snowmobiles on the street right-of-way is covered in the state law but not
mentioned in the City Ordinance referred to, it was determined that advice
from the City Attorney would be needed to see if any further restrictions
can be made.
Councilman Cheney reported that the City Basketball Program is progressing,
now under the direction of Jeff Perry. The Council authorized the payment of
$15.00 per month to Jeff for the responsibility of laundering the shirts, etc.
Tntprim Appropriation Ordinancp No. 11? was read in full by Councilman Swensen,
who then moved that the Council dispense with the three readings of Ordinance I
No. 112 and pass Ordinance No. 112 on the third and final reading by title only.
The motion was seconded by Councilman Cheney; voting all in favor; motion carried.
Mayor Turnbow reminded the Councilmen to be getting budget requests ready.
He reviewed the Fire Department report for 1973 which recorded 64 hours on
13 calls in the City, 79 hours on 9 calls for District Mutual Aid, 25.hours on
calls for the tanker only, and a fire loss in the City of $1615 which the Mayor
felt was very commendable.

Minutes d the Regular Meeting of the City Council:
In the absence of Mayor Keith C. Turnbow, who was out of town, the meeting
was called to order at 7:35 P.M. by Council Chairman Russell N. Swensen,
with the following City Officials present:

Prayer was offered by Councilman Anderson. Minutes of the meeting of
January 2, 1974 were apprbved as typed.
Mr. and Mrs. Snider of 1940 Dove Dr. explained that the slope of the pit located
just west of Sand Creek (behind the Circle K Store) is a good place for children
to sleigh ride but is dangerous because of the metal junk items (washing machines,
etc.) which have been discarded there. They inquired if the City could do anything
about getting the area cleaned out and if they and other citizens could be of any
help. The Council discussed the matter, and Engineer Benton indicated that
he would contact the property owner about getting the cable put back up to dis cour-
age dumping, and the sewer construction contractor about having the trash items
moved over so they will be covered by the fill which will be put there when the I
sewer construction gets underway again. The Sniders are to be informed if
any help is needed.
Chairman Swensen called attention to an invitation for City Officials to a Western
Rural Area Emergency Medical Conference in Idaho Falls on February 15 and 16
and encouraged attendance at this meeting.
The Council viewed the proposed plat of the Maiben Jones Additi::m located at the
southeast border of the City and was advised by Engineer David Benton that the
Planning and Zoning Commission had approved the plan as a final plat. He noted
that zoning recommendations will come to the Council after the Planning Commis-
sion I s next meeting and that the developer has been made aware that curb and
gutter will be required along the east side of Ross Avenue. The Planning and

Zoning Commission also ffive final approval to the Peterson Park Division #3 plat,
according to Engineer Benton, and planned for a pub lic hearing at its next meeting
on February 19th on these two additions. Approval as preliminary plats was
recommended by the Planning and Zoning Commission on the McCowin Addition
and the Monty Howell Addition, while acceptance of the plan on the Vern Peterson
Addition was postponed due to development problems between the adjoining resi-
dents and the property owner. The City Council postponed official action on
any of these matters until the plats have been reviewed by the Mayor and the
public hearing is held;
With regard to the public hearing mentioned above, Councilman Cheney moved that
the City Council authorize publication of Notice of Hearing in two (2) consecutive week-
ly publications of the Post-Register advertising a public hearing with respect to the
proposed annexation of Peterson Park Division #3 and the Maiben Jones Addition,
which proposal has been approved by the Planning and Zoning Commission of the
City of Ammon. The motion was seconded by Councilman Hirschi; voting was all
in favor; motion carried. Engineer Benton recommended that notice be sent by
postcard to all who live wi thin 200 feet of the proposed plats, to be mailed on
Fe b. 12 or 13.
Councilman Swensen reported that he had contacted the Civil Defense Director
regarding the possibility of flood danger due to the sudden change in the weather
conditions, and was assured that the situation is being watched very closely and
everything is under control since there is very little frost in the ground and no
water in Sand Creek.
Councilman Anderson suggested that McClaskey Ford Tractor Company be contacted
and pushed to get the necessary corrections made on the mower so it will be ready
for the coming mowing season. He noted that action is being taken by Hartwell
Excavating Company to get mailboxes moved back where they should be in response
to a request from the mailman. Also he said that a complaint has been received
that the gravel chips put on the intersections in Hillview for snow and ice control
now cause hazard to children on bicycles and from being thrown by car wheels and
should be cleaned up.
It was mentioned by Engineer Benton that a deed has been received from Vern
Peterson for Ross Avenue from Jennie Jean Acres to Peterson Park, so that
street can be opened up when needed.
Engineer Benton presented requests for payment on sewer construction expenses as
follows: Hartwell Excavating Company, $143,065.08; ForSgren, Perkins and
Associates, $17,549.47. The Council approved these billings in a resolution
prepared by Attorney Anderson (see attached copy) and authorized that Warrant
No. 3 be drawn up on the Water and Sewer Revenue Bond to pay the same.
Councilman Hirschi moved that said Resolution be adopted; the motion was
seconded by Councilman Cheney; voting--Hirschi, yes; Cheney, yes;
Anderson, yes; Swensen, yes; motion carried.
According to Councilman Swensen, the Bonneville Council of Governments is
working on a model 'zoning ordinance to standardize terms, and is holding a
work session on aland use plan at the City Hall in Idaho Falls on January 23, 1974.
Councilman Cheney moved that the meeting adjourn at 8:50 P. M.; seconded by
Councilman Hirschi; voting all in favor; meeting adjourned. Claims were approved
