The Council viewed preliminary plats which have been presented to the Planning and
Zoning Commissi-on for developments on the McCowin Property (bordered by 17th St.
and Midway Avenue), the Vern P.-.t:erson Property (north of Peterson Park Division #3),
and the Derrald Ricks property to be known as Holly Cove Park (south of the Hillsdale
Addition on an extension of EaQ'le Drive). It is expected that all of these areas would
become part of the Citv if developed as planned. A proposed development south of the
City on the Ammon Road was also viewed, and Engineer Benton explained that this plan
will gO to the BCOG now that the Ammon Planning and Zoning Commission has given
approval. Mayor Turnbow expressed the feeling that the City of Ammon may be involved
with this in the future since it is within 150 feet of the City Limits and may be required to
hook on to the sewer system.
A recommendation by the Planning and Zoning Commission to have the Zoning Ordinance
changed to require a minimum frontage of 80 feet for lots in the R-l Zone was considered
and felt to be advisable. Attorney Smith agreed to work out the details of an am.endment
on this subject.

The necessity of avoiding any misunderstanding about the sewer serVIce line charge for
future construction was discussed. Accordingly, Councilman Hirschi made the following
motion: Regarding the sewer service line charge for construction since July 18, 1972,
and regardless of the decision to be reached pertaining to the letters of May 2, 1974,
the cut-off date for any new construction of sewer service lines is May 15, 1974; any new
construction after that time will pay the sewer service line charge in accordance with the
procedure outlined in the meeting of April 17 , 1974. Seconded by Councilman Cheney;
voting all in favor; motion carried.
Councilman Swenson moved to recess until 6: 30 A. M., May 23, 1974; seconded by
Councilman Cheney. (Time:12:20 A. M.) Claims were approved for payment.

the citizens had sUggested. This 'same procedure could be usen to spread the cost
out over the entire city but would probably not be acceptable to the residents. If
the charge is made as originally considered without being put on an L. I. D. assess-
ment, the amounts not paid could be put on the tax rolls for collection, but this
method would not make the money available until the taxes were paid, and the use
of tax anticipation notes is not desirable as far as the bank is concerned. After
considerable discussion ana figuring, it was determined that an L. I. D. assessment
on the new priperty would be tl1e best method to work on, but that sufficient funas
might not come in from the monthly charges to meet the obligation that the City
would incur. Consequently, it was decided that each individual assessment should be
~220.?0 with the portion .of the bondissue which wouldrepresent interest and a~min,.. :") c:ol
lstrahve costs to be repala from the monthly Charges. The $220.00 may be pald
immediatl:lly or in annual installments of $22.00 over a period of 10 years, with
the privilege of paying off the balance due at any tim1lle during the 10 years.
Attorney Anderson was asked to draft a letter exrlaining the decision as made to be sent
out to all those involved, and to assist Engineer Benton in going ahead with the
legal procedure of creating the Local Improvement District.
Engineer Benton asked for clarification of the feeling of the Council and Mayor
regarding the financial responsibility of the developer where sewer mains will
be required to be extended before houses that have been constructed or are
under construction can be served, explaining that this situation exists on Molen:
Street and Rich Lane at this time. It was indicated that the developer should pay
for the cost of the extension of the mainlines under these circumstances.
Councilman Swensen reported that a . tabulation of the traffic survey forms regaring
the parking in the streets in the Hillview and Hillsdale Additions showed feelings
about evenly divided between two of the proposals~ s-o a recommendation from
the : ~ Traffic Safety Commission should be forthcoming.
Mayor Turnbow displayed an urban area map of Idaho Falls and Bonneville
County including the 17th Street improvements and referred to a letter
written by Don Lloyd, City of Idaho Falls Director of public Works, to the
State regarding the conditional approval of this map. He explained that the
signatures of himself and the City Clerk had been affixed to the map as
requested by Mr. Lloyd, and Council approval was now needed. Councilman
Swensen moved the the City accept the modified plan of the Urban Area Map
~f the Idaho Falls and Bonneville County D System as of May 21, 1974,
lnasmuch as it was impradcal to hold a special council meetin due to the
fact.that one was scheduled for 6:30 A. M. this date, May 23, g1974. The
mohon was seconded by Councilman Cheney; voting all in favor; motion carried.
