P1ann'ing a~dZoning' Commission: A Public Hearing on re-zoning property on
the north side of 17th Street relative to a proposal to locate a rest home there
is scheduled for Tuesday, March 16, 7:30 P. M., with the hearing on this subject
to be held before the City Council immediately following at 8:00 P. M. The City
Officials have not heard of any opposition to this request.
City Clerk: As suggested by Mayor Wehmann, City Clerk Deon Hemingway informed
the Council that the policy of making a $5. 00 charge when water is shut off due to
delinquent accounts will be replaced with the procedure provided for in the City
Code of charging a.$2. 00 fee whenever a service trip is made for the purpose of
iisconnecting for non-payment, even though an actual disconnect may not occur.
(Section 4-3-33) Notices to this effect will be sent with the delinquent bills. The
Clerk also provided Attorney Smith with a list of names and last-known addresses
of former residents who have moved during the past several months leaving an
unpaid balance on their accounts, with the intent that the Attorney will file for
collection in the small claims court.
The matter of establishing a policy for mileage, room, and meal expenses when
officials travel on city business was discussed briefly. Councilman Anderson
reported that no definite policy had been set in the past. Mayor Wehmann indicated
that a study will be made and a standard rate established.
Councilman Lee moved to adjourn at 10:50 P. M. ; seconded by Councilwoman Dille.
Claims were approved for payment prior to the opening of the meeting.

The meeting was conducted by Mayor Wehmann, who introduced County Engineer
Robert Gray, also designated as Project Engine-er for the 17th Street Improvement
Project. Mr. Gray displayed a drawing and reviewed .some of the plan details
pertaining to width, sidewalks, street lights, storm sewer already completed,
finished t raffic.lanes, etc.
