The Pledge of Allegiance to the Flag was directed by Mayor Ard, and the invocation
was offered by Councilmember Bean. There was not a quorum of the City Council
present so the agenda items were discussed, but no official action was taken.
Paul Roth presented a proposal to operate a concession stand at the Ammon Swimming
Pool for the 1996 summer season to open during the week of May 6 and to close
August 17, 1996. Action on the proposal was deferred until Council Meeting on
Thursday, March 7, 1996.

and goals.

Mayor Ard expressed appreciation to the Fire Department and the Auxiliary for their
service to the community. He pointed out that the department has been organized
with a chain of command. The City Council recognizes this chain of command and
the volunteers should also honor it. When Fire Chief Smith is not available, the
First Assistant Clarence Nelson is in charge. During the time Chief Smith is
absent for health reasons, major decisions should go through Councilmember Bohn,
First Assistant Nelson, and Fire Marshal Farrow.
Counci1member Bohn introduced a Citizens Committee that she has asked to provide
input for the Fire Department. Don Adams is Chairman and Kent Woods is Vice
Chairman. These individuals are interested in what is best for Ammon.
The planned Fire Department Quarterly Newsletter was discussed. This is primarily
a Fire Department publication, but space should be available to get other important
news out to the community.
Bids were advertised for a new well, but only one bid was received from Andrews
Well Drilling. It was more than the amount estimated. No action was taken until
the whole City Council has the opportunity for review.

Boy Scouts were welcomed, and each stated his name and his purpose for attending
City Council Meeting.
Reports: David Wadsworth reported for the Public Works Department. The flashing
lights have been installed on First Street, and they are in operation three times
per day to alert motorists to the Tie Breaker School zone. Dumpsters are being
constructed, and three of them will be placed at the Palisades Park Apartment
complex. Storage shelves for the new City Building are also under construction.

Attorney Anderson reported on the agreement for the First Street waterline
extension. Robert Suitter has signed the agreement but the other two parties
involved are findingre.asons to amend or modify. It is about to the point Attorney
Anderson would like to investigate an L.I.D. to conclude the matter. The Council
expressed willingness to pursue an L.I.D. if cooperation is not obtained. Cantlon
Properties has sent for signature an Easement, Dedication and Acceptance of
Utilities Agreement for Ammon Town Center. Attorney Anderson would like to examine
the easement agreement more thoroughly before authorizing the Mayor to sign it.
Councilmember Bohn met with Bonneville County Sheriff Stommel and Captain Campbell.
They had a good discussion about what the County does for Ammon. They promised
better reports, better coverage, and agreed to work on citizen concerns. It was
a beneficial meeting, and they are willing to work with us. The Citizens Committee
will work to see that things go well with the Fire Department. Councilmember Bohn
inquired about involvement with emergency preparedness. Ammon is included in the
Bonneville County program.
Engineer Benton discussed details regarding drilling a new well. The discussion
will be continued when there is a complete Council.
Nolan Getsinger expressed his opinions regarding safe drinking water.
Claims were approved. Mayor Ard adjourned the meeting at 8:55 P.M.
