06.08.2022 Traffic Commission MinutesMinutes Traffic Commission Wednesday, June 8, 2022 Call to Order: 9:04 a.m. Minutes: May 11, 2022-Approved In Attendance: Micah Austin, Tracy Bono, Cindy Donovan, Clarissa Mueller Absent: Sgt. Kyle Fielding Citizens’ Requests: A resident residing at 1415 Castelli was in attendance and would like something done to remedy the dangerous conditions for pedestrians trying to cross 21st to Rimrock School. She presented multiple suggestions. Some of which aren’t allowed and others could create a false sense of security making the situation even more dangerous. She was informed that a thermoplastic crosswalk will be done at Castelli/21st. We just applied for a grant to put in a bike path from Quail Ridge to Crowley. We are working on getting FHWA approval for pedestrian activated flashing beacons. C. Donovan will reach out to Devin Belnap at Riverbend LLC regarding contributing to a rapid flashing beacon or permanent HAWK signal. It is cost prohibitive for us to do. In the meantime, short term crosswalks will be painted. She can contact C. Donovan or M. Austin if needed. T. Bono made it clear that as an engineer he must follow the standards. He would like her to let people know that just because changes are implemented it does not make pedestrians safe. Street Division Updates: T. Bono-Working on ongoing projects. Action Items: 4-way stop at Curlew/Chasewood-Motion to install 4-way stop. Motion passed. 1-way streets for Eagle/Salmon-Motion to approve a traffic study. Motion passed. Updates: Eagle/Derrald traffic study-A traffic count done by M. Stewart indicates that something could be done at that intersection. After a discussion regarding the traffic flow and pedestrian safety they felt a roundabout would be a safer and more beneficial option than a 4-way stop. T. Bono would get ahold of the on-call traffic engineer. John Pymm, Bonneville School District 93 representative, would like to see the drawings when available. School Zone on Owen-Due to the 20-mph speed limit, 4-way stop and cross walks at Owen/Central no further action is warranted. Crosswalk at Tie Breaker/Match Point-It is not ADA compliant. Ramps would need to be put in on both sides of the street but there is a large mailbox in the way. There will also need to be beacons. Mid-street crosswalks are being taken out and only going in at controlled intersections due to safety reasons. It is much safer to go to 1st St. or John Adams to cross. C. Donovan can take a harder look at the numbers next year. M Austin wants the costs for ramps and flashing lights presented at the next meeting. The crosswalk at John Adams is faded- It is thermoplastic. It could be power washed. T. Black can get with Falls Striping to see what they can do to fill in the missing pieces. Discussion Items: Crosswalk near Tiebreaker Elementary/Fox Hollow-There are a number of safety measures already implemented by the school district. They are trying to avoid having kids cross altogether. Commission agreed that no crosswalk will be done.
