Minutes of a Special meeting of the Mayor and Council of the City of
Ammon held in the Council chambers Monday January 22, 1968. Mayor
Richardson presided and conducted the meeting. Prayer was offered by
Councilman Keith Turnbow.

Mayor Richardson announced that the purpose of the meeting was to work
up a budget for the year 1968. Present at the meeting were Mayor
Richardson Councilmen Wehmann, Heer Southwick and ~urnbow and City
attorney Joe Anderson. City Engineer David E. Be~ton. maintenance Supt
Lavern Williams and Clerk Jesse E. Bunnell. An iUterim appropriation
ordinance No. 81 was introduced by Mayor Richardson to provide for
payment of expenses and salaries during the 1968 fiscal year prior to
passage of the annual appropriation budget ordinance. Councilman Heer
made a motion that the Council adopt the proposed ordinance. Council-
man Southwick seconded the motion. The Clerk was directed to take a
vote, which he did, and all voted "Aye" to the proposal. Mayor Richardson
proposed that Lavern Williams and Jesse Bunnell be granted a wage in-
crease of 5% beginning January 1st, 1968. All the Councilmen agreed to
the proposal. It was decided by the Mayor and Council to hire another
full-time man to assist Lavern Williams in City maintenance, etc.
Mayor Richardson asked Councilman Heer to report on the ligrary studJl
for the City. Councilman Heer reported that he had explored variouB
arrangements to provide the residents of Arrnnon with library facilities.
He stated there were two alternatives that seemed feasible - namely to
make a contract with Idaho Falls to pay them a fee for the use of the.ir
library or to make arrangements for a B&okmobile. Mayor Richardson
requested Councilman Southwick to explore the possibilities of having
a master plan for the water system for the City developed, which he
..greed to do. Mayor Richardson suggested that he. Councilman Southwick
and Councilman Wehmann go to the Councy commissioners and see whether or
not they will help with remodeling the bridge on the Ammon road. It was
agreed to do as the Mayor had suggested. It was agreed to have another
street light installed at Georgia lane and Ammon-Lincoln road.
The proposed Budget for the year 1968 was estimated to be $98,802 and
the Budget hearing meeting was scheduled for Febraary 19. 1968.
A motion was made by Councilman Heer and seconded by Councilman Turnbow
that the proposed Budget of $98,802 be adopted and that the mill levy
be raised to 17 mills for the year 1968. The Clerk was directed to call
for a vote on the motion. which he did. and all Councilmen voted "Aye".
Mayor Richardson declared the meeting adjourned at 10:15 PM.
