Approval of bid for reconstruction of tennis courts at McCowin Park

Recommendation
-Staff recommends approval of the bid submitted by Tennis and Track Company.
Summary of Analysis
1.Pursuant to Idaho Code § 67-2805(3) any public agency considering a public works construction
project of greater than $200,000 in value must follow a formal bidding process to select an
appropriate contract for the project. This process requires publishing the RFP in the newspaper on
two occasions at least one week prior to the bid opening. After receiving all bids, the requirement
is to accept the low bid.
2.On November 8, 2019, the RFP for the tennis court reconstruction was issued to the public. The
RFP was published in the newspaper on November 10 and November 17. The RFP is Attachment 1
to this Staff Report.
3.The deadline to submit a bid for the project was December 11, 2019 at 5:00 pm
4.By the deadline, two companies had submitted bids accordingly:
Tennis and Track Company: $190,683.00
CR Clark Construction: $220,000.00
5.Both company meet all the criteria established in the RFP.
6.Staff recommends selecting Tennis and Track Company as the low bidder on the project,
according to Idaho Code § 67-2805(3).
Financial Impact
-If approved, the City Council is committing to a project cost of at least $190,683.00 for a full
reconstruction of the tennis courts at McCowin Park. The project would be paid from the
following line items as follows:
o 70-470-700 - $30,000; allocated for the tennis courts
o 70-470-675- $150,000; allocated for the active living park and will not be used
o 70-470-700- $10,683+ ; required from other capital projects.
-$53,250 has been donated to date for this project as follows:
o$50,000 has been donated from Idaho Central Credit Union (ICCU)
o$2,000 has been donated from Eagle Rock Sanitation
o$1,000 has been donated from Keller Associates
o$250 has been donated from Citizens Community Bank
-These donations are not reflected in the budget.
