John Miller, Morgan Stewart Minutes: April 9, 2025 -Approved and May 14, 2025 -Approved Citizen Concerns: 1. Roger Vinyard, 5328 Millcreek Ln -Speed mitigation on Millcreek Ln. -Roger - There is a lot of traffic on Millcreek Ln. Cars are not driving the speed limit. During summer the residents come out especially the kids and he is very concerned someone is going to get hurt and the City will be liable because he has brought it to our attention. He would like speed bumps, speed trailer, cameras and more enforcement. Cindy would like to put up the camera before the trailer. The Commission agreed. Millcreek is still collector. Cindy -You won't see the camera but it is there. It is a citywide issue. 2. Rachel Charles (Manager of Massage Envy)- She would like speed bumps for the drive aisle in front of Massage Envy due to speeding. Cindy- Let her know it is private property so she referred her back to the management of the parking lot. It is not within our jurisdiction but wanted to make us aware of the situation. Street Division Updates: Tracy Bono- Doing some work on Millcreek Ln. Between Clearfield Ln and Mt Baird that little street is being fixed so it will be closed off. It will put more traffic on Millcreek Ln. Cindy -So this is a good time to do the speed study on Millcreek Ln. First St bridge -Doing concrete work without closing it down. 17th St bridge -Making great progress. Could have a lane going each way and a turning lane open by June 25th. Citizen - 49th St between Ammon Rd/25th is a rollercoaster is it in a budget to fix that? Part of it is still in the county. We talked about dropping the speed to 40 mph or below Developers are still in the area. Use the Sign Up Sheet with your name and address. Aaron Deaton, 2040 Eagle Dr - Derrald Ave- (is now Knight Way) -Confusion with signs vs, the paint on the road. Tracy -It is confusing, the signal heads don't line up with the lanes. Tracy will call Idaho Falls. Action Items: Vote to close or keep open Eagle Dr bridge. He likes being able to go out of the neighborhood using the bridge but safety trumps convenience. He knows it has not been good for Avocet Dr. but traffic has been reduced drastically on Eagle Dr. People are now able to go in front of their houses to play and socialize. Cindy- cameras are up and traffic has been cut by '/. Sean Black, 1980 Falcon Dr- People are going the wrong way over the bridge. The one- way is not working. He is in favor of closing the bridge. Misty Stumpp, 2830 Salmon St, -Asked if any changes on the Eagle Dr bridge would affect the one-way on Curlew Dr. Micah- No. When will Curlew Dr from Cal Ranch be finished? Tracy- The developer who is putting the road in has talked about it being open by July or August. She lives on the corner of Curlew Dr/ Salmon St. They are in favor of closing the bridge completely and not opening the light on Curlew Dr back up. LaVona Borg, 1855 Falcon Dr -She sat at the bridge and there were a lot of cars that came and turned around at the bridge. She proposes that after the roundabout prior to Brianne Rd a Road Closed Ahead sign should be put up as a courtesy to the public. Ken Lembrich, 2640 Salmon- Agrees with LaVona on adding signage. Steven Barson, 2705 Sawtooth St. -Presented all the facts and statistics about the streets in the Hillview subdivision. Asked Cindy why she asked about the response rate of Spanish speaking households at the last Traffic Commission meeting. Cindy - Her understanding was that you didn't have anyone that spoke Spanish involved with the petition and didn't know how many Spanish speaking households there are and how that would have affected the petition on whether or not to close the bridge. He gave all the numbers pertaining to the survey and 76% want the bridge closed. He also gave the results of the study Horrock's did in 2022 that showed the only way to effectively alleviate the amount of traffic going through the neighborhood is to close the bridge. After the 17th St bridge is open they are going to press hard to get the Eagle Dr bridge closed. He has all the data and it is the only solution to alleviate the amount of traffic going through the neighborhood. After due process the one-way is not working. Clarissa -How do you know how many Spanish speaking people there are? Physical contact and determined by language barrier. There were 2 that didn't give a yes or no on closing it. Tracy is not in favor of doing anything until 17th St is open and traffic has settled down and he will have a good idea of what traffic is doing. He will have a new program that uses Bluetooth that will do a whole analysis using the data from the day before. Falcon Dr will be a right in and right out. Curlew Dr will stay as it is. We have all the data and the neighborhood support. Close it. Cindy -The study we were working on with Horrock's data was 2 yrs. old. Since that time frame there has been better solutions brought forth. We should be able to have some real time data and more data driven decisions. Tracy -The new software will be able to have different kinds of data that we can track and it will be real time data. Started looking at data 2 years ago and what we have done has drastically reduced traffic. If we shut the bridge now traffic will come down Avocet Dr. Sgt. According to multiple people we are seeing kids out, a reduction in traffic and before 17th St was closed, a reduction in citations at the bridge. That says we are doing something right. Deliberation among the Board. City Council has turned this issue back to the Commission. Micah -We have accomplished what we set out to do which is lower traffic. No change should be done today because of 17th St bridge being closed. He is ready to close the Eagle Dr bridge when the 17th St bridge is done. Original Horrocks' traffic study solution was to close the bridge. Clarissa -Wants to see real time data. She has no personal opinion without data. Cindy -Wants real time data and to see how much of traffic is residents and how much is pass through. Tracy -Reiterated the problems with shutting the bridge down. Micah made motion to close the bridge when 17th St is open. Motion died. Tracy made motion to keep the bridge open for now to look at the new data. Reevaluate in 60 days. Motion passed. Micah voted no, it is irresponsible to be ok with a safety hazard, Discussion Items: 1. Sgt. Miller brought speed analysis report for John Adams Pkwy between Tie Breaker St and Midway Ave. The trailer was there for 31 days from April 26th to May 27th. During that time 45,000 vehicles went through. The avg. approaching speed was 24 mph and the receding speed was 25 mph, which is similar to what Tracy's data had shown. Micah -No need to change anything on street. 2. Tracy- Councilmember Boyle asked about 21st St/45th East -We are still too low for a four-way stop. With current conditions a four-way stop would really back traffic up especially during peak hours. 3. Councilmember Fullmer -On Tie Breaker Rd. is data from the camera different than the speed trailer? The camera and radar that Tracy put up, that isn't visible, showed 3 mph more than the trailer. He also asked how the speed trailers worked. Sgt. Miller explained it. He asked if opening up Falcon Dr would be any help to Avocet St. Tracy -Said no. We will just leave it until 17th St is open.
