testimony was received. 1. 2012-007 – CUP – Request for Carnival at Sand Creek Plaza: Ron explained the location where they would like to have the carnival. Ron said it is directly north of Wal-Mart, and explained which lots would be affected by the carnival. Greg Huff, 13576 N 105 E, Idaho Falls, said he promoted a carnival in Idaho Falls last year. Greg said he is a father of six and is a promoter here to help the community in bringing good fun, and amusement for children. The carnival will only be in the City for four days. Greg said they don’t usually open the carinival until 4pm during the week and 1pm on weekends. Greg explained that this is the type of carnival that you would see at the Blackfoot Fair. The Planning Commission agreed that this would be a good thing for the children. Commissioner Quinn Simmons moved to recommend to City Council to approve the 2012-007 Conditional Use Permit request for the Carnival at Sand Creek Plaza. Commissioner Rick Butler seconded the motion. All in favor – the motion passed. ACTION ITEMS: 1. Recommendation on Hearing: Commissioner Rick Butler moved to recommend to the City Council that no additional hearing on the 2012-007 –CUP – Request for a Carnival at Sand Creed Plaza was needed. Commissioner Tom Hunsaker seconded the motion. All in favor – the motion passed. DISCUSSION ITEMS: 1. Proposed Title 10 Changes: Ron explained the proposed changes to Title 10 changes. Ron reminded the Commission there will be a Planning and Zoning meeting on May 16, 2012. REPORTS: 1. City Council Actions- Ron reported what happened in the Council meetings for the month of April. 2. City of Idaho Falls Planning and Zoning Actions – Ron reported that on April 17th, the City of Idaho Falls approved a Conditional Use Permit for reconstruction of Dora Erickson Elementary and the parking lot. 3. Bonneville County Planning and Zoning Actions – Tom Hunsaker reported on a Cell tower request on the northwest th portion of the HK gravel pit located on the east side of 15 East, between Sunnyside and Township. A preliminary plat was reviewed for a new elementary school just east of Hitt Road and south of Iona Road, less than a mile west of Bonneville High School. Call for Adjournment: Commissioner Tom Hunsaker moved to close the meeting. Commissioner Steve Richards seconded the motion. All in favor – motion passed.
