The Pledge of Allegiance to the Flag was directed by Mayor Ard, and the invocation
was offered by Councilmember Hall.
Mary Duenes, 1800 Sabin Drive, requested a non-commercial kennel license for three
dogs. Duenes has only had one male, neutered cocker spaniel, and it has been
licensed for 1997. She plans to acquire two female, unspayed cocker spaniels. The
dogs are pets. Councilme~ber Bean moved to approve a non-commercial kennel license
for Mary Duenes, 1800 Sabin Drive. The motion was seconded by Councilmember Bohn.
Roll call vote: Bean - Yes; Bohn - Yes; Hall - Yes. The motion carried.
Susan Hyde, 2885 Ross Avenue, appealed to the Mayor and City Council to take action I
on the dog problems in her neighborhood. Dog owners continually violate the dog
ordinances. Citizens have called to the City repeatedly to report dog problems.
The animal control officer comes out, but nothing is ever done about the problem.
Mrs. Hyde has three small children, and they can not play in their own yard because
they are afraid of the dogs that run loose. Their next door neighbor has two dogs
that are not a problem. The owners are responsible for their dogs, and they care
for them. Another neighbor across the street has two large dogs. He does not have
a fenced yard, and the dogs are never on a leash. Mrs. Hyde does not want to cause
problems. She does not want to have neighbor against neighbor. She wants to be
able to call the City and have the problem taken care of. Something has to be
done. It is not fair for people to get away with violating the ordinances. She
recommended changing the ordinances to help solve the problems. After the City
receives so many complaints, they should have authority to do something. The
animal control officer has to catch a dog off his own property in order to cite
it for running at large. The Ross Avenue area has been patroled, but the dogs have
been in their own yard. Kerri Lindstrom, 3705 Geneva, added input on the
neighborhood dog problems. Attorney Brian Tucker reviewed the definition of a dog
at large and discussed the procedure of a citizen signing the dog citation. The
Council agreed to give thought to dog ordinance changes; the attorney was asked
to make some recommendations; and the animal control officer is to be assigned to
some off hour patrol of the Hyde's neighborhood. A follow up on Susan Hyde's
complaint should be scheduled on the agenda for next City Council Meeting.
Gordon and Sue Sorensen, 3776 Marlene Street, were requested to attend City Council I
Meeting to discuss renewal of their non-commercial kennel license. The Council
directed questions to Sue Sorensen to try to determine whether or not their kennel
is commercial or non-commercial. At this time, Sorensens have fourteen adult
dogs--twelve Yorkies and two Poms--and one pup. They have erected a fence around
their property to keep the sound down. The only time they keep other people's dogs
is when breeding. They are not in the business of breeding and selling dogs. They
breed to control their line. Breeding procedures were explained. Sue does not
believe in breeding dogs for money. Some of the dogs are given away to good homes.
Sue "shows" dogs, but she is not showing any at the present. It is not known how
many dogs have been sold in the last two or three years but maybe ten. The one
pup is from the last litter of pups and is four months old. Sue enjoys dogs, and
they do a lot for her. They are her babies. The dogs do not support themselves.
Some of the dogs will be going. Plans are to keep eight Yorkies--three females
and five males. Charles Carr, an attorney who accompanied Sorensens, explained

Jeff and Veronica pasley, 2825 Salmon Street, submitted an application for a non-
commercial kennel license. pasleys have three dogs, and they are kept in a fenced
kennel. One dog is owned by pasleys, and the other two dogs belong to Veronica's
two sons. The Council reviewed their application to determine if "75% of persons
in possession of premises within 150 feet" gave written consent to the kennel
license. Rod Ragan, 2795 Salmon Street, who lives next door to pasleys, expressed
concern that the sons do not take care of their obligation. One son is Ammon's
animal control officer, and he should be responsible to see that the dog licensing
is in place not his mother. Ragan questioned the number of names the City listed
on the application as living within 150 feet. After considerable discussion and
checking to revise the application, it was determined pasleys need two more
signatures of approval to have 75%. Councilmember Bean moved to approve a non-
commercial kennel license for Jeff and Veronica pasley, 2825 Salmon Street, subject
to their obtaining two additional signatures. The motion was seconded by
Councilmember Hall. Roll call vote: Bean - Yes; Hall - Yes; Bohn - Yes. The
motion carried.
Councilmember Bohn moved to approve the minutes of City Council Meeting held
February 6, 1997. The motion was seconded by Councilmember Hall. Roll call vote:
Bohn - Yes; Hall - Yes; Bean - Yes. The motion carried.
Mayor Ard recommended that Russell Bennion be reappointed to the Planning and Zoning
Commission for a three year term to expire February 28, 2000. Councilmember Hall
moved to confirm the recommendation of Mayor Ard to reappoint Russell Bennion for
a three year term on the Planning and Zoning Commission. The motion was seconded
by Councilmember Bohn. Roll call vote: Hall - Yes; Bohn - Yes; Bean - Yes. The
motion carried.
Mayor Ard recommended Greg J. Maeser be appointed to the Planning and Zoning
Commission for a three year term to replace Mark Scrogham. Councilmember Hall
moved to confirm the recommendation of Mayor Ard to appoint Greg J. Maeser to the
Planning and Zoning Commission for a three year term to expire February 28, 2000.
The motion was seconded by Councilmember Bohn. Roll call vote: Hall - Yes; Bohn
- Yes; Bean - Yes. The motion carried.
Gerald "Jerry" Mitchell has been serving as a representative from Ammon on the
Bonneville Metropolitan Planning Organization Citizens' Advisory Committee. His
term is expiring, and he has other commitments which prevent him from accepting
reappointment. The Mayor asked for recommendations of individuals who might be
willing to serve on the Citizens' Advisory Committee.
Target's application for a Fireworks Permit for Public Display was discussed. The
display is scheduled for Saturday, March 8, at approximately 7: 30 P.M. in the
parking lot between Albertsons and Target. The parking lot will be blocked off
from Hitt Road and 25th Street to Hitt Road and East 17th Street. The Fire
Department has been working out the details with Pyro Spectaculars Inc., City of
Idaho Falls, and Bonneville County. Basically, Target representatives are happy,
and the event is all set up. If there are expenses incurred, the applicants should
be responsible. Otherwise, they can make a donation in an amount of their own
choosing to the Ammon Fire Department.
Unfinished Business was discussed. The stop sign at Falcon and Sawtooth has not
been erected, but Public Works will proceed to take care of the request. David
Wadsworth advised the Council that there is a need to replace a bunch of the
existing street signs. Money has been budgeted for signs. Councilmember Bean
described some maintenance free park benches he had seen that would be worthy for
the City to investigate if there is a need. Engineer Benton reported on Well No.
8. Pictures of Well No. 8 were circulated.
Reports: Public Works Director Wadsworth highlighted projects worked on during
the last two weeks. Costs involved in their East 17th Street project have been
discussed with Chad Stanger, Public Works Director of Idaho Falls. Mr. Stanger
agreed to assist Ammon with the design or in any way needed on a similar East 17th
Street project in Ammon. This is a good time to do some of the preliminaries such
as elevation to determine how much build up is needed. Engineer Benton was
instructed to begin formulating project information.
A building permit has been issued for a manufactured home on Rich Lane. There was
a question about how to calculate the building permit fee. The formula used was
square footage valuation times the Uniform Building Code building permit fee from
the UBC table. The total figure was divided in half for a building permit fee and
a plan check fee of 65% of the building permit fee was added. Building inspections

on manufactured homes were discussed. The Council was concerned about the quality
of the foundation for a manufactured home. It was pointed out the need for good
communications with the building inspector.
Attorney Brian Tucker reported on the civil prosecutions for the City of Ammon.
During January and February the cases have been down, but during the year cases
have involved shop lifting, DUI, driving without privileges, civil protection order
violations, and dog violations. Dispositions and fines were discussed. The City
Clerk provided a list of animal control citations issued by Ammon since March 22,
1997. The magistrate court remits a check to Ammon monthly for 90% of fines they
collect on citations. The court retains the portion of the fine designated as
court costs.
Mayor Ard reported he had received a letter from the Attorney General regarding
updates on veteran disability benefits. The information is on file in the City
Office. Russel Swensen provided the Mayor with a report from C.A.R.T. to show the
ridership numbers for Ammon.
George Watkins III, board member of the Ammon Urban Renewal Agency discussed tax
revenues for the Ammon Town Center proj ect. The developer is working with the
assessor's office on assessed valuation so more revenue will be realized.
Councilmember Hall advised that July 19 has been designated as a Community
Enhancement Day by the LDS Church. They have suggested each unit/ward spend 150
hours of community service on this day. Project ideas need to be collected.
Engineer Benton has modified the standards of construction of driveways on City
owned right-of-way in non-curb and gutter areas. The purpose of the standards is
to provide for a drainage swale. The standards were passed in 1978, but the
modification changes the total depth from 18" to 14" and the driveway surface
minimum from 6" to 4". Councilmember Hall moved to accept the modification, and
the motion was seconded by Councilmember Bean. Roll call vote: Hall - Yes; Bean -
Yes; Bohn - Yes. The motion carried. A copy of the standards should be given to
the homeowner when he signs up for City services.
Fire Chief Clarence Nelson and Assistant Fire Chief Robert Farrow reported for the
Fire Department.
Claims were approved. Councilmember Bean moved to adjourn the meeting, and the
motion was seconded by Councilmember Hall. The meeting was adjourn ~5 P.M.
