John Miller Citizen's Requests: 1. Has a traffic study ever been done for the Fox Hollow Subdivision particularly Fennec Dr? It has not. In the future, time permitting, one could be done. Street Division Updates: Tracy Bono - The 1st St bridge is on track to open in January. The new road at Curlew Dr/ 1 st St where it is breaking off has been fixed. Work for the 17th St bridge will start in early 2025. Official detour signs will be posted according to mile grids. The detour signs need to be put out far in advance. Action Items: 1. None at this time Discussion Items: 1. Traffic modifications to Curlew Dr and Eagle Dr. Curlew Dr. is one way from the bridge going north. Eagle Dr. from the bridge is one way going south. The City wanted to study the changes. Traffic cameras are out and we are observing how it is working and we are getting feedback. Enforcement update -There have been 3 deputies on duty to enforce the one-way changes. The Eagle bridge is now a one way going out of the neighborhood and we had traffic driving over the bridge and down Curlew Dr. the wrong way. There were a lot of people not stopping at the stop sign as well. There were 120 traffic stops and a lot of citations given. Citations are $90 and are an infraction. Those stopped suggested we put up a do not enter sign since Curlew Dr is now a one way. Those using it as a cut through are frustrated. Morgan stated that in a 6 hour time frame there was a 50% reduction in traffic at Salmon St/Eagle Dr. The traffic counter will be put back up again in a few months and we will continue to study the area. Council member Fullmer asked about moving the traffic light from Curlew Dr to Midway Ave. Tracy explained that it would be too close to the light at 17th/Ammon. The arterial streets are meant to handle the traffic. ACITYOFI\1'1\, fiaon Input from the residents: Kenneth Lembrich, 2640 Salmon St -It has cut down the traffic a lot. The deputies are doing a great job. Sean Black, 1980 Falcon -All the changes are unnecessary. The problem is the bridge, close it. Landon Lively, 2389 Eagle Dr, Apt. 201 -Concerned about the safety of the new changes and how they will be enforced. Improve enforcement on the bridge. Change the timing on the traffic light at Eagle Dr/Sunnyside Rd it needs to be longer. Rob Johnston, 2715 Sawtooth St, right at the corner of Eagle Dr/Sawtooth St- People run the stop sign. Traffic has decreased to almost nothing. Micah- Jason Clapp counted 70 cars in an hour that were turning left on to Falcon Dr from 17th St. Another traffic study will be done. Lavona Borg, 1855 Falcon Dr -More people wanted the bridge closed than open. Traffic on Falcon Dr has increased a lot. She counted cars at Salmon St/Falcon Dr for 45 min. She believes 70% of the cars is cut through traffic. Appreciate defforts to fix it. Leslie Folsom, 2750 Sawtooth St. -This has lowered traffic. It worked. Susan Blakely, 2647 Salmon St- Keep the bridge a one-way, it has cut down traffic a lot. Diane Dulky, 2405 Eagle, Apt 201- It has cut down traffic but they are using the apt. driveway as a turn around. Micah explained it is private property so we can't put signs up as she requested. Debra Clapp, 2210 Dove Dr -Bridge has become a money pit. It has had study after study. Cars are coming over the bridge the wrong way and it is causing back ups. Close the bridge. Jeanette Quinton, 1980 Falcon Dr- She still has safety concerns with all the traffic. Close the bridge. Follow up comments: Leslie Folsom -When the bridge was shut it didn't stop traffic. If it is closed it will create other problems. CITYOF /\^^ on South 2.135 Ammon Road, Ammon, Idaho 83406 Ken Lembrich- Can we move the blinking speed sign to Avocet/Falcon DO Yes, we will do that. Sean Black -He uses the bridge at least 15x a day and even though it is inconvenient and he has to go another way he still wants it closed. It is better for the neighborhood to just close it. Landon Lively - Wants a way to safely cross 17th St, change traffic light so you can turn right at Curlew. Need to be able to cross 17th St safely. The Traffic Commission agreed to increase one way signage on the Eagle Dr bridge and will put the radar trailer, flashing speed signs and continue enforcement on Falcon Dr. Tracy will adjust the traffic light so it stays on longer at Eagle Dr/Sunnyside Rd. Reconsider the adjustment made to the 17th St/Curlew Rd traffic light. Post left hand turn restrictions signs on Falcon Dr. Issues: Signage at Sunnyside Rd/45th is not in the City's right-of-way. We won't be doing anything with them. Council member Fullmer would like a speed trailer on John Adams Pkwy. We can put up a device that gathers speed data on Tie Breaker Dr. Next month we will elect a new Chairperson and Vice Chairperson to serve on the Traffic Commission.
