Call to Order: Cindy Donovan, City Planner, at 9:05 a.m.
In Attendance: Tracy Bono, Cindy Donovan, Clarissa Jones, Sgt. John Miller, Morgan
Stewart
Minutes: July 9, 2025 -Approved
Citizen Concerns: Other than what is currently on the agenda there aren't any other
concerns.
Street Division Updates: Tracy Bono- The 1" St bridge will probably be open the First
part of next week. Chip seal is done, which was one of our major maintenance
projects. Work that needs done on the John Adams Pkwy roundabout may cause some
road closures.
Action Items:
1. Vote to close, open, or leave the Eagle Dr bridge as is.
Data: The traffic study we did in mid Feb., after the 17th St bridge was closed
and after the traffic pattern changes were made, showed 1600 cars turned onto
Avocet St from 17th St in a 24 hour period. Traffic data was also collected in the
last couple of days, which was after the 17th St bridge was completed and 17th
St had been open for over a month, it showed that 887 cars turned onto Avocet Dr
from 17th St in a 24 hour period. Traffic has been cut in half.
Tracy -Data shows it has reduced traffic. Keep as is.
Sgt. Miller -He has looked at the data after the bridge was made one way.
Enforcement is stili active. Leave the bridge as is.
Cindy If we leave it as is can we make it look better? Tracy- On Curlew Dr and
the bridge do a high back curb and gutter. Cindy -We could do kind of an island
on the west side of Curlew Dr. Tracy- Recommends high back curbing, which
should keep them from jumping the curb, and a nice looking sign.
Clarissa -The data shows we met the goal of reducing traffic. Leave as is.
A motion was made to leave the current configuration as is, put signage on
Brianne Ave and place a no trucks sign on 17th St coming onto Falcon Dr.
Recommendations were made to improve the Curlew Dr closure and the Eagle Dr

bridge with high back curbing and nice signs, widen Avocet St to the south of
Sawtooth St. and review the situation yearly. All were in favor. Motion passed.
Public Comment:
Ken Lembrich, 2640 Salmon St -He likes the way it is now. A car rarely goes the wrong
way on the bridge. People that are going down Eagle Dr and Falcon Dr live there. He
has a friend that was wondering if when the concrete gets put in will it block her from
going west on 17th and turning left onto Falcon Dr? People going on Avocet St at the
Falcon Dr entrance, if you put concrete will it keep her from getting out?
Tracy- Very hesitant to open that left hand turn up because that opens it up for cut
through traffic. They could make sure there is a protected left hand turn coming west
onto Falcon Dr. Can look at that later when the project gets closer and reevaluate.
Cindy -What are the number of residential units that are on that stretch?
Tirrell Hansen, 1810 Eagle Dr- Leave as is, the traffic has dropped drastically.
Concerned with Avocet Dr but the traffic has been lowered which tells him few are
passing through. Great job. The roundabout at Knight Wy needs a sign to let people
know they can't go through Eagle Dr. We need paint on 17"' St by Curlew Dr. Paint
arrows Curlew Dr right hand turn lanes on both sides of Curlew
Lavonna Borg -Likes the idea of a "pork chop" design on Curlew Dr. Put no trucks
signage on Falcon Dr. Tracy -Put the sign on 1 i^St coming onto Falcon Dr. Put up a sign
that they can't go north on Eagle Dr. Review annually or every 2 years so it doesn't get
as bad as it was before and before a major problem exists
Susan Blakely, 2640 Salmon St -She doesn't live at this address but her dad does and
she visits him 3-4 times a week. She has noticed positive changes. It feels a lot calmer
and better in the neighborhood. She supports making the Curlew Dr closure a lot
nicerl She appreciates all the work the Commission has put into this and it is going in
the right direction.
Daniel Eaton, 1710 Avocet Dr- Traffic has gone down a lot but it is still not safe. The
rest of the neighborhood is safer but it isn't safe on his street. There have been several
accidents. Tracy -We have the right of way to add some curb and gutter and widen the
street from 17 ' St to Sawtooth St.
