LID #2 closing process and LID #3 opening process items

Recommendation
-Dispose of any objections, then approve and confirm the assessment for LID #2
-Discuss initiation of LID#3 and authorize public notice process to start creation
Summary of Analysis
LID #2:
-Resolution 2018-015R – this is a public hearing to hear and address any objections from
property owners in the district. Any complaints need to be heard and because of the timeline,
we hope to address any objections and dispense with them the same night. We have two
exhibits that need to be created as part of the hearing.
p Exhibit A will detail any objections presented
p Exhibit B will detail how Council will dispose of such objections
NOTE: This must be done in order to move to adopting the assessment ordinance.
-Ordinance 615 and Summary – Adopting this ordinance will set the properties being assessed,
the amount, and annual payment date. It marks the 30 day appeal period start and requires a
second public notification process.
NOTE: The City is closing LID #2 at this time in order to lock in a more favorable interest rate for
the assessed properties. This is why we are doing both of the prior steps in a single meeting.
We hope to have the majority of the participating properties complete by the end of January.
LID #3:
-Resolution 2018-016R – This resolution initiates the formation of Fiber LID #3. The boundaries
are provided and will be reviewed with Council at the meeting, along with projected adoption
rates and costs. Staff recommends adoption.
-Resolution 2018-017R – This resolution is the public declaration of the city’s intention to create
LID #3 and starts the public notice process. It sets the public hearing date for property owners

from the district to protest or comment as part of the January 3 city council meeting.
Impact
-LID #2 assessment amounts are set and the closing process can commence.
-LID #3 is officially announced and a public hearing to hear from those residents is set.
Specific motions will be needed to approve each resolution and ordinance as they are presented.
