CITY OF AMMON
MINUTES OF A REGULAR MEETING OF THE MAYOR AND COUNCIL
OF THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO
December 16, 1968
The Mayor, and Council of the City of Ammon, Bonneville County,
Idaho, met in a regular session at the City Hall in the City of
Ammon on December 16, 1968, at 8:00 o'clock p.m. Mayor Richardson
presided at the meeting. Opening prayer was offered by Councilman
Turnbow. There were present upon roll call, the following:

Leo Heer, Councilman
Keith Turnbow, Councilman
Absent -
George Wehman
Also present were city Attorney, W. Joe Anderson, Acting Fire
Chief, Marvin McGary, LaVerne Williams, Maintenance, and Lloyd Cousins,
Assistance Maintenance Supervisor, Police Chief, Franklin Ricks, and
Clerk, Jesse E. Bunnell.
The painting of the fire house was again discussed but no decision
reached.
Mayor Richardson reported that well number 3 was back in operation
but that well number 2 was out of operation with a broken shaft to be
repaired soon.
The Mayor asked Vern Williams if the proper sanding had been done
on the streets, with the reply that it had.
Mayor~ichardson announceg that. there would be a Newsletter for
Christmas and that he wou~d w~tte the message from the City. Councilman
Heer stated that he would write the information about putting up house
numbers and also the danger of riding bicycles on slick roads and also.
the danger of children hanging onto moving autos and school buses.
The Mayor announced theEe would be an auction of 5 unclaimed bicycles
Thursday, December 19, at 4:00 p.m. and that he had requested the City
Attorney to give proper publication and notice of the sale of said unc~aimed
bicycles, which had been done.
The matter of the citizens who had failed to buy 1968 dog tags was
discussed. Councilman Heer was asked to make some determination as to
the procedure on this and he agreed to write a notice in the Newsletter
concerning the responsibility of obtaining such licenses.
. Councilman Heer stated that he favored supporti~action at the up-
coming AIC meeting to the end of taxing seasonable laborers, taxing
vehicle registration and also alcoholic beverages for the benefit of
the City.
The Mayor stated that there was considerable effort being expended
to cause all remaining cities in Idaho without sewer systems to plan
for and install adequate sewer and sewage disposal systems.
Councilman Heer submitted his tentative proposed budget for the
Police Department for 1969.
Councilman Turnbow stated that it was felt that the garbage dump
east of the City may be used for a time yet until final plans are com-
pleted by Bonneville County for relocation. Councilman Turnbow also
stated that it was estimated 25 percent of the cars on the road would
not be licensed in 1969. The City Attorney, Anderson, stated that there
was a claim ,presented for payment by Kennaday paving of the contract
amountciIi the L.I.D. No~ 4 and that the final billing had come to
