Councilm\n Cheney r~ised ~ question \bout the 1974 Bonneville Council
of Governments budget, and Councilm~n Swensen mentioned that this budget
had been brought before the City Council several months ago. Mayor Turn-
bow pointed out that Councilm\n Swensen h~s the authority to represent
the City when immediate decisions need to be made at BCOG meetings, but
it would be well to suggest that matters should be discussed by the
different City Councils whenever possible before BCOG action is taken.
Since several of the City Officials plan to be out of town on the next
regular meeting date, it was decided to postpone that meeting until 8:00
P.M. on Tuesday, July 23, 1974.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 8:35 P.M. by Mayor Keith C. Turnbow,
wi h the following City Officials present:
Mayor Keith C. Turnbow Engineer David E. Benton
Icouncilman Brent Hirschi City Attorney W. Joe Anderson
Councilman Russell N. Swensen
Councilman Marvin J. Anderson (Councilman Gerald B. Cheney was absent)
Prior to the official opening of the meeting, Mayor Turnbow presented
Park application forms to City Engineer Benton for completion to apply
for funds from the Idaho State Parks and Recreation Dept. in regards to
new park acquisition. A discussion followed in regards to parks develop-
ment. Mr. Jim Poulsen of the State Parks Dept. will visit the City on
August 5th or 6th for consultation; further details will be forthcoming
as to time and place. Councilman Swensen was asked to work with Council-
man Cheney on the McCowin Park development plans.
Prayer was offered by Councilman Hirschi.

Minutes of the meeting of July
Attorney Anderson read Ordinance No. 120, an amendment to the zoning
ordinance relative to changing the requirements for residential lot
widths to 80 feet. Councilman Swensen moved that the 2nd and 3rd read-
ings of Ordinance No. 120 be dispensed with and that it be placed on its
3rd and final reading by title only inasmuch as no protests were heard
at the Planning and Zoning Commission hearing held July 16, 1974. The
Imotion was seconded by Councilman Hirschi; voting was all in favor;
motion carried. Attorney Anderson read Ordinance No. 120 by title only.
Councilman Swensen moved that Ordinance No. 120 be passed; seconded by
Councilman Hirschi; voting all in favor; motion carried.
Engineer Benton and Attorney i\nderson read and discussed information on
the proposed Local Improvement District #6, which includes curb, gutter,
waterline, sewer, and pavement as needed for streets in several areas
of the City. A protest hearing was set for the regular meeting time on
August 21, 1974. It was noted that Engineer Benton is gathering deeds
for the property needed along 17th Street, and that County Engineer
Robert Gray has the 17th Street improvement project in the design stage
with some deeds still lacking.

Attorney Anderson read Ordinance No. 121 creating Local Improvement
District #5. The three separate readings were dispensed with, and Coun-
cilman Hirschi moved that Ordinance No. 121 be passed on its third and
final reading by title only. The motion was seconded by Councilman
Swensen; voting all in favor; motion carried.
Councilman Anderson moved that the sewer line be extended on Aspen Lane
upon receipt of $220 from property owner Mr. Robert Stedtfeld, and that
the sewer line also be extended to the southern perimeter of Rich Lane.
The motion was seconded by Councilman Hirschi; voting was all in favor;
motion carried.
A discussion was held on water and sewer rates for schools and churches. I
Various rates and schedules were discussed. Councilman Hirschi moved
that each Ward or congregation be charged at the rate of $13.50 per month
for water, sewer, and garbage service. The motion was seconded by Coun-
cilman Swensen; voting was all in favor; motion carried.
Councilman Swensen moved that the School District be charged at the rate
of $.15 per student as per their official enrollment (at the various
schools served by the City) as of September 20th of each school year for
water and sewer service on a 12-month basis. The motion was seconded by
Councilman Hirschi; voting was all in favor; motion carried.
Councilman Hirschi moved that water rates for customers outside the City
Limits of Ammon be 200% of the rates charged City residents effective
August 1, 1974. The motion w~s seconded by Councilman Swensen; voting all
in favor; motion carried.
Councilman Anderson moved that after a resident receives notification that
he can connect onto the sewer system; monthly charges will be made
commencing 70 days after said riotification if the connection is not com-
pleted,and the monthly service charge will be made commencing with the
date of accept~nce following inspection if prior to 70 days. (In other
words, after a resident is notified that he may connect to the sewer sys- I
tem, the sewer charge will commence either the date of actual connection
or 70 days after the first day that connection is permitted, whichever
comes first, and this charge will be on a pro-rated monthly basis). The
motion was seconded by Councilman Hirschi; voting was all in favor; motion
carr ied.
Regulations for tennis court dances were discussed and set as follows:
Dances to close at 12:00 Midnight; sound of the band instruments, etc.,
to be kept at a moderate volume; parking to be on the north side of the
street (no parking in the pool area which is for pool customers, and the
City will furnish signs for directing parking); the sponsoring group to
be responsible for any damages; a rate of 10% of the gate receipts to be
charged for use of the tennis courts; and the name of the individual
responsible to be on record at the City Office.
Councilman Anderson moved to adjourn at 1 :50 I\.M.; seconded by Council-
mA.n Hirschi.
