Recommendation
- Staff recommends approval of Resolution 2019-022R.
Summary of Analysis
- Resolution 2019-22R authorizes the purchase of the interim warrant for LID 44 by the City. In effect, authorizing the funding
of a construction loan to fund LID 44 fiber improvements. The maximum loan amount is set at $1.5 million. Investable funds
are to be used and the interest rate is set a 2%.
Financial Impact
- The LID project will draw the necessary funds for the project as needed, but not to exceed $1.5 million. An annual interest
rate of 2% will be calculated and applied monthly on the balance.
- The City will be paid back in full upon project completion.
Councilmember Slack moved to approve Resolution 2019-022R and authorize the Mayor to sign, thereby authorizing the purchase
of the Fiber Optic Local Improvement District 44 Warrant. Councilmember Wessel seconded. Roll Call Vote: Councilmember

Recommendation
- Staff recommends approval of Memorandum.
Summary of Analysis
- This MOU establishes the necessary terms for Ammon and Bonneville County to share costs, access and responsibilities for
GIS services. Much of the sharing described is already in place, but we are moving towards sharing software. The vendor
requires a joint agreement to meet shared licensing requirements.
- The change does increase software costs. However, it also greatly increases software function thereby improving the return on
the investment.
- The agreement also establishes a working arrangement to reduce redundancy between the City and County.
- The increase was budgeted for and either party can terminate the agreement at any time upon 90 -day written notice.
Financial Impact
- Annual software costs will go from approximately $3,000 per year to $6,000 per year. However, even without the change the
city would have had to purchase additional GIS user licenses this year raising our $3,000 annual software cost by some
percentage.
Patterson said the MOU will open up features previously not available to the City.

d. Approval of bid for reconstruction of tennis courts at McCowin Park (Micah Austin, City Administrator)
Austin presented the following information:
Recommendation
- Staff recommends approval of the bid submitted by Tennis and Track Company.
Summary of Analysis
- Pursuant to Idaho Code § 67-2805(3) any public agency considering a public works construction project of greater than
$200,000 in value must follow a formal bidding process to select an appropriate contract for the project. This process requires
publishing the RFP in the newspaper on two occasions at least one week prior to the bid opening. After receiving all bids, the
requirement is to accept the low bid.
- On November 8, 2019 the RFP for the tennis court reconstruction was issued to the public. The RFP was published in the
newspaper on November 10 and November 17.
- The deadline to submit a bid for the project was December 11, 2019 at 5:00 p.m.
- By the deadline, two companies had submitted.
- Both companies meet all the criteria established in the RFP.
- Staff recommends selecting Tennis and Track Company as the low bidder on the project according to Idaho Code § 67-
2805(3).
Financial Impact
- If approved, the City Council is committing to aproject cost of at least $190,683.00 for a full reconstruction of the tennis
courts at McCowin Park.
Councilmember Slack moved to approve the bid for tennis court reconstruction submitted by Tennis and Track Company for
$190,683.00, finding it to be the low bid and compliance with Idaho Code §67-2805(3). Councilmember Tibbitts seconded. Roll

Austin said he is pleased with the Pressurized Irrigation Study conducted by Keller Williams, some needed edits were discussed

State of the City Address 2020
Ammon friends, family and staff,
It is a new year, and a new decade. And what a year, and what a decade it has been. I think I speak on behalf of the entire council
when I say what a privilege it has been to be a small part of the City of Ammon's progress. I see vision, desire, and purpose in
every department. I see a City that is moving and improving. And as the dawn of the new decade rises on Ammon foothills, I am
committed to seeing Ammon continue to be the place Where Tomorrow Begins for our residents, businesses, and visitors.
Tomorrow, and every day thereafter, looks bright.
Water
I am pleased with what the City has accomplished in 2019. We know that our biggest change has been a conversion to a
responsible metered water system. This has not come without some challenges. Adjusting to a new system is not easy. But what
we have implemented will help preserve and protect our precious water resource far into the future. It was the right thing to do.
Now, I want to reiterate that, as of November of last year, residents can come into the City and request a level pay, or "Equal Pay"
option for their water, similar to an arrangement they might be familiar with their electricity or gas bills. And, before the next
watering season begins, Ammon will unveil a web link portal where residents can watch their water use from the day before, which
will allow easier adjustments to water use. We also made a promise to look again at rates in the Spring, before the new watering
season. That will happen before April.
We are also on track with our water facilities master plan by purchasing the property for the Woodland Hills well, we have adopted
direction for pressurized irrigation and completion of a plan to implement it in new developments and some existing locations, and
we've vastly improved our billing with implementation of Xpress Bill Pay.
As we all know, we still have a small portion of the city that is not yet metered. For this reason, we also passed a meter installation
plan in 2019, which would have finished metering throughout the city within six years. Reality, however, is that it has occurred at
a much faster pace. Our goal for 2019 was 458 meters. Ultimately, we installed 805 meters. Thank you to our excellent meter
install teams for such outstanding work. I am committed to working toward acceleration of our meter install plan so we can
abbreviate the six years to two or three. We will work toward this over the coming weeks and months.
Fiber
In 2019 Ammon established its third local improvement district for fiber to the home. LID3 will ultimately connect over 277 new
residential fiber users, passing 510 homes when completed. We also established LID4, which will be 2020's fiber project, and will
pass some 650 homes in the Woodland Hills, Cortland Ridge, and Fox Hollow subdivisions. In total, approximately 1450
residential properties or approximately 35% of the city have fiber access today.
When I began as Mayor, due to ever-increasing demand, I challenged our Technology and Fiber Director Bruce Patterson to bring
Ammon Fiber to all residential subdivisions within five years. In order to accomplish that goal, I would like to announce a new
initiative called "Ammon Ignite 2021." Ammon Ignite 2021 will be a campaign to make our 2021 project, LID5, our final, city-
wide project, including any homes in prior LIDS which have not been connected. Within the next few weeks, a new link will exist
on ammonfiber.com for residents to fill out paperwork for this LID5 plan.
As has always been the case, this is an opt -in program, so nobody will be forced to get fiber. But, as with prior LIDS, this will
require that we receive a sufficient amount of signups through the remaining properties. We will watch signups for LID5 over the
next several months, and will determine by the end of September of this year whether we have a sufficient amount to initiate
Ammon Ignite 2021.

Now, you may have heard a rumor that Ammon Fiber is not affordable. I am here to tell you that it is! This is important --fiber
customers can request that the construction fee and the operation and maintenance fee are both paid monthly. The result is that a
resident would pay $38.50 to the City for their fiber connection, and as little as $9.99 to the service provider, or less than $50 for a
1 gig connection, and there are other plans that are even cheaper. With no other fees to pay. A household can run their internet,
television and home phone on fiber. Again, the cost of this service is directly comparable or even cheaper than what many are
paying right now for internet, television and home phone. If residents have any questions about how to set this up, please let the
City know.
Streets
In last year's state of the city address, I said that I wanted 2019 to be a year gave some significant time resolving some of our street
issues. Thanks to our Tracy Bono, Jason Clapp and the rest of our street department, we have accomplished a lot in streets during
2019. As you know, we were awarded the grant for the Sunnyside/Ammon traffic signal and we also completed that construction.
We made turn lane and drainage improvements on 1st Street. We added a turn lane to Ammon Road, and also at major points on
171 Street, and finally, we constructed a roundabout at the corner of 171 and Crowley Road in 14 days. These changes have made
a big difference in traffic flow.
As you know, this is not enough. We still have major road issues throughout the city that we need to address, and not enough
consistent street funding. The changes that were made this past year were done either with grant money or within budget, because
they were efficient, inexpensive changes. We will continue to make those types of improvements in the coming year, but we also
need to have some significant discussions regarding city street funding.
Parks
I want to thank Ken Knoch and his team, Jed Solomon and our new Recreation Director, Randal Miller for a great year. The
McCowin parking lot changes have been very beneficial, and the Quail Ridge walking path is a very nice addition to that park. I
am looking forward to doing making similar, and long -overdue changes to Woodland Hills Park this year, which will help with
parking, amenities and traffic flow. I also want to see us complete what would be the longest stretch of walk/bike path in the city,
from the Woodland Hills neighborhood north along the canal and railroad right-of-way to 171 Street. This would provide a nice
backbone for the city as we move forward with additional walk/bike paths in the future.
After we address some needs at Woodland Hills, I would like to see our Parks Department shift its focus to another park that is
long -overdue for improvements, and even a name—the park that we refer to as Cabela's Park.
And, I am very pleased and grateful that the City received a $50,000 grant from Idaho Central Credit Union, which will allow us to
build in 2020 the best tennis/pickleball courts in the area at McCowin Park. We will also see sail shades and other improvements
to the area around the Ammon Pool. And I'm looking for great things from our Rec Director as we develop Ammon's recreation
programs.
Sanitation/Sewer
Now, our sanitation crew is second to none. I want to give a hearty thank you Dan Winterholler and George Rheinhart. If you
haven't seen it yet, Dan Winterholler has received some gratitude from Ammon residents for going the extra mile in his job. On
more than one occasion recently, Dan got out of his truck and walked up to a home to bring a trash bin out to the street when the
resident had forgotten to do so. On more than one occasion, in more than one neighborhood. This is the kind of service that I
know we all strive for at the City, and Dan getting caught on camera gives me an opportunity to give him some well-deserved
kudos. Thank you, Dan, for going the extra mile.
Mayor Coletti presented a Certificate of Appreciation to Winterholler.
Now, another thing that I am proud of from this last year is that when we saw that a company could provide commercial sanitation
more efficiently than we could, we made the decision to let that company take over the service. I believe that we should be that
open minded with everything that we do. I want to congratulate the city and the council for thinking outside the box.
This year, I think you will see that we have significant decisions to make with regard to sewer. The sewer plant has some major
upgrades that will need to be made. In addition, this is the year when we will need to make major adjustments regarding the future
of the structure of EIRWWA. This is the year when we move EIRWWA into the more efficient operation it needs to be.

Fire
I am so proud of our amazing fire department. We have the most efficient and effective operation of any city similar in size. They
go out of their way to serve. They are a huge asset to the city, and I am grateful. You may have noticed that the fire department
has acquired an ARF truck and another tender truck — both at no cost to the city. This year, we need to discuss future growth needs
for the fire department, especially on the east side of the city. What does our fire department look like at the start of the next
decade? That is a conversation I look forward to having in 2020.
Development
2019 has been busy for our building department. A total of 1,024 permits were issued, with 165 single family dwelling permits. I
want to say thank you to our building department for their excellent work.
There are some development challenges I would like to see us tackle in 2020. First, several years ago we had engineers look at and
develop a master plan for improvements to the original town site and Hillview and Hillsdale areas of town. It is time to review and
move that plan forward. Secondly, we have an opportunity in 2020 to further improve traffic flow by buildout of John Adams to
Hitt Road, including the John Adams bridge, buildout of Curlew to 151 Street, full improvement of 151 Street and the 151 Street
bridge. This is a big project, but I firmly believe that it can be accomplished if we continue with our plan for urban renewal in that
area. The district is ready to initiate.
In the future, it is critically important that we annex land responsibly. 17 acres were annexed into the city in 2019. I am proud that
we are leading now in how, when and if we annex, with a new Annexation Procedures Ordinance and an Annexation Analysis tool.
It is imperative that we do this not reactively, but proactively.
Internal Improvements
I would be remiss if I didn't mention some significant improvements in how the city is operating internally, due in large part to the
great work of Micah Austin, Jennifer Belfield, April Forrest, Cindy Donovan, Charlie Allen and more. We had a record year for
interest earnings on our investments. We reorganized the administrative offices, resulting in the creation of a Finance Department
and the hiring of an HR Director. We established a PTO and longevity bonus system, and implemented our first wage study in
eight years. Our building department has had another great year. The newly -created Traffic Commission has efficiently handled
all traffic -related issues. We got a new and improved website, new videos and even free videos promoting Ammon which are on
their way. We have concluded FY 2019 within budget and with a clean audit, and adopted a balanced FY 2020 budget. Our
Employee Recognition Committee has been a great internal improvement. We have had some turnover, but our new hires Tim
Hinze as enforcement officer, Tracy Bono as engineer, and Kristina Buchan as city clerk will make us better and stronger. I also
want to welcome wholeheartedly Josh Wheeler to the Council. We will really miss Brian Powell, who provided such direction and
leadership. But new ideas and a fire to improve things are good for cities, and I look forward to working with you, Josh.
Legislatively, we are looking for our state leaders to pass sales tax revenue sharing reform this year which more directly connects
sales taxes back to cities and counties to growth. And I'm sure I am missing something important, but I feel like we're on a fast
train and I'm excited for where we are heading.
In closing, Ammon will continue to lead on important issues like water conservation, fiber optics and other 2151 century changes.
Our voices matter. What we do matters. We serve our residents. We must serve them well. We have challenges ahead, may we
face them with optimism and vision. We have jobs to do, may we do them with a resolve to live up to the trust of the public for
whom we serve. This is not an easy job, but I am grateful to be doing it alongside people who I know give their heart and soul
because they believe in what we are doing. Thank you to each and every one of you. Now, let's get to work.

Bono — The Public Works staff will have snow removal completed by 8:00 p.m. tonight. It took his team thirteen hours to plow the
City.
Austin — The City received 63 calls regarding snow removal, sixty of the calls were to express concerns regarding drive ways and
three call were to compliment public works staff. Austin complimented the front office staff and Lorraine Bradley for doing a great
job handling the calls.
b. City Council Reports
Wiscombe — He is excited about the New Year and looks forward into the future with the City.
Wheeler — He asked for more information regarding the Original Town site and Hillview masterplan..He stated when he was
campaigning the residents in that area felt like they had been over looked by the City. Wheeler also asked how information was
conveyed to City residents. Discussion ensued. Mayor Coletti asked Councilmember Wheeler to bring options for communicating
information from the City to residents to the February work session.
c. Mayor Coletti's Report: The new City Clerk, Kristina Buchan will begin working on Monday.

A. CALL TO ORDER: Mayor Sean Coletti opened the meeting at 4:35 p.m. at the Ammon City Hall building located at 2135
South Ammon Road.
B. PUBLIC COMMENT:
Dana Kirkham presented to the Council her concerns regarding snow removal, Kirkham noted that perhaps the City
could set up additional fee for driveway plowing, with an option for the community to contribute to those in need. The
Council discussed issues including cost, need, and the option for a coordinated and consistent effort through privatized
removal companies. Tracy Bono noted new equipment could do the same job in less time.
Kirkham then brought forward a discussion on the potential for an Ammon City Library. Kirkham added that there is
space available near the corner of 17th and Ammon Road and encouraged the City Staff and council to discuss interest,
determine buy -in from residents, and look into the options around Library grant funding. The Council will continue to
look into Library option.
C. DISCUSSION ITEMS:
1. Report on Remote Employee Project (Bruce Patterson, IT Director):
Bruce Patterson reported on the recent trial period of remote employees in the IT Department. Patterson
reviewed the successes, holdbacks, and needs of the project. The department is continuing to assess how the

program works for employees and staff and noted that internal staff are pleased with the impact so far and
have noticed no difference in service. Patterson discussed the potential for application to other departments to
cover upcoming need needs and reviewed the potential for expanded technologies in the coming months and
items to consider as the project may expand.
Commercial Water Rates (Micah Austin, City Administrator):
Micah Austin reviewed and led a discussion of the proposed impact of implementing commercial water rates to
businesses in Ammon. Austin reminded the Council that the Water Resolution passed last year did not included
a designated commercial rate. Austin and the Council reviewed the current rates for various commercial types
and the existing fees and connections. Austin proposed two recommendations; first, to adopt the proposed
rates at an upcoming meeting, and two, to continue to gather data regarding commercial water use and make a
decision at a later date. The Council asked for additional information to be collected on users to be able to
make decision in future.
Update to the Meter Installation Plan (Tracy Bono, Public Works Director):
Tracy Bono reviewed the background of the metering process, the successes of 2019, and the plan for 2020
including those within the Metering Plan and outside that plan. Bono noted that of the planned 916 meters,
over 800 meters have been installed throughout the city including some not on the original plan. Bono
reviewed the process for installation and use of contractors and successes and setbacks along with plans for
coming year and contracts. The Council reviewed and discussed the long term plan for meter installation
throughout the City.
Review of Current Water Rate Performance (Jennifer Belfield, Finance Director):
Jennifer Belfield reviewed meter rate performance of FY2019 comparing past years and ongoing data. Belfield
noted that the performance looks to be going well and remains in the predicted ballpark of performances.
Belfield recommend that City staff and Council continue to review as more meters are installed and gather
additional data to be able to make a fair comparison to previous years and account for varying water usage
throughout the year.
5. EIRWWA Discussion:
Coletti reviewed estimated costs of ongoing use and maintenance of EIRWWA System. The Council discussed
the estimate costs related to maintenance and renovation compared to available funds within the budget.
Coletti led a discussion of the potential for a private organization interested in purchasing the system and the
impacts it would have on the system and on the city. Council agreed that they would discuss the program and
proposal in detail at future meetings.
6. Remarks:
Council President Slack reviewed a few items for consideration with City Staff and Councilmembers. Slack and
the Council asked that communication between Council, Staff, and the Mayor be kept open and consistent to
ensure all are properly informed and on the same page.

Whereas, Dr. Martin Luther King Jr. devoted his life to advancing equality, social justice, and
opportunity for all, and challenged all Americans to participate in the never-ending work of building a
more perfect union; and
Whereas, Dr. King's teachings can continue to guide and inspire us in addressing challenges in our
communities; and
Whereas, the King Holiday and Service Act, enacted in 1994, designated the King Holiday as a national
day of volunteer service; and
Whereas, since 1994 millions of Americans have been inspired by the life and work of Dr. Martin
Luther King Jr. to serve their neighbors and communities on the Martin Luther King Day; and
Whereas, serving on the Martin Luther King Jr. Day is an appropriate way to honor the principals of Dr.

PROPOSED BUDGET AMENDMENT FOR FISCAL YEAR 2018-2019 (FY 2019)
NOTICE IS HEREBY GIVEN that the City Council of the City of Ammon, Idaho, will hold a public hearing for
consideration of an amendment to the budget for the fiscal period October 1, 2018 to September 30, 2019, pursuant to
the provisions of Section 50-1002, Idaho Code. The hearing will be held at City Hall, Ammon, Idaho, at 7:00 p.m., on
January 16, 2020. All interested persons are invited to appear and show cause, if any, why such proposed

1.The Report of the City Engineer (to be presented to council as part of the discussion) shows that
the project is nearing completion and will finish within the stated parameters for the project.
2.There is some construction left to be completed. However, the closing process is projected to
take some 60 to 90 days, during which time construction is expected to be reasonably complete.
3.Upon Council acceptance of the report, direction is given to staff to provide public notice

Fiber LID No. 3 Fiber Optic System Improvements
Introduction
Fiber Optic Local Improvement District No. 3 for Ammon, Idaho (“Fiber LID No. 3”) was
formed by action of the City Council of the City (the “City Council”), by Ordinance No. 616,
adopted on January 8, 2019, duly created Fiber Optic Local Improvement District No. 3
for Ammon, Idaho (“Fiber LID No. 3”) for the purpose of acquiring, constructing and
installing certain Fiber Optic System Improvements and related appurtenances (the
“Improvements” as hereinafter described). Pursuant to the Ordinance, property owners
within Fiber LID No. 3desiring to receive installation of a fiber optic line to their property,

and thereby be benefited 0F by the Improvements, must affirmatively opt-in to incurring the
related assessment necessary to pay for the same. Only the property of those property
owners situate within the boundaries of the proposed Fiber LID No. 3 who have
specifically elected to be benefited by the Improvements will be assessed. Property
owners within the boundaries of Fiber LID No. 3 were provided the opportunity to opt-in
to receiving the benefit of the Improvements, and the resulting assessment, by completing
an Opt-In Certificate (Exhibit 1) and filing it with the City. Property owners within the
boundaries of Fiber LID No. 3 who did not opt-in will be included within Fiber LID No. 3,
but will not be assessed and will not be liable for any obligations of Fiber LID No. 3. The
total costs and expenses of the Improvements is to be borne by and assessed against

the ‘opt-in’ propertiesspecially benefited by such Improvements in proportion to the
benefits derived by such properties by said Improvements as set forth in Section 50-1707,
Idaho Code.
When Fiber LID No. 3 was formed, the per property cost and expense of the
Improvements, exclusive of costs relating to interim warrants, reserve and guarantee
funds, issuance and financing, was estimated to be in the range of $3,000 to $3,500. At
the time of the Ordinance, the City estimated that approximately 300 properties within
Fiber LIDNo. 3 would elect to receive the Improvements and be assessed. Based on this
estimate, the City projected the total cost and expenses of the proposed Improvements,
exclusive of costs relating to interim warrants, reserve and guarantee funds, issuance
andfinancing, to be in the range of $990,000to $1,155,000. In actuality, 282properties
within Fiber LID No. 3 have opted-in and the final Improvement costs, including costs of
issuance and financing, are $955,364.28or $3,387.82per property. This per property
amount, which as noted includes costs of issuance and financing, is well below the per
property estimated maximum.
Project Scope of Work
Pursuant to the Ordinance, the City authorized and ordered the following improvements
(the “Improvements”) to be constructed within Fiber LID No. 3:
A.The design, acquisition, construction and installation of fiber optic system
improvements and related appurtenances, including, but not limited to: (a) fiber
optic cable, duct, vaults, pedestals, enclosures and terminations, (b) premise
equipment, (c) remote office switch equipment and optics, and (d) installation
labor;
B.Acquisition of easements and/or rights-of-way, as necessary; and
C.Engineering, legal, accounting, costs of bond issuance, costs of interim
financing, costs of financial advice, the funding of a guarantee fund or reserve
account to secure payment of financing, and other costs incidental thereto. All
work will be performed and all materials supplied after the advertisement for bids
therefor bygiving notice calling for sealed bids for the construction of work.

More specifically, the Improvements include the following:
1.Node Improvements: Node fiber terminations and equipment additions were
required to support the additional 282 properties. Therequired improvements
included racking, power, equipment and environmental controls in order to
accommodate the additional fiber system active end points. Four geographically
distinct nodes required improvements as part of the Project. The Central Office
(CO) required additional equipment and ports in order to improve node to node
connectivity. The Bridgewater node required an additional 144 terminations and
82 access ports to connect the ‘opted in’ properties in the subdivision. The
Founder’s Pointe node required an additional 72 terminations and 34 access ports
to connect the ‘opted in’ properties in the Hawke’s Landing subdivision. The Eagle
Pointe node required an additional 432 terminations and 121 access ports to
connect the ‘opted in’ propertiesin the Centennial Ranch subdivision. The Jennie
Jean Estates node required an additional 144 terminations and 45 access ports to
connect the ‘opted in’ properties in the Jennie Jean Estates subdivision.
2.Fiber Optic Infrastructure Construction: Each ‘opted in’ property required the
construction of both a duct and fiber path in order to carry the light frequency
signals from the access ports to the individual properties. Constructing these fiber
optic paths includes boring, trenching and excavating to install duct, vaults,
pedestals, cables, hardened multi-service terminations, drop cables and other
necessary components. Mainline cables with counts of 1728, 864, 432, 288 and
144 fibers were installed from node locations along arterial roadways leading into
the LID properties with a single fiber being terminated in an outdoor enclosure on
the side of every ‘opted in’ dwelling.
3.Private Property Installation: As part of the fiber optic infrastructure construction,
a drop duct populated with a drop fiber was installed across the private property
terminating in an outdoor enclosure under the property owner’s direction as noted
above. From the termination location, the property owner was provided with indoor
equipment and an appropriate indoor fiber jumper to install from the outdoor
enclosure to the desired location for the indoor equipment.

These Improvements were constructed and installed for the ‘opted-in’ properties within
Fiber LID No. 3. The Fiber LID No. 3 boundary map (Exhibit 2) and the Fiber LID No. 3
Roll (Exhibit 3) identify the properties within Fiber LID No. 3 and indicate which properties
‘opted-in’ and which properties did not.
Cost Accounting
A final projected Improvement cost summary is attached (Exhibit 4), which provides in
detail the totalfinal net Improvement costs by category and the dollar amounts of the
same payable from assessments.
Fiber LID No. 2 Assessments
Assessments which are not prepaid by property owners within a 30 day prepayment
period will be deferred to twenty (20) annualinstallments which will repay a twenty (20)
year bond. The amortized assessments paid under the installment method will pay
interest at the rate of interest on thelocal improvement district bonds to be issued to
finance the Improvements, which could be up to five percent (5%).
Method of Assessment
The assessments are based on a benefits derived method as set forth in Idaho Code
Section 50-1707. The method determines assessments based on receiving the benefit
of the Improvements. A property receives anassessment if it received a fiber optic
installation. On the other hand, if a property did not receive a fiber optic installation, it
receives no assessment. As the benefit of the Improvements is equal among assessed
properties, the assessment is likewise equal.
Calculation of Fiber LID No. 3 Assessments and Project Funding
The assessment per property is calculated by dividing the total Improvement costs by the
number of properties receiving the benefit of the Improvements. Final all-in Improvement
costs, including costs of issuance and financing, are $955,364.28with 282properties

receiving the benefit, for an assessment of $3,387.82per ‘opted-in’ property. All of the
Improvement costs are paid by the assessments.
Limitations on Assessments
Idaho Code limits the principal amount of all outstanding local improvement district
assessments to an amount not to exceed the actual value of the property being assessed.
The Engineer has compared the local improvement district assessments, including the
Fiber LID No. 3 assessment, against the current Bonneville County Assessor’s records
for market value of each parcel, and it was found that all local improvement district
assessments are lower than the County assessed value.
Changes within the LID
Since the formation of Fiber LID No.3 in 2019, there have not been any parcel changes
affecting the LID. Some properties have changed ownership in that time. As part of
finalizing the roll, the City has contacted any new property owners within Fiber LID No. 3
toclarify the owner’s desire to receive the benefit, and related assessment, or not. The
final Fiber LID No. 3 Roll (Exhibit 3) reflects any necessary adjustments identified as part
of this process.
Payment of LID Assessments
As provided by chapter 17, Title 50, Idaho Code (the “LID Code”), each property owner
which is assessed may either elect to pay the assessment in full within 30 days of
confirmation of the assessment roll without any interest or penalty, or may defer payment
to annual amortized installments of principal plus interest.
Any property owner who does not pay their assessment in full within a 30 day prepayment
period will be deferred to twenty (20) annual installments which will repay a twenty (20)
year bond. In the event a property owner should choose to pay their assessment in full
after the 30 day prepayment period, the amount due shall include the remaining principal,
penalties, all interest due on the principal and penalties plus additional interest from the

date of the last annual payment due to one (1) year after the next interest date of the
bond, as provided in the LID Code (IC 50-1715).

NOTICE IS HEREBY GIVEN that on February 20, 2020, at 7:00 p.m., in the City
Council Chambers at City Hall located at 2135 South Ammon Road, Ammon, Idaho, the City
will

oral objections to the assessment roll by owners of property within Fiber LID No. 3. Written
objections received by 4:00 p.m. on February 20, 2020will be read into the record for
consideration by the City Council.
The assessment roll is on file in the office of the Clerk of the City, and is available for
inspection by the public during regular office hours.
At the hearing, the City Council will hear and determine all objections to the regularity of
the proceedings in making such assessments, the correctness of assessments, and the amount levied
on particularlots or parcels in relation to the benefits accruing thereon and in relation to the proper
proportionate share of the total cost of the improvements.
Each owner of property within Fiber LID No. 3is hereby further notified that in revising
the assessment roll at or after the hearing, the City Council may, pursuant to Section 50-1714,
Idaho Code, increase any assessment or assessments up to twenty percent (20%) of the original
amount thereof without giving further notice and holding a new hearing thereon.
