Draney explained the next step was to send out a survey that would discuss potential costs and what the public would be comfortable with. Council asked staff to move forward with the survey and gathering data. 2.Ammon Fiber Plan Model Technology Director Dan Tracy presented a proposal to get Ammon Fiber to additional homes throughout the community outside of the LID process. Council and Staff discussed implementation, costs, and equity of the program. Each Department Head reviewed their individual budgets and outline department overviews and ten-year plans. 4.Miscellaneous ADJOURN The meeting was adjourned at 7:55pm ______________________________ Sean Coletti, Mayor _____________________________ Kristina Buchan, City Clerk Ammon City Council Regular Meeting 06.13.2024 Page 2 of 2 Ammon City Council 06.20.2024Page 9 of 28 Ammon City Council June 20, 2024 Mayor Coletti and City Councilmembers: White Pine Charter School Request Staff Presenting: Cindy Donovan Planning Director Recommendation -Staff recommends approval in one of the following ways based on the following staff report: 1.Approval by vote this evening to allow for a Certificate of Occupancy to be issued prior to the John Adams bridge being completed, OR, 2.Approval with an amended Standard Development Agreement that amends the agreement with the deletion of the last sentence in SC-2 requiring road construction completion prior to Certificate of Occupancy Summary of Analysis 1.Eastern Idaho Commerce Center Division 3 was approved on June 19, 2002. This property is the current White Pine Charter School lot. 2.A Conditional Rezone Agreement was approved by the City Council on July 20, 2023 to expand the current campus area, which included a requirement for a Standard Development Agreement be entered into within six (6) months of the above date. 3.The Special Conditions below have been met with the exception of the John Adams Parkway bridge being completed prior to a Certificate of Occupancy. White Pine Charter School is requesting to be able to attain a Certificate of Occupancy to allow for staff to be present in early August and for a student start date of August 22. The John Adams Parkway bridge is scheduled to be open by August 30. 4.On September 21, 2023 the City Council approved the Standard Development Agreement with the following Special Conditions: SC-1: Building permit shall be issued within three (3) years of the Effective Date of the Conditional Rezone Agreement SC-2: John Adams Parkway from 25th East to White Pine Charter School will require City Council approval of a contract for construction shall be awarded, either by the Developer or other entity, prior to the issuance of a building permit. The construction shall be completed before the issuance of a Certificate of Occupancy. SC-3: Sixty (60) feet Right-of-Way for Backhand Drive along the north property line and east property line must be deeded to the city before the issuance of a building permit, to allow for Backhand Road to continue west and connect to a road running north/south along the east property line. SC-4: Twelve (12) foot easement on the southeast side of the property between John Adams Parkway and Backhand Drive. Summary of Analysis 1. ASI produces the GSB-88 oil for its own use. No other manufacturers can meet the specifications. 2. Based on a.
