Call to Order: Cindy Donovan at 9:02 a.m.
In Attendance: Cindy Donovan, Clarissa Jones, Micah Austin, Tracy Bono, Sgt. Miller

Citizens' Requests:
1. Tracy had a call from a resident on Avocet Dr that would prefer to have the
Eagle Dr bridge open but if not would like it to remain a one-way out. Tracy
invited them to the Traffic Commission meeting. They are not in attendance.
2. Cindy had a phone call to open Falcon Dr back up so there would be a left hand
turn onto 17th St. Falcon Dr is open and will remain right turn in and right turn
out only.
3. Millcreek Ln -The speed report, using the camera that isn't visible to drivers,
shows the avg. speed is 26 mph. Data shows that as a general rule there isn't a
speed issue. Sgt. Miller -It's not worth putting up the speed trailer at this time,
(Speed report available).
Street Division Updates: Tracy Bono -First St bridge will be closed 7/21/2025 for 4-5
weeks to finish it.
Public Input:
Jan Hughes, 2010 Avocet Dr- She would like to see the Eagle Dr bridge open and the
barricades on Curlew Dr removed and have a protected left on Curlew Dr instead.
Now that the bridge is a one-way out only, she has concerns about the inconvenience,
the increased traffic on Avocet Dr and the safety issues it creates. She and her
neighbors would like to see the traffic dispersed throughout the neighborhood. They
feel like the concentrated traffic and the barricades on Curlew Dr will lower their
property values. She suggested having a stop sign in the middle of Avocet Dr.to help
with the speeding in the area and help disperse traffic. She took issue with the time of
the traffic commission meetings and how they are publicized. It prohibits them from
attending and letting them have their input.
Jan read a signed statement from Jonquil Beattie, 1910 Avocet Dr -She is concerned
about all the traffic on Avocet Dr and the safety issues it causes, especially for
children. When Curlew Dr was blocked "in a very ugly manner", referring to the
barricades, people now take Avocet Dr to get to the businesses in the area which adds
even more traffic on Avocet Dr. She is also worried about the barricades on Curlew Dr
and on the bridge lowering property values. They feel trapped in their neighborhood

with only one way in and one way out. It isn't safe for emergency personnel to have to
navigate through the closed in neighborhood. She felt pressured to sign the
neighborhood petition to close the bridge, the person came to her house twice.

A citizen living in the neighborhood for 57 years agrees with Jan's remarks.
Bethany Mcisaac, 2010 Avocet Dr -Open the bridge and remove the barricade on
Curlew Dr/ 17th St. It is causing too much traffic on Avocet Dr making it unsafe and
inconvenient. She thinks our meeting times keep people from attending and should be
changed. She also feels the barricades and too much traffic will affect property values.
She feels unwelcome and trapped in her own neighborhood. She suggested a 4 -way
stop at the Eagle Dr roundabout, one-way streets in the neighborhood, removing the
barricade on Curlew Dr and having a protected left turn there instead. Tracy -One-way
streets won't allow the garbage trucks to pick up the garbage on the opposite side of the
streets.
Owen Mcisaac, 2010 Avocet Dr -Sent a statement. Reopen the bridge, have protected
left turns on Curlew Dr/Sunnyside and remove the barricade. The current solutions
are ineffective. They redirect too much traffic to Avocet Dr making it unsafe and
inconveniencing the majority of the neighborhood trying to access businesses in the
area. The time of our meetings is unacceptable and prevents many from attending.
The meetings for the bridge closure were not well advertised. The closures may lower
their property values. Reopening the bridge would create better outcomes even without
doing anything else. (Statement available).
Tracy -We will still evaluate the situation. Cindy -We have spent more time, money and
collecting data in this neighborhood than any other neighborhood. When we started this
we had 4000 cars daily, with 80% of that being drive through traffic. We have done the
numbers over and over and we now have the number of cars down to 1800. That traffic
is mostly from those that live in the neighborhood. Our new software program has
Bluetooth so we can have next day data. It will pick up vehicles and tell us where they
are from and what routes are being used.
Horrock's study showed that the only solution to the high volume of traffic was to close
the bridge. Tracy came up with a compromise and took it to Horrock's and they agreed
with it. It is not perfect but it does have a way in and way out of the neighborhood and
has reduced the number of cars significantly. We have talked with emergency personnel
and they don't have an issue with the bridge being closed. Curlew Dr will be open from
17th St to 1st St. when the deueloperfcnishes it. A town hall meeting is something that
people will need to discuss with the Mayor and Council. Micah -A townhall meeting
shouldn't be Commission driven. Opening Curlew Dr south of 17th St is not a possibility.
In August the Board will look at the data, make a decision based on that data, to close
the bridge, open the bridge or leave it as is and present it to the residents. Any of you
can appeal to the City Council and/or Mayor if you disagree with our decision.
