June 16, 1976
Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:45 P. M. by Mayor George

The pledge of allegiance to the flag was led by Councilman Anderson. Councilman
Swensen offered the invocation.
The minutes of the meeting of June 2, 1976, were approved as written.
As the first item of business, the Mayor and Council took note of the many long and
hard hours contributed by residents during the flood threat which resulted from the
breaking of the Teton Dam on June 5, and Mayor Wehmann proposed to express
thanks to the Ammon people in the next newsletter.
After Mayor Wehmann and the Council members ,had presented recommendations for
use of Revenue Sharing funds to be entered on the Planned Use Report, Councilman
Swensen moved to approve the apportionment schedule of the 7th Entitlement
Period of Revenue Sharing as follows: Public Safety - $1,500; Recreation - $4,000;
Librar.ies - $2, 000; Financial Administration - $1, 300; Multipurpose and General
Government - $269; Total $9, 069. The motion was seconded by Councilman Lee;
voting was all in favor; motion carried.
COMMITTEE REPORTS:
Mayor - According to Mayor Wehmann, there will be a number of young fellows
working for the City during the summer under the CETA program, so the Council
members were asked to submit request for work to be done to the Mayor in order
to coordinate the work assignments.
With reference to the Ammon Day celebration coming up in August, Mayor Wehmann
indicated that he had a suggestion for a Co-Chairman whom he would contact,
and it was noted that Councilwoman Dille had received assurance from Paul
Bunnell that he would serve as Co-Chairman in charge of the midway activities.
Parks and Recreation - Councilman Anderson reported that the dandelions in tthe
parks were sprayed by the County, and a billing for this should be coming. He
mentioned that the covers for the tennis court nets and the playground equipment
for Lions Park have been delivered and are ready for installation. Regarding the
tennis court lights, Councilman Anderson noted that the shields have been removed
but the guarantee has not been checked on yet. He recommended that a backstop
for a baseball field be put in the southwest corner of the present McCowin Park
and a soccer field be laid out on the east side of the park, and Engineer Benton
was asked to have stakes laid out for these projects. Sprinkling problems for
the new lawn in the new north part of McCowin Park were discussed.
City Clerk - A report on delinquent accounts indicated an amount of $1, 256. 50
outstanding on 27 accounts, in addition to $1, 698. 50 due from the owner of the
Eastgate Mobile Village. It was pointed out that a letter was sent to the trailer-
court owner, but nO reply has been received, so Attorney Anderson was asked
to write a follow-up letter on this matter. With reference to delinquencies,
the Council agreed that those who owe more than $50 must pay a minimum of
50% of the bill to avoid a shut-off. The treasurer I s report showed a balance of
$14, 986.79 in the General Fund checking account and claims to pay in the
amount of $7, 2.33. 39. so there are surplus funds to be invested in a Time
Certificate of Deposit.
Police' and Fire Department - Regarding false arrest insurance, Councilwoman
Dille mentioned that County Commissioner Dettrick had suggested that the State
Deputy Attorney General be contacted about Ammon getting on the policy which

Bonneville County has, and Attorney Anderson agreed to write a lettel;" on this.
Councilwoman Dille announced that new parking tickets with envelopes have been
printed to be used for parking violations. The law enforcement reports for
May were reviewed' as follows: Animal Control - 42 hours, 237 miles, 15 com-
plaints received and completed, 19 citations issued, 8 dogs and 2 cats im-
pounded by the officer,and 1 dog and 3 cats: taken in by the public; Patrolling
and Investigation - 416.5 hours. With reference to complaints about littering,
it was the feeling of the Council that these should be directed to Council-
woman Dille to be checked out, then the Sheriff Departmel1t should be requested
to deliver tickets to the' offenders. In the matter of livestock animals at the
residence of Louis Simcask on Rawson Street, as discussed in the last meeting,
Councilwoman Dille advised that only the horses remain at this time, and I
that it is intended that all properties on the block should be measured and
all owners will be required to conform to the zoning ordinance.
The City IS fire rating was mentioned, and it was recommended that Engineer
Benton write to Karl Goble of the State Fire Rating Bureau and request that
a new survey for rating purposes be made.
Public Works - Councilman Lee reported that a letter of acceptance of bid for
a new garbage truck has been sent to Starline Equipment Co. He noted that
the sewer lines have now been completed on the two properties belonging to
Fred Blair, 1900 Curlew Dr. and 2045 Dove Dr., that the work is u~der way
at McKenzie's, 3375 Rich Lane, and that the Attorney has prepared the papers
to cite Louis Simcask into court for failure to install his sewer in violation
of City Ordinance. Engineer Benton presented cost figures for a fence for
the new Well #6 area and was instructed to: follow through and get a firm bid
after checking with a Salt Lake company as suggested by Mayor Wehmann.
Relative to garbage collection, Councilman Lee informed the Council members
and Mayor that courtesy tickets have been printed which are to be issued to
all property owners who are in violation of the regulations starting next week.
Other matters discussed were getting tree stumps removed along Ammon Road
and the street repair work for the French drain at Geneva Drive and Vaughn
Street.
City Attorney - Attorney Anderson reported that the requested letter of
appreciation to Intermountain Gas Company has been sent, and the wording
has been prepared for a notice regarding easements for residents who obtain
building permits for accessory buildings in easement areas. He mentioned
that the information. on the sewer hookup fee is still being evaluated at the
City Engineer's office~

City Engineer - Engineer Benton stated that nearly all of the records in
Larry Perkins office in Rexburg were lost in the Teton Dam flood, but.fortun-
ately, the "As Built Drawings" of the Ammon Sewer had been brought to Idaho
Falls a few days previously_ A copy of these drawings and a tracing of the
overall Ammon Sewer Map have been delivered to the office of the City of
Idaho Falls Director of Public W ol'ks and a copy is now on file in the City of
Ammon office. Mayor Wehmann listed items which Engineer Benton should
call to the attention of H-K Contractors as pressing work to be done under
the Sewer Project warranty as repairing the booster pump at Well #6, fixing
the culvert at Ross Avenue and Sunnyside Road, and correcting the sewer
pressure line problem on Rich Lane.
According to Engineer Benton, Mel Calli representing the developer of the I
proposed nursing home on 17th Street, has indicated that what was considered
as final approval has been received, so action might be expected on this in
the near future. Regarding the new street lights to be installed along 17th
Street, Engineer Benton noted that it has been determined that 4 of the 22
lights will be located in the County so an adjustment in the billing should
be made. Engineer Benton reported that the contractor expects to stay.

has other commitments. It was mentioned by Engineer Benton that Rance
Bare of Ellsworth Engineers has mailed in a copy of the Annexation
Agreement for the Holly Cove Addition with a request that the City finish
processing approval of that sub-division. The status of this plat with the City was
reviewed, and Engineer Benton agreed to do some research to determine if the
plat should be resubmitted through the Planning and Zoning Commission due to
the length of time that has elapsed since it was originally presented for considera-

tion. In response to an inquiry by Mayor Wehmann, Engineer Benton explained that
the inspection around the City to check on cement problems to be taken care of under
the Sewer Project contractor warranty has been delayed due to Bob Butler being
called to active duty with the National Guard because of the flood disaster. Regard-
ing a ditch culvert problem at Molen Street and Meadow Lane, Engineer Benton was
asked to make a recommendation for re-designing the bridge at that location.
Fiscal Operations - With reference to changing the utility billing, Councilman Swensen
informed the Mayor that a recommendation has not been finaled yet.
Library - A proposal made by the Library Committee through Councilwoman Dille
that the building in the Eastgate Shopping area which was formerly a car wash be
used as a library facility was considered by the Council. It was the feeling that
a school or City Building location should be checked out further before making a
decision, and Councilwoman Dille was asked to make an appointment for a meeting
with the School Board on this subject.
Planning and Zoning - Councilwoman Dille reported that the June meeting was 'can-
celled due to no business and the Chairman having been gone in the National Guard.
In other matters of business, the Council disapproved a proposal by the Progressive
Irrigation District to have the City make one payment to that company for all users
of ditch water in the City, and agreed that the Mayor should get information ,about
City Superintendents at the AIC Convention. Claims were approved for payment.
Councilman Swensen moved to adjourn;

offered by Mayor Wehrnann. The minutes of the meeting of June 16, 1976, were
approved as written.
COMMITTEE REPOR TS:
Mayor - With reference to commitments made at the last meeting, Mayor Wehmann
noted the following:, Two women, Vilate George and Valerie Beardall, have con-
sented to serve as 'co-chairmen for Ammon Day along with Paul Bunnell, and
Chairman Gary Davidson will be invited to corne to the next meeting to report on
plans for the celebration. In connection with Ammon Day, a letter has been sent
to County Commissioner Detrick, with a copy to City of Idaho Falls Mayor Pedersen,
in preparation for having a ribbon-cutting for 17th Street as part of the Ammon Day
activities. Notice about a littering problem on the property of Dewey Miller, 3880
Ross Avenue, was not sent because the situation did not seem to warrant such action.
Relative to other properties where it has been observed that yard clean -up is needed
in keeping with the request to make the City more beautiful as a bicentennial project,
it was suggested that the Council members make a survey and have courtesy tickets
issed if necessary. The Progressive Irrigation District was notified by letter of the
Council's decision regarding the assessment to ditch users in the City which was made
at the last meeting. The cooperative agree~nt with the City of Idaho Falls for
inspection of improvements in new subdivisions is still being worked on.
