John Miller Call to Order: Micah Austin, City Administrator The meeting was called to order at 9:02 a.m. by City Administrator Micah Austin. Minutes: September 11, 2024 -Approved m/s Jones/Donovan to approve the minutes Action Items: Eagle Drive - Closure of Bridge Given the number of residents present to discuss the Eagle Drive bridge, Micah Austin adjusted the agenda to review it first. Austin gave a short introduction noting that traffic studies had been done in the area by an engineering firm that confirmed a multitude of cars went through the neighborhood. Austin recounted the history of the situation highlighting the involvement of the City and petitions presented by the residents in the area. Austin opened up the floor for those present to discuss and asked that comments be made in favor of closing the bridge, neutral, and against closing the bridge. In favor of closing the bridge: Steven Barton, 2705 Sawtooth St - Presented a petition and data to the board. Of the 70% of the neighborhood that was contacted 76% of the residents were in favor of closing the Eagle Bridge. LaVona Borg, 1855 Falcon Dr - Residents are impacted by vehicles in the area. They cause harmful fumes, safety issues, and they are unable to exit their homes. Misty Stumpp, 2830 Salmon St - Vehicles are being parked on the sidewalks to avoid getting hit, forcing residents to walk in the street which becomes dangerous. Preston Lockyer, 1845 Curlew Dr - The issue is speeding and the signs in the area only lessen speeds for a short distance. Officers or cameras in the area might be O; Sowb .. o 8iAo6 helpful. Roads need to be updated. Austin asked Mr. Lockyer if he was for or against closing the bridge and he said he felt both ways. Terrall Hanson, 1810 Eagle Dr, reported that he went door to door and was able to meet many of his neighbors and enjoyed the signature gathering process. He noted that most of the neighborhood agreed there was a problem even if they did not agree with closing the bridge. Aaron Deaton, 2040 Eagle Dr, people driving through are harming the neighborhood. In favor of closing the bridge to keep the neighborhood safe. Karen Williams, 1895 Eagle Dr, in favor of closing because traffic makes it difficult to enter and exit their own homes. Jen Stansberry, 1750 Curlew Dr, which is on the corner of Curlew and Sawtooth, there is too much traffic and children and residents are in danger. Michael Young, 1865 Eagle Dr, noted that traffic has increased significantly in his neighborhood in the past few years. He added that while he uses the bridge he would be glad to see it closed. Julie Yorgensen, 1925 Curlew Dr, was in favor of closing the bridge to keep children safe. She added she was a daycare provider in the area and was uncomfortable with having her children in the neighborhood. She added that she believed the City needed to put some sort of deterrent in the neighborhood so the streets were not used for further cut throughs. Rob Woodhouse, 2765 Salmon St, vehicles are routed through the neighborhood with navigational maps. Would gladly skip shortcuts to have the neighborhood back to being safe. Austin opened the floor for neutral testimony. Reed Hanson, 2025 Falcon Dr, added while he was leaning toward closing the bridge he suggested using a camera and gates instead. Austin opened the floor for opposition to closing the bridge South2135 Ammon Road, Ammon, Idaho 83406 Opposed closing the bridge: Ken Lembrich, 2640 Salmon St, was against closing the bridge and instead suggested closing Eagle Rd near Derrald Ave. He added that doing that would keep traffic on the larger roadways that can accommodate the use. Phyliss Ker, 1810 Dove Dr, noted that she believed there were other solutions instead of closing the bridge - Fix obstructed stop signs, more enforcement and speed control. She added that more enforcement would help with decreasing crime in the area as well. Leslie Folsom, 2750 Sawtooth St, believed there were other solutions. Rebuttal: Steven Barton, 2705 Sawtooth St, responded to the suggestions for other alternatives. Lavona Borg, 1855 Falcon Dr, there is a need for signs that state no exit to discourage road use. Austin closed the hearing and added that Mayor Coletti had requested a recommendation that would go forward to the City Council for final determination. Donovan - concern that those that were undecided or did not respond were close to the yes votes making the numbers very close. Austin - should consider those that did respond. Jones - similar concerns to Donovan's Sgt Miller - asked if Midway Ave was prepared to handle an additional 3000 cars that would be detoured from Eagle Dr? Bono - spoke to limiting access, especially given the opening of John Adams Pkwy. He is uncomfortable with closing the bridge without addressing traffic access from 17th St. One way access at Eagle, south only. No access through Curlew Dr. Added that Falcon Dr is set to be a right in and right out only street. Group was generally in favor of adjusting the accesses. Suggested to try it for a short period and see if it works. m/s Bono/Jones - table the bridge closure and proceed with one way access adjustments at Curlew Dr and Eagle Dr. Report to commission within the next month, pending studies. Citizen's Requests: South 2135 Ammon Road, Ammon, Idaho 83406 1. Chasewood Dr/Tie Breaker Dr - Request for Crosswalks -Sam Foit, 2905 Chasewood Dr, is requesting crosswalks, as well as speed limit and stop signs to protect kids. 2. Chasewood Dr/Tie Breaker Dr - Request for 3 -Way Stop 3. Stop signs on the private drives of Village Green Townhomes - We will work with the developer to get signs as required. 4. Chasewood Dr - Speed Limit Signs on Chasewood Dr - Bono will look into speed limit signs Commission was in favor of researching and studying the Chasewood Dr/Tie Breaker Dr area for future action. Bono would like to speak with White Pines school regarding bussing to encourage an adjustment for pick up/drop off locations. `Add traffic conditions at Chasewood Dr/Tie Breaker Dr as an action item for a future meeting. 5. Judy St/S 25th E -The For Sale sign on the property is blocking the view to safely enter the roadway. Can we get it placed farther back on the property? Sign meets required setbacks, no action to take. 6. Curtis Maughn, 3014 Madeline Dr - Something needs to be done about speeding vehicles on Tie Breaker Dr. Speed signs will go out in the area to establish what the speeds are within 24 hour counts 7. Sunnyside Rd/Hawks Landing - Trucks are going way too fast and the sound of the air brakes is overwhelming and is interfering with his working from home. He has collaborative meetings with people around the world and the noise interrupts the calls. He proposes Reduced Speed Limit signs and No Jake Brakes Allowed signs and enforcement. Don't recommend disallowing jake breaks on a hill. Limited jurisdiction. No action recommended. Street Division Updates: Misc. 1. Bono - John Adams Pkwy is open. First St is closed for bridge reconstruction. Roundabout on Derrald Ave is underway. Discussion Items: 1. Misc.
