Councilman Swensen suggested that notice should be given to the own~rs of the trailerhome which is parked on the property of Dennis Jensen on Romrell Lane that this is in violation of the City Ordin.ance and the trailerhome should be moved. Attorney Anderson reviewed an incident involving the Animal CO,ntrol Officer wherein the tranquilizer gun had been used on a dog whic,h had tried to bite him, and the death of th~ dog had followed. It was felt that an autopsy on the dog would not be necessary except at the request and expense of the ,owner. The need to have information sent in on the estimated population increa~e to t.o the Office of Revenue Sharing was mentioned by Mayor Turnbow, with Attorney Anderson being asked, to take ca,re of this. I It was decided to have Maintenance Supervi'Sor LaVern Williams attend the special Traffic Signing meeting on December 10 along with Councilman Swensen. Councilman Hirschi reported that he had made a partial survey of the streetlight sltuation, and the Mayor expressed a need for this information so that the expense involved can be figured into the budget. Acco!'di~g to Councilman Swensen, the Bonneville Council of Gover):lments will meet o,n the morning of January 8, 1975, to elect new officers, etc. Suggestions for programs to work on for the next year are requested. Mayor Turnbow expressed a desire to have more study put into land use planning around the Ammon Citylimits. CITY OF AMMON December 18, 1974 Minutes of the Regular Meeting of the Mayor and ,City Council:_ The meeting was called to order by Mayor Keitl?- C. Turnbow at 7:45 P. Mr. Bingham of 3200 Midway Avenue inquired about getting a permit to put an I apartment in the basement of his home. The availability of adequate parking space was discus'sed. It was determined that it would be necessary to have a variance granted befare approval could be given to this request, and Mr. Bingham was asked. to get the signatures of the property owners within 200 feet showing that they would not object. This request would then be given to the Variance Committee of the Planning and Zoning Commission to study and make a recommendation before the City Council takes any action. Minutes of the Special Meeting of M~n~tes of the Special Meeting of Minutes of the ~egular M~eting of Attorney Smith introduced Deputy Ciro Rustici who is in charge of animal control for the County, including Ammon. Mr. Rustici reviewed procedures being used I Q ~ I:'- = ~ ~ I I 95> in enforcing the code concerning dogs in the City. He expressed concern over problems involved when cases are taken to the court for failure to appear on citations issued. The Council members agreed that it would be advisable to try impounding dogs and giving warnings when needed with citations being written only when vicious dogs or physical harm is involved. Attorney Smith recommend:::' ed that a meeting should be set up with"City of Idaho Falls officials to discuss the effect of the additional number of dog s which would have: to be handed at the City of Idaho Falls Animal Shelter, and to ask if arrangements can be made to have the poundmaster increase the pound fee for dogs from Ammon when they are claimed and doubling the fee each time if the same dog is impounded more than once. Councilman Swensen is to contact the City of Idaho Falls officials as suggested and is to have warning tickets designed and printed. Engineer Benton indicated that the contractor is still having problems with the lift station for the sewer on Rich Lane, and that getting the approval on the sewer line s in the Hillview-Hillsdale areas should be completed shortly. He reported that the water storage tank is ready for testing, and Andrew Well Drilling have started getting the valves in for Well #5. It was mentioned that there is still a matter of detail to work out with Sheriff Skinner before the Law Enforcement Contract for 1975 can be approved. Councilman Hirschi reported that Fire Chief Marvin McGary and Mayor Turnbow have obtained information on new fire trucks. ' The figure's 'and specifications were reveiwed, and it was decided that the'best proposal was made by the Starline Equipment Company of Boise. Immediate action was necessary due to availability and price increase situations which were explained by Mayor Turnbow. He stated that some advance figuring on the budget for 1975 indicate s that sufficient funds will be available to take advantage of the lease-purchase option plan presented for obtaining a fire truck. Councilman Hirschi moved that the City notify Star line Equipment Company of its intention to lease a new fire truck. The motion was "seconded by Councilman Swensen; voting was all in favor; motion carried. Mayor ""urnbow i~cated that he would take care of this notification. It was recommended that a mandatory regulation should be put into'effect that operation of the new fire truck will be only by firemen who "become specifically trained to do so. Information oia new street sweeper was als"o reviewed, with the proposal from the Arrowhead Company on a Wayne Sweeper being favored, but no action was taken at this time. Approval was given to a recommendation made by Mayor Turnbow that Hartwell Excavating Company be paid $44, 000 at this time for the street work done in addition to the repair required under the project contract. This will leave a balance of $20, 000 to be paid next year when the work is completed. Cbuncilman Swens~h reported on the special Traffic Signing Meeting which he attended along with Maintenance Supervisor LaVern Williams. He suggested that the City follow the recommendations which were made there of going to high-intensity signs and two-inch ID posts. It was felt that Councilman Swensen should make a request to have the City participate in receiving federal funds for improving its traffic sign program. Claims were approved for payment, including $6, 532.70 for advance payment on 'Work to be done on the 17th Str,eet bridge on Sand Creek and culverts which are to be. installed under 17th Street in that area.
