CALL TO ORDER:
Mayor Coletti called the meeting to order at 4:30 p.m.
ACTION ITEMS:
1. Taylorview Lift Station Relocation Bid- (Morgan Stewart, Assistant City Engineer)
Recommendation:
Assistant City Engineer Morgan Stewart states there is a problem with obtaining the necessary
materials which will cause an issue with the timeline. Stewart suggests rejecting the bid due to
the material issues and rebidding in the spring.
Summary of Analysis:
1. According to state statute, a formal bid process was followed.

2. Based on the following criteria, Staff recommends accepting Knife River bid for
Taylorview Lift Station Relocation Project:
® Only Bid
® The short timeline may have resulted in a higher bid price but waiting on this
project increases the city's liability in the event of a back up. Current location is a
safety concern for the crews.
Financial Impact:
-Will use funds from the Sewer Department (GL# 62-620-700) already allocated to this
project.
Discussion:
Water & Wastewater Director Nathan Ribblett explained production is behind for the vault, and
suggested pushing the project back. Stewart stated it could be rebid anytime with a spring start
date. City Attorney Scott Hall asked if Knife River can still complete within the contract timeframe
with the delay of materials. Stewart stated they could start 10/1 but could not guarantee
completion in the allocated timeframe. Council President Slack stated there is no reason to rebid
if it can be met, suggesting to table it. Mayor Coletti asked if the time constraints can be
modified in the contract to change the start date, possibly to October 15th. Ribblett stated the
majority of the vault could be ready within a week, however the lid for the vault is behind
schedule. Mayor Coletti stated he is fine opening the budget if needed.
It was moved by Council Member Slack and seconded by Council Member Oswald to table the bid
contract until next meeting.
Wessel, absent; Oswald, yes; Fullmer, yes; Slack, yes; Boyle, yes; Hamberlin, yes. Motion passes
unanimously with vote by roll call.
DISCUSSION ITEMS:
1. BIVIPO -High Capacity Roadway Study- Streets and Sanitation Director Tony Black presented a
slideshow on BMPO High Capacity Roadway Study
2. Pioneer Capital Ventures -Paul Baker, and Stephanie Bonney on Zoom presented on CIDs
(Community Improvement Districts). Bonney summarized her experience working with
Community Development Districts. She currently represents 3 CID's and states that a CID must
serve the public. Mr. Baker explained he wants to do a defined downtown for Ammon. CIDs can
offer support to enhancements such as parks, recreation, parking, and pedestrian raised
walkways. The city can set up a CID by approving the petition with a resolution. Mayor Coletti
asked if the council is interested in allowing this developer to bring a petition forward. Council
President Slack states he is not as against it as he was. Councilmember Oswald said she is
interested in more education. Councilmember Boyle is for it. Councilmember Hamberlin would
like to see a petition. Councilmember Fullmer thinks it's worth exploring any additional
mechanisms. Mayor Coletti stated he has always thought Ammon needed a hot spot location
where everyone wants to be. Mayor Coletti also believes it would provide increased property
value for people in the area. Mayor Coletti said Pioneer Capital Ventures can move ahead and
take the next steps.

3. Title 10 Amendments -City Planner Donovan presented proposed changes for Title 10, Chapters
2, 29, 35, 37, and 41. Donovan read through each change and identified the areas to be stricken.
4. Miscellaneous
Council President Slack provided an update on the Fire District. Fire response times in Ammon
are longer than surrounding areas. Bonneville County Fire District needs all equipment and
radios to be the same as Idaho Falls Fire Department to coordinate between departments. It's a
million dollars to purchase an additional dispatch console and 6 people would need to be hired
to operate it. To reduce costs it would be nice to eliminate the geofence. The Fire District Board
is talking about consolidating departments.
Council Member Hamberlin provided an update on the Eastern Idaho Sewer District. Phase 1 is
completed and the 2nd phase will be done next year. Everything is a little ahead of schedule.
Council Member Boyle said people are using the 21st path but there are no crosswalks at 21st
and 47th. Black will research what is being done in other places.
Council Member Oswald asked when the Sandcreek Park playground would be put in. Mayor
Coletti and City Administrator Austin state that it is not planned until 2028. Oswald attended the
Sheriff's meeting yesterday. She said we are losing three deputies but also gaining three new
deputies.
Council Member Wessel said he would like to sell Target Park. Asked to have it put as an action
item. Requested City Administrator Austin to reach out to get an appraisal on Target Park
City Administrator Austin reminded the council that Target Park property is in the Urban Renewal
District. He updated the council that six people from the city attended the joint County
Commissioners meeting lunch, it went really well.
Mayor Coletti said he thinks about Americana at Brand in Glendale, CA (15.5 acres) when
discussing the property possibility in the property earlier discussed for the CID. He said he saw
an Idaho Falls vac truck at Briar Creek and Ammon Road. Ribblett stated that Idaho Falls takes
care of maintenance for IBSD. Getting ready to add a lane and curb and gutter on Ammon Rd.
