John Miller, Streets & Sanitation Director Tony Black Minutes- September 10, 2025 Motion to approve minutes by Sgt. John Miller, seconded by Tony Black. All were in favor. Motion Passed Unanimously Citizen's Concerns: 1. Taylor Winger -Speaks about concerns about the disregard for the 25 mph speed limit on E 14th N, especially between the hours of 5pm and 7pm. This year there is a trunk -or -treat on October 24th between 5:30-7:30pm, she would like to get some attention from the Sheriff's Department to the area ahead of the event. Major concerns with a safety issue to small children. City Planner Donovan and Sgt. Miller mentions the possibility of shutting down the road during the event if Eagle Rock makes a request. Tony Black states there is zero residential, just businesses. Sgt. Miller has concerns with kids going back and forth across the street during the event. 2. Matt Houser (Assistant Principal of Hillcrest Highschool)- had a call this morning that the lights weren't working for the school zone crossing this morning and a student almost got hit. Tony Black stated he had received the call and went out and checked at 7:45am the lights were working. Tony Black states that he has done extensive research on the law about lights within the school zone and the times they are to flash, there is no law or precedent. Tony stated it is 100% up to the entities: the City, the school, and law enforcement. He stated that the less time the lights go on and off the better for the system and for clarification to the public. Tony would like to visit the idea of setting a time and leaving the lights on as a dedicated school zone for the entire school day, maybe 7:30am to 4:15pm. Sgt. Miller states you see it more as a problem at Hillcrest because students can come and go. Sgt. Miller would ask the school to bring it up with the district to make a decision to designate specific times and keep it the same at all schools, for easier clarification for enforcement and citizen awareness. Tony Black states that we have a new system of lights and it is set up at the city shop currently. It is a new system and it still has some issues that need to be worked out. Street Division Updates: Street signs have all been ordered for the no parking at the school. There will be 13 signs that state no parking during designated hours. The project on Windsor is coming up and the project on Sunnyside but still waiting on the canal to be empty. City Planner Cindy Donovan asks if there are any updates on the round -a -bout on John Adams. Tony Black stated no they haven't heard back from Depatco, they have the drawings and plans. Action Items: None at this time Discussion Items: 1. Sheriff's Office - The placement of the crosswalk between Hillcrest High School and Sandcreek Middle School. -Deputy Elena Medrano, school resource officer, at the beginning of the year she noticed that the crosswalk was very faded and she spoke with the school crossing guard to try to figure out who was in charge of painting it, she also spoke to the school district and city staff. Everyone seems to be in confusion about who's responsible for this crosswalk. Presented drone footage to show that the kids are crossing at the faded cross walk because that is where the crossing guard is and it is safer. She said use of the crosswalk at Carolyn Lane is very limited. She said the kids cross to get to the buses. Principal of Sandcreek Middle School Kent Patterson. Debby Walton, school crossing guard joined the conversation. Tony Black states how many entrances and exits there are within the 500 feet and it creates chaos. Assistant Principal Matt Houser joins the conversation. At the conclusion of the discussion it was decided that School District Staff and City Staff would discuss the following improvements with their respective boards requesting to split the cost of the improvements. Improvements include painting a crosswalk between the schools adjacent to the south door of Sandcreek Middle School, erase the north/south crosswalk at Carolyn Lane, install an east/west crosswalk at Carolyn Lane, install ADA ramps, place required rapid flashing beacons, and signage. This will be an action item on the next agenda. 2. Enforcement of the no parking zone in the same area. The Sheriff's Department and School Resource Officer will determine who will be responsible for issuing the citations to those parking in the no parking zones.
