Special Meeting of Nov. 9, 1973,
Reese Brown, representing Eastgate Mobile Village, presented a request to have
the Council consider again reduced r~tes for city utility services at the trailer
park. He e:x;plained that this is neede due to the problem the owners are having
getting financing for the trailer park since the rates in Ammon make it difficult
for the business to meet the competition of similar businesses in nearby Idaho
Falls. If the reduced rate is not possible, Mr. Brown expressed the desire of
the owners to be de-annexed from the City of Ammon, indicating that the City
of Idaho Falls would be willing to annex the Eastgate area, and the utilities
would then be under that city's rates. Dr. Brunt reviewed the building up of
the northwest section of the city by his father's construction company and the
problems incurred in developing the trailer court, appealing to the Council to
take these matters into consideration in making a decision on the request at hand.
Mayor Turnbow asked for time for the City Engineer to do some figuring.
Engineer Benton recommended that the Council specify a basis for allowing a
decrease in rates, if such a decision is made, so that the policy would be
consistent for other similar situations. Later in the meeting the Council checked
information about utility rates in cities of the surrounding area, and received
advice from the attorney that the city officials should avoid making a decision
in this case to accomodate a business financing problem which might jeopardize
the City's position in receiving grant funds for the Water and Sewer Project
which is under way. After a lengthy discussion of the facts and figures by the

th~._City may from time to time impose. Seconded by Councilman Southwick;
voting all in favor; motion carried. Dr. Brunt was notified by telephone of this action.
Mayor Turnbow announced that he .had reviewed the operations to date under the
Building Inspection Agreement with the City of Idaho Falls and found them to be
satisfactory. He introduced Clarence ("Curly'l) Shores, Idaho Falls Electrical
Inspector, who noted that Idaho Falls proposes to begin;using the schedule of
electrical inspection fees now used by the State and to adopt the 1973 edition of
the Uniform Building Code. He explained the reasoning for requiring permits and
inspections for installing lawn sprinkling systems and new electric water heaters
and for remodeling. Agreement was indicated by the "'Council that all these
matters should be incorporated into the city's recodification.

According to Mayor Turnbow, his presentation before the Stae Parks
Board to apply for matching funds for purchase of park property was
accepted for funding after July, 1974, with a possibility of receiving
a grant before that if there are any funds left from the 1973 appropriation.
Papers for clear title to Well No.4 in Peterson Park (for the pump, land,
building, etc.) were presented to Mayor Turnbow for the City records.

Considerable time was spent in the final checking and reviewing of
sections of the recodification which the City Attorney felt needed Council
approval, after which the Recodification Ordinance No. 111 was read by
Attorney Smith.~ Councilman Southwick moved that the corrections and
changes as brought up to date and presented to the Council on this date be
accepted, and that the Council pass the first reading of Recodification
Ordinance No. 111. The motion was seconded by Councilman Cheney. Voting
was as follows: Southwick, yes; Swensen, yes; Cheney, yes; Anderson,
yes. The motion carried.

Attorney Smith requested the Mayor's signature on an agreement between
the City and D. Ar1and Rasmussen (the developer) regarding the handling
of funds for street improvements on Ross Avenue in the Warren Bird
Subdivision. One signed copy is to be delivered to Mr. Rasmussen, and
two copies were retained for the City files.
Councilman Swensen moved that Ron Standifird of 3090 Ross Avenue be
appointed for a two-year term on the Traffic Safety Commission. The
motion was seconded by Councilman Cheney; voting all in favor; motion
carried.

A report by Councilman Anderson indicated that he received two bids for
removing trees from the area to be opened as a turn-around at the north
end of Rose Dale Lane: $1080 from Waters Construction Company and
$1060 from Woolf Tree Sendce. The bid was awarded to Woolf Tree
Service and the work has been completed.

Councilman Southwick mentioned that action should be taken to get the
water shut off in Sand Creek now that the cold weather is here to avoid ice
building up which causes a flood danger in the springtime.
According to Councilman Swensen, City Officials are invited to a meeting
on November 21 sponsored by the Farmers Home Administration to explain
hew loan procedures.

Councilman Swensen moved that the meeting adjourn at 1: 50 A. M.
were approved for payment.
