Ample parking with professionally designed landscaping throughout, all come together to create a cohesively designed development. The proposed project, as designed, also serves to create a highly livable transitional buffer for the neighbors to the east by becoming a substantial and effective filter between that subdivision and the current HC-1 commercial zone to the west. Amending the zone to R3-A for the purpose of residential development will establish more effective visual, odor and noise separation for neighbors to the east than if the existing HC-1 zone was built immediately abutting the lot line (with potential semi-truck loading bays or restaurant dumpsters). ?"\\E,/6#&"30""#0#"%"<% I0%&\\EE%0E,",N,"-"#"<%0%,4<$#&E#0"<%%3E"$#;0>3&-Y>%E,40I3E directed to preserve quality of life for those neighbors. Sandcreek Commons South is very near the intersection of th Judy Street and Hitt Road/25 East - which is classified as a Principal Arterial. 2.Based on future population projections in Chapter 17, it is anticipated that the population of Ammon will grow by approximately 10,000 people in the next 20 years. With this expected growth average of 2,500 additional people every five (5) years, that equates to a need of 500 housing units per year. This is in addition to the current critical housing needs. Given this, it is not anticipated that the project should have any substantial impact to other residential / low traffic areas. 2.Land Use Goal #2: This Goal prioritizes utilizing high density residential developments to be used as buffers for medium/lower residential uses, from commercial uses. Sandcreek Commons South directly aligns with this land use goal; not only does the project meet this goal, it exceeds it by its design, and its focus, to minimize impacts to its residential neighbors. 2 Ammon City Council 02/16/2021Page 50 of 131 3.H<654K$+:6&Y($:67$+&621V (page 25). Sandcreek Commons South conforms to the stipulations of this section of Chapter 10 as follows: a.Item 1: The maximum density is twenty dwelling units per acre, and the site is 16 du/ac. b.Item 2: High density use is near major roadways and commercial areas. c.Item 3: Offer flexibility in design (elevations and numbers of beds/unit). The design intends for landscaping, parking, and yards of the building to act as an effective and attractive buffer between the units and neighboring properties. d.Item 4: First, the project is highly walkable with a variety of stores, including grocery, within walking distance; additionally there is ample pad space within a block radius zoned and planned for further developments that will provide job opportunities. Next, being within a block of a Principal Arterial, it is anticipated that there will be a transit stop nearby when they become available in Ammon. Last, the site does include many walkways that offer connectivity with the neighboring uses. e.Item 5: The whole project intent is to provide a mixture of housing types which will include walk-up apartments, that broadens the occupant mix of the area and fosters a diverse neighborhood environment, and eliminates the stark difference of single family homes abutting up to high level commercial. Sandcreek Commons South creates the necessary balance in the area. f.Item 6: As stated in (d) above, the project creates a measurably walkable neighborhood in Ammon with its proximity to Sandcreek Commons South Commercial - just next door, with connectivity to each other with the sidewalk system. g.Item 7: When Ammon implements a robust transit system, this project is suitably located to be very near a transit stop, encouraging sustainable travel and commuting. We believe that the proposed project aligns precisely with the Comprehensive Plan and future land use goals of the community, and that it is compatible with the context of the surrounding area. Sandcreek Commons South will fill a critical need in the community - housing, and at the same time provide options for citizens that cannot afford single family living. The project is located in a growing commercial area, will introduce and catalyze walkability in the area, and will provide an ideal buffer for the residents that back up to the existing commercially zoned property.
