Minutes of a Special Protest meeting to proposed Local Improvement
District No. 4 held in the City Council Chambe~s Sept. 6th, 1967 at
7:30 p m.
Mayor Melvin Richardson presided and condueted. Other City Officials
present included Councilmen Wehmann, Brown, Heer and Southwick. AZAlso
present were City Attorney Joe Anderson, City Engineer David Benton
City Clerk Jesse El Bunnell and 25 interested residBBts from South
Ross and Meadow Lanv.

Mayor Richardson stated that the purpose of the meeting was to determine
whether or not the residents on South Ross and Meadow Lane were in
favor of going ahead and paving these two streets. This proposed
improvement would be known as Local Improvement District No.4. It
was stated by the Mayor that the proposition could be defeated by a
majority of the City Council voting against it or in the event that
over 50% of the property owners were aga.inst it then it would be put
to a vote by the interested property owners. It was recommended by
Dave Benton that there be 24 ft. asphalt paving but not less th~
20 ft. Arnold Wadsworth stated he still owns a 5 ft. strip along
the ea.a~ side of Ross Ave. Mr. Benton stated the assessments were
bases on actual cost plus 15 to 20% for extra expenses involved.
Approximate cost of So Ross $17,250. The eost per foot depends onf
street width. For 24 ft width cost would be approximately $4.25 per
ft on each side of street. The cost to property owners could be paid
in cash of over a ten year period with interest at 5%. Richard Ricks
stated there was a 12 ft strip west of his property which he did not
own which bordered So. Ross. Mr. Benton stated that this matter would
have to be investigated to see who did own this land. Amold Wads-
worth 'stated that he would deed any land along the east side of So :Ross
tOt.he City. Mayor Richardson stated that in the event that the
Malben Jones property lying east of So. RosS) is developed Chater ~

on the present property owners may be rembursed for part of the cost
oC~he:-proposed improyement. Mayor Richardson assured the residents
pres.nt that the City would maintain the street after it was sone.
Mayor Richardson asked thos~ pres.nt if there were any protests to the
proposed LID for So Ross. No one made any protest so the Mayor- aBked
The City Dlerk to call for a vote of the Councilmen as to whether or
not they were in favor of approving the LID for So Ross. All the
Councilmen voted in favor of approving the LID.

Mayor Richardson excused at this time those property owners present from
So Ross Avenue. He then led the discussion concerning putting curbs
and gutters and paving with asphalt the one block of Meadow Lane from
g,unnyside Road to MoChen Street. Mr. Bentdm recommended a two and one
half foot walk on each side of street with curbs and gutters and a 28
foot width asphaltic road. On this basis the cost per foot frontage
on each side of street would be'approximately $7.40 per foot. It was
stated by Mayor Richardson that the culvert at the north end of Meadow
Lane would have to be replaced at the expemle of the property owners
on Meadow lane and that a new I.JK four inch water line would be in-
stalled by the City before the street was improved. C. Wehmann pro-
posed that the resolution before the City Council be amended so as to
make it clear that residents on Meadow Lane were to pay only for their
improvements and that those on So. Ross weree to pay for their improve-
ment.. This was done. It was pointed out by Mayor Richardson that
any property owner on Meadow Lane or So. Ross could have dreveways laid
at their own expense. Mayor asked for any furthe~ questions and there
were none so he asked if there were any protests and there we~e none
at this time. Everyone agreed at this time to go ahead with the pro-
posed LID No.4 for Meadow Lane. Mayor Richardson asked the Clerk to
take a vote of the Councilmen, which he did, and they all voted Aye to
adopt the Resolution to proceed with Local Improvement District No.4
for Meadow Lane.
The meeting was adjourned at 1030 P M by Mayor Richardson.
