Minutes of the Regular Meeting of the Mayor and City Council.
The meeting was called to order by Mayor Keith C. Turnbow at 8:05 P. M. with
the following City officials present:

Attorney Joe Anderson arrived at 9:15 P. M.
Others present were A. W. (Bill) Brunt and R. M. (Rick) Richards.

Minutes of the special meeting held August 17, 1970, and minutes of the regular
meeting held August 24, 1970, were read and approved.

Mayor Turnbow asked Mr. Brunt and Mr. Richards to review the plans and FHA
requirements for their proposed Eastgate Mobile Village. As an introduction,
Mr. Bentoh showed some s.hliesof the type of trailer court proposed taken re~
cently in Boise, after which the plans showing streets, service buildings, water-
lines, sewage lines, etc., were inspected in detail. Mr. Brunt explained that the
FHA required that the water line be on private property as shown in the plans, but
an easemeht could be granted for City maintenance access if desirable. Approxi-
mately 550 feet has been left for other types of expansion between the existing stores
in the Eastgate shopping area and the trailerhome area. Utilities are to be under-
groung. There are 85 spaces on the plan, but there will be 89 used for a time until
right-of-way for the street is needed. A chain link fence is planned with the ditch
and Sand Creek outside. There will be ample room left for adjoining property
owners to maintain the ditch, etc. The sewer system will be shallow into a pum p
station then pulled by graviwinto the City of Idaho Falls system. Surface drainage
and sidewallks are in the plan. Rick Richards is. to be manager of the trailer park.
Only mf>delrn self-contained mobile homes btill be accepted. One-third of the
s paces.wi1~ allow for 24 to 26 foot trailers. There will be two parking spaces for
each lot w*h. visitor parking on one side of the street. The trailer spaces will
alsraysbe ireintal urtits, and landscaping is planned. Every trailer home must have
skirts. Tltle renters must sign an agreement to water and maintain the lots. Gar-
bage pick-up will.be from the curbs as in other parts of the City. Both gas and
electric heating is planned for, probably with designated areas for each. The
waterline under City maintenance will all be cast iron and the waterline on private
property will be out of the street area. The paved street will be 24 feet wide, and
each uDitt will have a cement patio and an asphalt driveway. There was considerable
discussion'regarding the failure of the plans to meet the requirements for play-
groundandl r'ecreattLon area. It was shown that, instead of extra space for this
purpose, t~e.plans included a pa,rking compound as recommended by the FHA for
parking boats, campers, extra cars, etc.; and the council agreed to approve this
recornmendaition. Mayor Turnbow suggested to Mr. Brunt that, if cable TV for the
area was qeilng considered, it should be put in during the construction time while
the trench~sl will be open.
After this thorough .consideration of the plans as indicated, Councilman Swensen
moved that the plans as presented by Mr. Brunt be accepted. Councilman
Richardsorl. seconded, then moved to amend the motion to the effect that all
utilities bel under8round, that an easement' be granted on the north side of the
proposed Sallmon Street extension for a water line and permission granted to the
City to hook onto this waterline at the western boundary, that a deed be placed in
escrow for the Salmon Street extension to the agent designated by the City, and
that all details shown on the plans be implemented.
Voting on the amendment: Swensen, yes; Richardson, yes; Anderson, yes;
Davidson, !yes. Amendment carried. Voting on the motion as amended: Swensen,
yes; Richardson, yes; Anderson, yes: Davidson, yes. Motion carried.
Attorney Anderson was instructed ,to draw up the deed mentioned to be placed in
escrow with the Land Title Company.
