Bonneville County Planning and Zoning Actions – Tom Hunsaker Call for Adjournment: MINUTES Members Present: Scott Wessel, Chairman Tom Hunsaker Rick Butler Quinn Simmons Kurt Roland Steve Richards City Officials Present: Ron Folsom, Planning Director Lance Bates, Engineer Gay Leming, Deputy Clerk Members Absent: Cindy Donovan Greg Maeser Robert Taylor The meeting was called to order by Chairman Scott Wessel at 7:00 p.m. in the City Building at 2135 South Ammon Road, Ammon, Idaho. Steve Richards led the Pledge of Allegiance. MINUTES: February 1, 2012: The minutes of February 1, 2012 were tabled. PUBLIC HEARINGS: 2012-002 – Comprehensive Plan Map and Written Plan: Commissioner Scott Wessel opened the public hearing and explained the hearing process to the public. No written comment was received for 2012- 002 – Comprehensive Plan Map and Written Plan. 13 Planning and Zoning Minutes 3-7-12 Page of Commissioner Quinn Simmons moved to recommend to the City Council to approve the Comprehensive Plan Map and the Written Plan. Commissioner Steve Richards seconded the motion. All in favor – the motion passed. th 2012-003 – Rezone C-1 to HC-1 – 2525 E 17 St - Scott Gray (Soapy’s): Ron Folsom explained the property is located on the corner of 17th Street and 25th East. Ron said that in order for Mr. Gray to sell cars on this property they will need a zone change and a conditional use permit. Scott Gray 2525 E 17th Street would like to be able to sell two or three cars in the parking lot after he has them cleaned up. Tom Hunsaker asked Scott where the cars would be parked. Travis Seward 2525 E. 17th stated that the cars would be parked in the outside parking areas along 17th street. He does not want to make a whole used car lot out of the parking lot. He is asking for just a few cars not more than 4 to 5 at any one time. The hours would be the same hours that the detail center currently has which is 9:00 a.m. to 5:00 p.m., Monday through Friday and 9:00 a.m. to 4:00 p.m. on Saturday. Scott Gray mentioned that because there is going to be a change with the entrances to their parking area being moved by Idaho Falls the placement of the cars could change. Commissioner Tom Hunsaker moved to recommend to the City Council to accept the 2012-003 - Rezone C – 1 to HC 1 – 2525 E 17th Street, as presented. Commissioner Quinn Simmons seconded the motion. All in favor – the motion passed. th Conditional Use Permit – Used Car lot – 2525 E 17 St: Travis Seward said that they might sell a car on consignment, but it would be included in the five vehicles they are asking for. Steve Richards suggested that the City restrict the sales to no trailers or agricultural operation or industrial vehicles. Sales should be restricted to the types of vehicles used by residents, in running order and licensed by the state of Idaho. Discussion ensued regarding time limits. Commissioner Tom Hunsaker moved to recommended to the City Council to grant the Conditional Use Permit – Used Car Lot – 2525 E 17th Street, subject to the following conditions; 1. Enough parking must be reserved and used for the main businesses, with the balance of the parking available for the used car sales. 2. The vehicles offered for sale must be licensed by the Department of Motor Vehicles, and in good running order. 3. The conditional use permit will be for the life of the use of the main business, or reviewed in three years, whichever comes first. Commissioner Steve Richards seconded the motion. All in favor – the motion passed. ACTION ITEMS: 1. Recommendation on Hearings: 2012-002 – Commissioner Quinn Simmons recommended no additional public hearing was needed. Commissioner Kurt Roland seconded the motion. All in favor – the motion passed. 2012-003 - Commissioner Rick Butler recommended no additional public hearing was needed. Commissioner Kurt Roland seconded the motion. All in favor – the motion passed. DISCUSSION ITEMS: General: None REPORTS: 1. City Council Actions: Ron explained what happened in the Council meetings for the month of February. 2. Bonneville County Planning and Zoning Actions: Tom Hunsaker reported the County P&Z Commission recommended approval of the preliminary plat for Love’s Travels Stops & Country Stores, located to the east of I-15 and a little south of 65th South (York Road), which takes out the current mobile home park and hotel, realigns Overland Drive, and significantly expands the existing Love’s facility. Call for Adjournment: CommissionerRick Butler motioned to adjourn the meeting. Commissioner Steve Richards seconded the motion. All in favor – the motion passed.
