Councilman Swensen read a copy of the letter which he mailed to officals of the
State Highway Department regarding the urgency of getting the 17th Street work
started, and mentioned that he had rec,eiveq. back a copy of a letter to Mayor
Pedersen of the City o.f Idaho Falls on this subject, so it is certain that the people
in Boise are being made aware of the situation. Mayor Turnbow reported that he
called to Boise about this also.
According to Maypr Turnbow, the power company has installed the 29 additional
street lights as requested. A complaint has been re,ceived about the location of
the light put in on Bitter:Q. Drive.
A recommendation was made by Engineer Benton that, if new subdivisions are to
have their irrigation water rights taken off, the City should consider setting a
charge for summer watering on larger lots, and he agreed to look int 0 this and
make a proposal.

Plans for Ammon Days on August 1 and 2 were reviewed, and a parade route was
set.
Regarding the work being done on north McCowin Park, it was mentioned that
there is a need to get together with Ken Madsen of the Western Boys,Baseball
League to work out details fo.r putting up the backstops.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:40 P. M. by Mayor Keith C. Turnbow, with
the following City officials present:

Prayer was offered by Councilman Cheney. Minutes of the meet~ng of July 22, 1975,
were approved as typed.
Mr. Westover of 2255 Bittern Dr. and Mr. Be~ttie of 2245 Bittern Dr. presented
information on .an improperly located driveway which has. not been taken care of I
yet by the Sewer Project contractor, Hartwell Excavating Company. Mayor Turn-
bow indicated that he would 'personally talkto the contractor's foreman about
this and then get back with these property owners. Objection was also voiced by
the se two neighbors to the placement of a new pole for a street light on their
property line. Mayor Turnbow explained the reasoning for the location of the
light pole. In response to a statement by Mr. Beattie that, if the pole must
remain there, he would plan to paint it, Engineer Benton mentioned tl:J.at painting
would make the pole stand out more and it would look worse than unpainted if not
kept up later. Mr. Westover stated that permission to go over his property to
hook the light up has not been requested and may not be granted when asked for.

Mayor Turnbow reported that the Ammon Days activities on August 1 and 2 were
considered to have been successful with an outstanding turnout showing community
pride and spirit. The present count shows approximately $600 was raised for
recreational facilities. Gary Davidson will be the Chairman for Ammon Days next
year.
Farrell Adamson of 3250 Rawson St. reviewed the situation concerning the auto-
mobiles he has in his backyard in connection with his antique car hobby, noting
that he has received a couple of letters from the City Attorney advising him that
he is in violation of the Zoning Ordinance. He explained that he does not conduct
any business there, and that he would have extended the fence around to improve
the appearance to outsiders but has had a problem getting the property line defined
on the east side of his lot. Several of his neighbors were present and expressed
themselver;; as having no objection to Mr. Adamson's antique car activities, with
favorable comments being made about the Adamsons being a good family to have in
the community. Engineer Benton advised that a variance should be requested in
order to meet the requirements of the zoning ordinance which the City is obligated
to enforce, and this would allow the condition to continue as it now exists until
such time as there is a change in ownership of the property. According to Attorney
Anderson, Mr. Adamson should prepare a petition for this purpose and have his
neighbors within 300 feet sign it showing their consent, then the petition should be
presented to the Planning and Zoning Commission for making a recommendation to
the C'ity Council. Mr. Adamson indicated that he would follow this procedure.
Reference was made by Attorney Anderson to the City Code, Section 10-4-1(1),
which gives authority to regulate parking and standing of vehicles by resolution.
It was noted that there is a need to make provisions for removing vehicles which
are considered to be abandoned from the streets and to prohibit all repairing of
automobiles in the streets except that of a temporary nature. Councilman Cheney
moved to adopt a resolution to this effect specifying 72 hours as the time limit
before a car is conside:red abandoned. The motion was seconded by Councilman
Hirschi. Councilman Swensen moved to amend the motion by striking out "72"
and inserting "96". This motion died for lack of a second and was withdrawn by
Councilman Swensen. Voting on the original motion. was unanimous in favor;
motion carried and resolution adopted.
Re solution
WHEREAS, the Ordinances of the City of Ammon and the Statutes
of the State of Idaho provide that the City Officials may regulate the
parking of vehicles within the City limits; and
WHEREAS, the City Council has found and made a determination
that vehicles that are left parked upon the public streets of the City
of Ammon, for excessive lengths of time, thereby impeding traffic,
causing safety hazards and creating difficulties in maintaining the
streets; and ,.-
WHEREAS, the City Council, of the City of Ammon, has deter-
mined that it is for the best interests and for the safety and welfare of
the citi.zensof the City of Ammon that regu1<;1tions concerning the park',;.
ing be adopted and enforced.
NOW, THEREFORE, be it hereby resolved by the Mayor and
Council of the City of Ammon, Idaho, as follows:
Section 1. Thatany vehicle, t railer, boat, or item of prop-
erty left standing or parked upon'public streets of .the City of Ammon,
Bonneville County, Idaho, for a period of in excess of seventy-two
(72) hours shall be deemed to have been abandoned and the law enforce-
ment officials of the City of Ammon may cause the same to be removed
and impounded in a place for safe keeping.
'Section 2. Upon any such vehicle or item being removed and
impounded the owner thereof, if the same can be ascertained, shall
be notified, by personal notice or by certified mail.
Section 3. That such owner shall be required to pay all im-
pound fees and storage fees prior to gaining repossession of said
vehicle.
Section 4. That should the owner of said vehicle or property
fail to pay the impound fees and storage charges within thirty (30) days
thereafter, the City may proceed to foreclose its lien for such fees
and charges by due notice and sale.
Section 5. Further resolved, that no person shall use any
street wlthln the City of Ammon for the purpose of repairing automotive

vehicles, _trailers, boats, campers or other items of property,
except for temporary emergency repairs sufficient to enable
such property to be. removed and it shall be unlawful for any
owner to abandon any such item of property upon any street, and
upon conviction thereof shall be subject to punishment as provided
in the Ordinances of the City of Ammon for violation thereof.

Eng.ineer Benton mentioned that the property which has been purchased for the
new part of McCowin Park and a small section just north of the new city well
have never been annexed and suggested that this should be taken care of the
next time there is an annexation ordinance drawn up. Also there is a small
porti.on of land between pony Acres and Barbara Jean Estates owned by Reed
Moss and L. Miniver which has not been annexed; Attorney Anerson recommended
that this land be left outside the City until the~e is a req uest for City services there.
Mayor Turnbow informed the Council that the automatic controls are in operation
at the new well" and a maximum use of 330 gallons per minute has been recorded.
It is the only well being used at this time to give it a good test .before it is
accepted from the co.ntractor. There have .been. reports of mud in the water I
in homes on several different streets (Midway, Meadow Lane, Avocet, etc.),
and Engineer Benton felt that this would be from the dirt being stirred up in
the lines since the increased pressure causes the water.to flow in a different
direction than before.
Mayor Turnbow reported that he had met with a representative from Hartwell
Excavating Company and the Project Engineer Doug Jensen on the preceding
Monday to go over the check list of items to be finished under the Water
and Sewer Project contract, and that he plans to go back over this again and
personally check out everything when Hartwells say it is completed.
A samp~e of urethane insulation roofing was displayed by Mayor Turnbovv, and
a recommendation was made by him that this material be used on the roof of
the new park storage building which is being built. Cost figures were reviewed,
and approval of this recommendation was given by the Council members.
Mayor- Turnbow mentioned that the electric openers are installed and operating
smoothly on the City Building shop doors.
Councilman Anderson inquired about plans for straightening out Midway Avenue,
north of Rawson Street and extending Midway Avenue north from Southwick Lane, I
to 17th Street, and was informed that the straightening cannot be done until the
City has funds available and it is not felt advisable to open up the north end of
Midway Avenue at this time.
Engineer Benton recommended that Interim Warrants for .money on L.1. D. #7
be prepared so that payment can be made on the bill which has been received
from Hartwells for installation of waterline on 17th Street.
Councilman Anderson reported that it has been suggested to him that a letter
be written to Alvin Stosich of School District #93 regarding apparent use of
water for sprinkling at the schools in violation of the City Water Regulations.
It was requested that Attorney Anderson take care of this .with a copy of the
letter going to the Superintendent of School District #93 and the Chairman of
t he School Board.

Regarding the 17th Stre.et Project, it was noted that the bid should be let in the near
future, but the paving work will not be started this year so the contractor that gets
the bid will 4ave to maintain .the road for travel as it is all winter long.
Councilman Swensen mentioned that a copy of a letter regarding removal of Ammon
from the flood -prone area ha,s been received, and offici~l action to eliminate the re-
quirement to obtain flood insurance when homes are bought is expected shortly.
According to Councilman Cheney, there are some Scout Troops interested in pi ;king
rocks off McCowin Park where grass is to be planted. A suggestion was made that
Theron Beck of the Western Baseball League be contacted to see if some help is
available on this project fr.om that organization.

With reference to the motion made in the meeting of July 22, 1975, setting a deadline
of November 1, 1975, for sewer hookups to be completed, Mayor Turnbow noted that
several inquiries have been made about whether there would be any granting of exten-
sions for any individuals. The Council members felt that ,no extensions should be
given. Property owners with financial problems should be encouraged to 100k into
obtaining Title 1. loans for home improvements.
Mayor_ Turnbow reminded the Council that, if actiop is'to be taken on raising salaries
for City Officials, it must be done 60 days before election; It was agreed that it
would be appropriate to consider this matter at the next meeting.

The meeting was called to order at 8:45 P. M. by Councilman Marvin J. Anderson as
acting Chairman of the City Council, with the following City Officials present:

were approved as typed.

Prior to the opening of the meeting, Mr. Kopp of the local American Legion, post
explained the programs which are sponsored by the or.ganization for which funds are
needed. He noted that circumstances had prevented the Post from having the dances
at the tennis courts during June and July as planned, and requested that a change he
made in the decision made by motion of the CounciloR April 16, 1975, and allow a
!..ennis court dance on August 30, 1975. During the official meeting, Councilman
Anderson made a motion to this effect, which was, seconded by Councilman Cheney.
Voting ,was all in favor; motion carried.
Attorney Anderson presented a resolution for issuing Interim Warrant No.1 on L.1. D.
#7 in the ~mount of $23, 248 for payment of Hartwell Excavating Company billing for
work done on waterline on 17th Street. Amotion to. adopt the resolution was made by
Councilman Hirschi and seconded by Councilman Anderson; voting was all in favor;
motion carried.
On the matter of enacting an ordinance to increase the salaries of elected officials;
Attorney Anderson recommended waiting until the Mayor and a full Council were
