The Pledge of Allegiance to the Flag was led by Councilmember Hall, and the
invocation was offered by Councilmember Bean.
A number of Boy Scouts attended the meeting to get credit on their Citzenship in
the Community merit badge. Mayor Ard welcomed the Scouts. There were no other
citizen petitions or delegations.
The Unfinished Business agenda items were reviewed. The 1997 Fiscal Year Law
Enforcement Contract has not been signed and returned by Bonneville County.
Engineer Benton has not worked up any plans to solve the drainage problem by
Michael Jones' property on Midway Avenue. The "Deaf Child at Play" signs have been
obtained, but they are not yet erected. Public Works had a question about
placement of the signs because it appeared Taylors are planning to move. Taylors
have their house listed for sale, but they are building a new house next door. The
order for the playground equipment for Peterson Park has been acknowledged by
GameTime. Shipment is scheduled for November 22, 1996.
Engineer Benton reported on the progress of Well No.8. Landon Excavating put in
the waterlines. The contracts for the well house and pumping equipment are ready
for the Mayor's signature. The bid was awarded to R & S Construction Company, and
they plan to move in next week to install the pump into the well. There is some
delay on the motor for the pump, but the contractor is getting the pump into the
well so the well head is there so he can start connecting his pipe through the
building, getting the check valves, the control valves, the flow meter, and the
connections ready to connect on to the pipe Landon put in. On November 18 he is
supposed to move in to start the underground piping out of the building and the
line over to the canal for the bypass pumping into the canal. Once he excavates
for the footings, he will put the pipe down before they pour the footings. Well
No. 8 work is on schedule.

Councilmember Bean discussed animal shelter participation with City of Idaho Falls
and Bonneville County. Our cost for the animal shelter is based on the number of
dogs processed. According to the records received from City of Idaho Falls, the
shelter procesed 130 of Ammon's dogs from July 1994 through June 1995, and 99 dogs
were processed from July 1995 through June 1996. Copies of the City of Idaho Falls
budget for the animal control shelter for 1995-1996 and 1996-1997 were reviewed.

Idaho Falls is anticipating a new shelter, and they estimate it will cost between
$300,000 and $400,000. At the present they have put aside about $206,000 for the
building. Their fee schedule is outdated, and they are considering raising fees
to help with the building costs. Their proposed fee schedule is significantly
higher and possibly it will be modified before it is adopted. It is recommended
that City of Idaho Falls, Bonneville County, and Ammon consider similar fee
schedules. Another idea under consideration is a capital improvement fund with
each entity contributing a percentage each year to set aside to meet future
upgrades. At this time the information discussed is for informational purposes
only. Councilmember Bean volunteered to continue to work with Councilmember Ida
Hardcastle of Idaho Falls to come up with a program for Council consideration.
Mayor Ard authorized Councilmember Bean to do so.
Councilmember Bean inquired if the City Council should approve the zoning portion
of the recodification and not wait for the total recodification package. Planning
and Zoning conducted a Public Hearing on the zoning section, and the City Council
needs to hold a Public Hearing. Attorney Anderson previously recommended the City
Council hold off and hold a hearing for the zoning section and a hearing for the
complete recodification both in the same meeting. Attorney Tucker agreed to check
on the status of the recodification.
Clea Fullmer, 2705 Sawtooth, asked about the possibility of obtaining a stop light
at Falcon Drive and East 17th Street. Conditions on the corner are hazardous for
motorists. Mayor Ard agreed to have Bonneville Metropolitan Planning Organization
(BMPO) do a traffic study on the area.
Reports: Councilmember Bohn commented on the recent article in the Post Register
which announced Ammon's Halloween Open House. Councilmember Hall reported citizens
have asked why the City Office does not have a notary. City Clerk Jensen announced
Galusha, Higgins, and Galusha has started the annual audit of the City finances.
The year warranty is up for the walking path on November 22, 1996, and for the City
Building on December 21, 1996.
Fire Chief Clarence Nelson reported for the Fire Department. The Open House on
October 31, 1996, was successful. There were two fire calls on November 6. One
was a tree fire on Matchpoint Drive in Tie Breaker, and the other was a chimney
fire which was out before the department arrived.
