We have et prior to this and discussed concerning the project and what can be done,
reviewed rograms, etc. As you recall, the project as proposed in previous planning
included 11 the area through Ammon, Lincoln, and Iona, with Phase I and Phase II.
We have iscussed with the council regarding how this should be handled, whether it
should be a district, and have talked with HUD and FHA regarding that today. This is ~
quite an i portant decision as to how it should be handled as far as which unit of
governm t should handle it. We are primarily interested in hearing what can be done
between UD and FHA. 'I

We are c ncerned reference to planning. COG has been certified--if interceptor line
or main t unk line needed in this area, COG would have to say. In talking about a
joint proj ct between HUD and FHA, HUD could assist in areas of over 2500. We
honestly eel you would not reach 5500 population in the next 3 to 5 years as normally
required. We would like to get more involved with FHA. Why not a joint project where
HUD sup ies a grant up to $500,000 and FHA supplies the loan and local share of the
grant? here is some merit in going to a district as opposed to Ammon alone. The
most pop lar way of financing would be Revenue Bonds --could go with General Obligation
Bonds. an assist to 50% of construction cost and acquisition of land, but not engineer-
ing costs (however, would look to see if this in line). One thing definite - -fund major
trunk !in s, not lateral lines (lines from house out to street or to collect sewage only
from hou es on a particular street--called local lateral). If collects from more than
one stree forming a Y, can fund from there or based on land-use plan showing that
line coul be extended in the future based upon future growth. We find that there has
not been at much planning here at the local level. Do you have an adopted land-use
plan? C not approve grant until you have a land-use plan adopted by the City Council;
until you ave a formal zoning plan adopted by the City Council. For instance, if going
to put in 20-inch sewer line, does land-use plan justify that size, etc.? Take a hard
look at t s and formally adopt what is wanted in terms of land use and zoning.
