Minutes of the Special Meeting of the Mayor and City Council:

Mayor Ard dispensed with the Pledge of Allegiance to the Flag, the prayer, and the
minutes. The meeting was opened to consider the items of business scheduled on the
agenda.
Councilmember Bean suggested the Council consider some regulatory signs for the
City parks. Signs suggested were "No Alcoholic Beverages", "No Dogs Allowed Except
on a Leash", No Golfers", and "No Hitting Balls Into The Fence" for the ball
diamond backfields. The Council agreed signs would be beneficial, and it would be
a good idea to include use of a pooper scooper. Public Works was instructed to
post the suggested ball diamond signs.
Keith and Linda Godfrey discussed the Peterson Park playground proj ect. The
project committee members are not happy with the gravel the City workers brought in
for a base around the equipment. They proposed to use mortar sand. The pros and
cons of sand and gravel were pointed out. The Council requested the Public Works
workers to remove as much of the gravel as possible and authorized the committee
to order two or three loads of sand for the base. Plans also included a six inch
cement border. Construction details and costs were discussed. A decision on the
cement border was deferred until Councilmember Loveland returns and the budget is
reviewed.
Jay and Brenda Johnson have signed the Annexation and Development Agreement for
Stonehaven Divisions No. 1 and No.2. The agreement has been reviewed by our
attorney, and it is acceptable.
Councilmember Hall introduced Ordinance No. 251 by title, AN ORDINANCE ANNEXING
CERTAIN LANDS TO THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO; DESCRIBING WITH
PARTICULARlY SAID LANDS TO BE ANNEXED AND HEREBY ANNEXED AND DECLARING SAID LANDS A
PART OF THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO; DETERMINING THE PROPER ZONING
FOR CLASSIFICATION OF THE ANNEXED LANDS AND TERRITORY UNDER THE ZONING ORDINANCE OF
THE CITY OF AMMON, IDAHO; PROVIDING FOR AN EFFECTIVE DATE FOR THIS ORDINANCE AND OF
THE ANNEXATION OF SAID LANDS. (Stonehaven)
Councilmember Hall moved that the City Council dispense with the rule requ1r1ng the
reading of the ordinance on three different days and that the three readings be
waived. The motion was seconded by Councilmember Bean. Roll call vote: Hall -
Yes; Bean - Yes; Bohn - Yes. The motion carried.
Ordinance No. 251 was again read by title and read in full by Councilmember Hall.
Councilmember Hall moved the adoption of Ordinance No. 251, annexation and initial
zoning of the Stonehave Subdivision, with corrections as noted in the reading, as
an ordinance of the City of Ammon on its third and final reading. Roll call vote:
Hall - Yes; Bean - Yes; Bohn - Yes. The motion carried.
Councilmember Bean introduced Ordinance No. 252 and read it by title, AN ORDINANCE
TO AMEND THE ZONING CLASSIFICATION AND THE ZONING MAP FOR CERTAIN LANDS LOCATED
WITHIN THE CITY OF AMMON; PARTICULARLY DESCRIBING SAID LANDS AND DECLARING THE
CLASSIFICATION OF ZONING FOR EACH SUCH PARCEL OF LAND; PROVIDING FOR AN EFFECTIVE
DATE. (Stonehaven)
Councilmember Bean moved that the City Council dispense with the rule requ1r1ng

Ordinance No. 252 was again read by title and read in full by Councilmember Bean.
Councilmember Bean moved the adoption of Ordinance No. 252 as an ordinance of the

City of Ammon rezoning property in the Stonehave subdivision with the correction
of the legal description from Section 35 to Section 34 on its third and final
reading. The motion was seconded by Councilmember Hall. Roll call vote: Bean-
Yes; Hall - Yes; Bohn - Yes. The motion carried.
Engineer Benton reviewed the Annexation and Development Agreement for Stonehaven
Divisions No. 1 and No.2. Councilmember Hall read the Special Consideration and
Agreements section on page 3. Councilmember Hall moved to authorize Mayor Ard to
sign the Annexation and Development Agreement for Stonehaven Divisions No. 1 and
No.2. The motion was seconded by Councilmember Bean. Roll call vote: Hall-
Yes; Bean - Yes; Bohn - Yes. The motion carried.
The Stonehaven developers are obligated to install an 8" waterline. The City has
the option to request a larger line and to pay the additional cost. A decision I
from the Council is needed regarding the waterline size. Mayor Ard suggested the
line be large enough to serve additional areas and to allow for some well planning.
Engineer Benton discussed subdivision development. It was decided there should
be a 10" line at Judy Street in Stonehaven.
Well No.8 went down again, and it did not come back on line. The pump technician
has been consulted to help work out the problems. Operations of the City water
system were discussed in detail by the Council with Rick Williams and Engineer
Benton. There is a need to maintain a good, constant, uninterrupted pressure in
our water system. It was recommended that some written records be collected to
help analyze water distribution. Water rates may need to be raised to provide
water improvement funds for future growth.
Councilmember Bean moved to increase the speed limit on Ammon Road to forty (40)
miles per hour. Councilmember'Hall seconded the motion. This is according to the
recommendations made when Ammon Road was reconstructed. Public Works was requested
to change the signs.
Mayor Ard received a call from Eastern Idaho Railroad regarding a complaint about
the motorcycles riding up and down the railroad right-of-way in the vicinity of
the Wanda Street crossing. The railroad representative said all he can do is to
post the railroad property. The City does not plan any action against the
railroad.
Recently there was a fire call to Valley Care Center. Concern has been expressed I
that no one responded. However, this was not true. There was response, but there
was a problem regarding the radio. The call involved a fan blowing dust.
Work is progressing on the 17th Street overlay project. The catch basin for water
drainage by Mike Jones' on Midway is being taken care of in the project.
