CITY COUNCIL AMENDED AGENDA – WORK SESSION

ACTIONS ITEMS:
1.Memorandum of Understanding – Syringa Line Locations (Mayor Ard/Bruce P.)*Bruce

2.Memorandum of Understanding – Entry Point Technology (Mayor Ard/Bruce P.)*
Bean explained that there was some changes made per Scott and showed the Council.
Bean said this will not force the Council into the…. But gives them the right to accept or
not. Powell motion to accept. Bean seconded. PBWK

3.Ammon Days/Wedding Move Expenses (Leslie)*July 7 was the payment. Deborah
Clapp, 2210 Dove Dive, ….. they took the bride and groom over to Peterson Park
and requested the Council help bride has Melanoma so she can’t be in the sun and they
have worked hard for a shelter since the deadline is so late. Tent $570 postage was $308
and invitations are $150, black iron backdrop $150. Bean total is $1178. Powell asked
if they were ok by the bride and groom. Mrs. Clapp said the bride and groom are. Bean
explained the letter was not a ….email. This is an unfortunate situation but the City is
trying to do what they can. Leslie stated that since this was known we have been very
progressive to settle this situation. Bean motioned to approve $1200 for restitution for
the wedding. Bean amended the motion to be up to $1500 which includes the banner.

4.Change Order #1 - Sunnyside/Crowley Sewer Line (Lance)* Lance stated that he
has tried to coordinate with the County to explain the road reconstruction situation. He
explained that Scott Hall had an idea of the County participating with labor to help with
the project. The County cannot hold us to anything but a patch back and cannot
participate in the road reconstruction. Kirkham said …………….. Lance said…..
…….. Powell asked for the pros and cons. Lance said he feels the road will fail in
2-3 years and rutting. It is a County Road. The County will hold us responsible for one
year. Ron said it is the logical way for the City to go but he has already had interest.
Ron said for $136,000 is cheap to get the road done. We have already had one
annexation request to annex in this section of road with the sewer and water there are
properties wanting to come in now. Kirkham said she agrees with you but its $136,000
for a road that isn’t ours and should we use it on a road that is ours. Waite asked if the
property annexes wouldn’t they be required to do the road. Bean motioned to patch the
road and not approve change order Powell seconded BPKW

5.Change Order #2 - 45 Street Waterline Transmission (Lance)*

BEFORE THE SCHEDULED MEETING TO ARRANGE ASSISTANCE
DISCUSSION ITEMS:
1.Ray Ellis public works and asked the Council to clarify the garbage policy. Constituents
are constantly calling and it is becoming an ever worsening problem. Lance said
it is pretty clear what the rules are. Bean asked if Ray and Lance needs to discuss
this. Lance said they will talk and he will bring it back to Council if needed.
Kirkham said isn’t this part of the public works director’s job. Bean said maybe
he has a different view of the chain of command. Kirkham said she thinks he is
right but if there was a problem when Bill was here then they would come here.
Kirkham feels this was handled poorly. Ray gets a report every morning and
today they have turned ugly. Lance said he has told Ammon to be careful and not
damage cars, etc.
