Minutes of the Ammon City Council was held February 16, 1970. at
the Ammon City Hall. Meeting commenced at 7:30 P. M. Prayer by C.
Turnbow. Those present were Mayor Kershaw, C. Turnbow, C. Ander-
son, C. Swensen, Also present were Attorney Joe Anderson, and City
Engineer Dave Benton. Fire Chief Marvin McGary and C. Richardson,
arrived at 7 :41 P. M. Visiting were Mel Brown and his Assistant from
the Mel Brown Company. Mr. Gilchrist was present, and made a com-
plaint about horses in the area of his home. He also complained of the
many dogs 'running loose throughout the City. Mr. Allan Hemingway was
also present and also expressed his objections to the problems presented
by the neighbors who were keeping horses and dogs.
Mayor Kershaw asked Mel Brown to explain what was done by his
organization in making a water study of the cities and their water sys
terns. Mr. A. ;m. Brunt arrived at 8:30 P. M.

Mr. Lavell Purser, representing the "Burns Mullen Insurance Agency"
also arrived at 8: 30 P. M. Mr. Purser explained the City's Group Insurance
Plan, for the regular employees. After a thorough study of the Group Plan
for the City, Mr. Purser recommended that the City stay with their present
Group Insurance. He then went ahead to explain all the other Insurance Pro-
tection the City was covered with.

Mayor Kershaw asked Mr. Brunt to present his latest plan for a
trailer park, south of Eastgate Shopping Center. Mr. Brunt responded
by explaining in detail his new plan for his Trailer Court. After a thorough
discussion of Mr. Brunt's proposal, Mayor Kershaw asked the Council
what they would like to do. It was the feeling of the group that they should'
put off a discussion until the following morning.
C. Swensen made a motion that the Council meet on Tuesday, Feb. 24th
for the purpose of making a decision on Mr. Brunt's proposal. Seconded
by C. Turnbow. Clerk Bunnell called a vote and all were in favor.
C. Richardson made a motion that Otto Meng be allowed to build a
proposed garage and shed, on his property on Meadow Lane. Seconded by
C. Swensen. Clerk Bunnell called for a vote and all were in favor. Mayor
Kershaw read a letter from Reed Moss requesting a "frost-free hydrant I ,
be placed on Leonard Eddington's property, at no charge to the owner.
Seconded by C. Turnbow. Clerk Bunnell called a vote and all were in favor.
A 5% Cost of Living raise was granted to Jesse E. Bunnell, Lavern
Williams, & Franklin O. Ricks. Mayor Kershaw stated that he had a bid of
$1400.00 for a new roof on the City Building, and the Council was in favor
of going ahead with this project, as soon as the weather allows. It was
brought out that the Sump Pumps were not being cleaned often enough.

A petition was read by C. Anderson from the residents, that they be
granted water service in the Jennie Jean Addition for $5.00 per month, or
$6.00 per month for water & garbage collection. C. Swensen made a motion
that Attorney Joe Anderson write a letter to the petitioners of the Jennie
Jean Addition stating that the "Minutes of October 27, 1911" be upheld, and
that any family moving into the system would be charged $5. 50 per month,
as before decided on. Seconded by C. Turnbow. Clerk Bunnell was direct-
ed to call a vote and all voted in favor.
A Budget Hearing was set for March 16, 1970. C. Turnbow made a mot-
ion that the City Clerk write letters to all those delinquent on L. I. D. #1, #2,
#3, & #4, and giving them 30 days to pay. Seconded by C. Anderson. The
Clerk took a vote and all voted in favor.
