A. CALL TO ORDER: Mayor Coletti opened the meeting at 7:00 p.m. at the Ammon City Hall building located
at 2135 South Ammon Road. Council Member Wessel led the Pledge of Allegiance and Council Member
Wiscombe offered a prayer.

Mayor Coletti and Administrator Austin reviewed the Water Rights Lease presented to Council.
Council discussed various items within the consent agenda with staff explanation for each.

C. PROCLAMATIONS AND ANNOUNCEMENTS
Mayor Coletti recognized Bryan Bankhead for his hard work in the IT department. Coletti noted that
Bankhead had been nominated by his peers for the award and was a leader in his department and within
the City. Council thanked him for his continued hard work.

E. ACTION ITEMS:
a. Contract for Service Ammon Arts Community Theater (Micah Austin, City Administrator)
Administrator Austin reviewed the request for funding presented by the Ammon Arts program
and its related contract for services and reviewed the amount remaining in the budget to be
allocated to requesting organizations.
Summary of Analysis
1. The Ammon Arts Community Theater, Inc, is requesting $1,200 from the City of Ammon for
production of a live theater event that would occur in August 2020.
2. Currently, this line item has $10,500 remaining in the budget for Fiscal Year 2020.
3. From their proposal (attached), the Ammon Arts Community Theater proposes,
providing an opportunity for the citizens of Ammon and Idaho Falls to be involved in something
positive and uplifting during this trying time. We had 68 people of all ages audition to perform in
the show and we will be teaching them/helping them hone their skills in singing, acting, and
dancing as well as building lasting relationships with other people in the community. We have a
technical team of 10 - 20 people who will be working together to build sets and props, sew
costumes, and learn how to style wigs and makeup, as well as learn how to run lights and sound
in an auditorium. Besides the 100 or so people who are involved in the production itself, the
nights of the performances we will be bringing entertainment, fun, and inspirational messages to
the people in our audience who will consist of citizens of Ammon, Idaho Falls, and other
surrounding areas. We really think this production can bring some positivity into 2020 and give
people something to look forwar
4. According to the proposal submitted by the Ammon Arts Community Theater, the funds will be
used for backdrops and materials to build the set, such as wood, paint, screws, etc. Costumes,
wigs, makeup and other props would also be purchased with the funding.

Financial Impact
- Contracts for Service are paid from GL#10-408-600. This line item has adequate remaining budget to
pay for this expense. $10,500 is remaining in this line item.
It was moved by Council President Slack and seconded by Council Member Wiscombe to approve the

COVID relief funds. Austin compared the amount to be submitted to the State with the previous
year tax numbers that had come to the City the City would not be able to take any increase in
taxes if the amount requested was granted. Austin also reviewed the challenges being brought
forth throughout the State and noted that there was no risk to Ammon submitting the request
for funding.
Summary of Analysis
1. Governor Little has offered a proposal to provide property tax relief to taxpayers by providing
CARES funding directly to taxing entities by reimbursing the full costs of their first responders.
2. All jurisdictions with first responders are eligible for 100% reimbursement of their salaries and
benefits from March 1, 2020 to December 31, 2020.
3. For this period of time, the total amount paid and estimated for first responder salaries and
benefits for the City of Ammon is $652,103.09.
4. If the City Council votes to join the fire district, this amount would be $470,121.45. (If this
occurs, the Fire District must submit a request for $181,981.64 by the deadline of July 17).
5. In order to receive this funding, taxing jurisdictions must agree not to take the 3% budget
increase in property taxes for Fiscal Year 2021.
6. The amount Ammon would receive in new property taxes next year would be approximately
$173,673. This amount does not include new construction and annexations.
7. Staff believes it is in the best interest of the community to pursue these funds.

c. Resolution 2020-008R Bonneville County Fire District (Micah Austin, City Administrator)
Fire Chief Stacy Hyde joined Council to present the updates to the proposed agreement with the
Bonneville County Fire District. Hyde noted that conversations with the District had been very
productive and he felt much more comfortable with moving forward with an agreement. Hyde
also added that the Ammon Operations Center and Employee Handbook would be adopted by
the District, if the agreement moved forward, with minor changes to each. Council discussed the
necessary changes to the Budget and discussed the steps that would need to take place at the
hearing in August to reduce the Ammon Budget and Levy in the amount of the Fire Department
Budget. Council asked Staff to continue work toward proximity aid***
Update from July 9, 2020 City Council Meeting
1. On July 9, 2020, the City Council deliberated joining the Fire District, hearing testimony from the
Ammon City Council Regular Meeting 07.16.2020 Page 3 of 5

Ammon Fire Department and other city staff. After deliberation, the City Council chose not to
join the Fire District at that time, based on concerns the Fire Department employees had with
the transition processes.
2. Since the last meeting on July 9, the Fire Department staff has worked with the Fire District to
resolve their concerns. At the meeting on July 16, Chief Hyde will provide an update to the City
Council and a recommendation.
Summary of Analysis
3. In April 2020, the City Council discussed joining the Fire District and directed staff to seek public
comment on the topic.
4. On April 13, 2020, Mayor Coletti mailed a letter to all residents inviting them to participate in
public hearings on joining the Fire District.
5. On April 13, 2020, the City of Ammon issued a press release briefing discussing the idea and
inviting public participation in the decision process. The same invitation was posted to the Cit
social media websites.
6. On May 7, 2020 and May 21, 2020, the City Council held public hearings to obtain comment on
joining the Bonneville County Fire District. At the first public hearing, two comments were
voiced in favor of joining the district. No comments were received at the second public hearing.
7. On June 4, 2020, the Ammon City Council directed staff to proceed with planning efforts to join
the Bonneville County Fire District.
8. A committee of City of Ammon representatives and Fire District representatives has met three
times in the last four weeks to resolve important issues and move the effort forward as directed
by the City Council. The resolutions and agreement attached to this staff report are the results
9. The attorneys for both the City of Ammon and the Fire District have drafted resolutions for both
entities to adopt and an agreement that more fully lines out the obligations of both parties
before, after, and during the transition process.
10. The resolution and the agreement are attached to this staff report. The committee has reviewed
and approved the resolutions and the agreements.
Financial Impact
- Joining the Bonneville County Fire District will reduce the City of Ammon budget by $1,030,394
(based on FY20 budget). Since the Fire Department is almost entirely funded from property
taxes, the tax levy will decrease by this amount.
- The Fire District levy will increase by the amount of the Fire Department budget, resulting in no increase
of taxes to Ammon residents and businesses.
It was moved by Council President Slack and seconded by Council Member Tibbitts to approve Resolution
2020-008R to join the Bonneville County Fire District and dissolve the Ammon Fire Department, with an

Austin alerted Council that Ammon Road past 17 St would be closed on Monday to pull water
lines across the road. Council discussed the traffic in the area and what could be done by the City
to mitigate the issue. Austin explained that the closure would be taking place overnight and
would have limited impact on traffic patterns.

Council congratulated the Fiber Department on their recent recognition for low cost and value of
neighbors.
